Resolutions Map on CCAP Website
 
As of this writing, about two-thirds of Pennsylvania's 67 counties have passed resolutions supporting our top priority on the commonwealth budget and human services funding. Media sources in many of the counties are picking up the story. See the map and a link to a sample resolution on CCAP's website.
 

National County Government Month
 
April is the National Association of Counties' National County Government Month (NCGM). As the annual celebration of county government, since 1991, NCGM is an excellent opportunity for your county to highlight effective county programs and raise public awareness and understanding about the various services provided to the community. Visit NACo's NCGM webpage to see the toolkit, resolution, logo and more. CCAP & CCAP Academy for Excellence Workshops
 
The County Commissioners Association of Pennsylvania (CCAP) and the CCAP Academy for Excellence in County Government is pleased to announce two workshops being held April 21-22 at CCAP's Harrisburg office. 
 
On Thursday, April 21,  9 a.m. to 4 p.m., join us for the "Legal Issues" session with speakers Marie Milie Jones and Jeffrey Cohen of JonesPassodelis, PLLC. Topics of discussion include: the litigation process; employment issues; civil rights; municipal liability; and, more. Lunch is included. Participants in the CCAP Academy for Excellence in County Government attend at no cost and will earn credit for the Legal Issues core course upon their full participation at the event.
 
Friday, April 22, 9 a.m. to noon, features the "Risk Management" session with speaker John Sallade, CRM, Managing Director, CCAP Insurance Programs. Topics of discussion include: contracts; claims; governmental immunity; safety, bonding and risk management; workers' compensation; unemployment compensation; and, controlling employee lawsuits. Lunch is not included. Participants in the CCAP Academy for Excellence in County Government attend at no cost and will earn credit for the Risk Management core course upon their full participation at the event.
 
The classes are open to all county elected officials and staff. Associate members and other CCAP vendors also are invited to attend. Registered Academy participants may attend at no cost. The costs for non-Academy participants (CCAP members) vary. Other fees may apply for Academy graduates, associate members and other vendors. There is a multi-day discount available.

CCAP Annual Conference Registration Is Open
 
The County Commissioners Association of Pennsylvania (CCAP) is pleased to bring our 2016 Annual Conference and Trade Show to the Split Rock Resort, Carbon County, in the heart of the gorgeous Pocono Mountains from Sunday, August 7 to Wednesday, August 10. 
 
The conference schedule, featuring educational sessions and great speakers, kicks off with a reception on Sunday evening in Exhibit Hall. All registered conference attendees will have a chance to meet more than 80 vendors interested in working with counties. Monday morning's opening general session features keynote speaker Christine Cashen who delivers a fast-paced, hilarious program with useful content that makes her a sought-after speaker worldwide. Monday and Wednesday also feature important breakout sessions on timely topics important to county government. Check the CCAP website after April 29 for a complete list of breakout session offerings and an updated conference schedule.
 
Other highlights of the conference include good music and great food at Penn's Peak compliments of C.S. McKee L.P. on Monday evening. After Tuesday's Business Session, attendees have a number of options for Tuesday afternoon. There will be a golf tournament  (compliments of Mazzitti & Sullivan EAP Services, Inc.Cornerstone Advisors Asset Management, Inc. and Scott & Scott Attorney at Law LLP) plus a skeet and trap shooting event  (compliments of StoneRidge Investment Partners LLP, Federated Investors,  Maher Duessel CPAs and Peirce Park Group) and two trips to some local attractions - the Pocono Raceway and the town of Jim Thorpe. Tuesday evening will include the President's Reception, Annual Banquet and Annual Awards ceremony.

Members can register for the conference and make the room reservations at the Split Rock Resort by following the instructions on the website. The early bird conference registration deadline is June 30 and the room reservation deadline is July 16.
 
CCAP Annual Awards Nominations Open
 
Each year CCAP recognizes individuals who have made significant contributions to county government and the state association. Nominations may be submitted by any CCAP member or associate member. Awards to be given out are Outstanding Commissioner/Council Member, Outstanding Chief Clerk/County Administrator, Outstanding Solicitor and Friend of County Government.
 
The awards will be presented Tuesday, August 9 at the Annual Banquet during the 2016 CCAP Annual Conference at the Split Rock Resort in Carbon County.
 
The nomination form which lists award criteria and a listing of previous winners is available on the Annual Conference webpage.

ELIC Summit To Be Held April 18 in Hershey
 
The 2016 Economic Summit on Early Childhood Investment is scheduled for Monday, April 18 at the Hershey Country Club. The free event will examine the connection between poverty and early childhood development, as well as what can be done to mitigate its consequences. Please register by Friday, April 1 here.
 

PA Wilds Event on April 28
 
Registration is open for the PA Wilds Annual Dinner and Awards Banquet. The event will be held on April 28 at the Red Fern in St. Marys.

The keynote speaker will be Pensylvania Parks and Forest Foundation President Mary Mowery. Other special guests will include State Department of Community and Economic Development Secretary Dennis Davin; State Department of Conservation and Natural Resources Secretary Cindy Dunn ; and of the State Department of Transportation Secretary Leslie Richards.
 
Networking will begin at 4 p.m. The program starts promptly at 5 p.m. $25 covers admission and dinner. Register at PAWilds.  
 

Power Initiative Offers Funds for Coal-Impacted Communities
 
Almost $66 million is available through the Obama Administration's Partnerships for Opportunity and Workforce and Economic Revitalization (POWER) Initiative to develop new strategies for economic growth and worker advancement for communities that have historically relied on the coal economy for economic stability.
 
Communities and regions that have been negatively impacted by changes in the coal economy are encouraged to apply for available funds for a range of activities, including projects that diversify economies, create jobs, provide skills training and increase capacity. Assistance is available from DCED in collaboration with the Department of Labor and Industry to provide the data needed to support strong applications.

USDA Community Facilities Direct Loan & Grant Program
 
The USDA Rural Development Community Facilities Program provides affordable funding to develop essential community facilities and improve the quality of life in rural areas with no more than 20,000 residents according to the latest U.S. Census Data.

8-1-1 Public Awareness
 
In Pennsylvania, homeowners and contractors are required to contact Pennsylvania One Call System, by dialing 8-1-1 at least three business days before beginning any digging or excavation project. Digging without knowing the approximate location of underground utilities can cause serious injuries, service disruptions and repair costs if a line is damaged. Join Pennsylvania One Call in a statewide public awareness campaign to proclaim April as "Pennsylvania 811 Safe Digging Month." Help us keep your community safe.
