2016 County Legislative Priorities to Be Announced
On Monday, January 25, CCAP officers will unveil our 2016 county legislative priorities with a press conference at 2 p.m. at the state Capitol in Harrisburg. NACo County Economies Report Released
A new in-depth analysis reveals that economic recovery accelerated on the ground over the past year, but challenges remain. 2015 was a year of strong growth; however, most county economies have not recovered to pre-recession levels on jobs and unemployment. Additionally, between 2009 and 2014, real wage growth has not always kept pace with productivity gains.
County Economies 2015: Opportunities and Challenges, released by the National Association of Counties (NACo), tracks annual changes in 2015 in four key economic performance indicators across the nation's 3,069 county economies. The performance indicators are: economic output (GDP), employment, unemployment rates and home prices. The new analysis also explores wage dynamics in 2014 and between 2009 and 2014. Learn more here.

Reminder: Courthouse Nominations Due January 22
CCAP's County Courthouse video series again will be produced this year with the Pennsylvania Cable Network, and air throughout the state in late summer and fall. Filming is expected to begin in April. There is no cost for counties to participate. Time considerations for counties can be substantial with research, script creation, ensuring location availability, pre-production, and on-air time.
Nominations are due by January 22 to kkroski@pacounties.org, and must include the name of the county, location of the courthouse, year courthouse was built, a detailed description of the unique aspects and history of your courthouse, the name of the on-air speakers, and the name of the person submitting the nomination.

PADOC Announces Short Mins Diversion Grant Solicitation
The Pennsylvania Department of Corrections (PA DOC) has announced a funding solicitation totaling $1.5 million for county government candidates to divert "short min" inmates from state incarceration. The PA DOC defines short min inmates as inmates whose minimum sentence date is one year or less from their admission date to state prison. Interested parties should demonstrate effective diversion strategies.
The deadline to submit applications to PA DOC is February 1, 2016 - 4 p.m. EST.

SAMHSA Invites Feedback for New NREPP Endeavor
SAMHSA's Center for Behavioral Health Statistics and Quality invites you to provide feedback for the launch of a new endeavor at the National Registry of Evidence-based Programs and Practices (NREPP). In addition to reviewing programs received during the open submission process, NREPP will conduct independent literature reviews to add programs with strong evidence bases to the registry.
SAMHSA welcomes comments from all stakeholders. Your feedback will help NREPP identify and prioritize important practices and programs to the mental health and substance abuse prevention and treatment field. Visit here.

PCCD Opioid Symposium on January 27
On Wednesday, January 27, 2016, from 9 a.m. to 5 p.m., the Pennsylvania Commission on Crime and Delinquency (PCCD) will be hosting the 2016 Opioid Symposium: Prevention, Intervention, Treatment and Recovery at the Radisson Hotel Harrisburg.
The symposium will bring together criminal justice, juvenile justice, Communities That Care sites, and public health experts to speak on the epidemic and provide information on resources, models, practices and tools tailored towards the local level that communities can use to plan their response.
As a follow-up to the symposium, county teams that attend may be eligible for additional technical assistance and PCCD funds for planning purposes.

Pennsylvania Farmland Agricultural Conservation Easements Due January 31
The state Department of Agriculture has sent to all counties the 2016 form for certification of county farmland preservation funds. According to state law, counties with farmland preservation programs as of January 1, 2016, must notify the department by January 31, 2016, of the county appropriation for purchase of agricultural conservation easements for calendar year 2016. This information determines the level of state match funds available to counties for 2016.

Public Comment on WIOA Combined State Plan Being Accepted Through February 1
On December 28, the Pennsylvania Department of Labor and Industry released its proposed Workforce Innovation and Opportunity Act (WIOA) Combined State Plan. The department will be accepting public comment on the plan through February 1, 2016. WIOA requires each state to submit a four-year plan outlining the state's workforce development strategy.

Cultural Leadership Award Nominations Now Open
Recipients of the award play a significant role in the advancement of cultural competency in drug courts across the nation. Drug courts may be nominated by NADCP members, executive staff or the board of directors. Nominees must be in operation for two years and demonstrate efforts to rectify cultural disparities, redress issues of discrimination and improve opportunities for all citizens to participate and succeed in drug court. Nominations are due February 8, 2016.
The award will be presented in a special ceremony during the 22nd Annual NADCP Training Conference, June 1-4, 2016 in Anaheim, California. Learn more about the award and how you can nominate a drug court here.

NACo Legislative Conference Scheduled for February 20-24
The NACo Legislative Conference in Washington, DC brings more than 2,000 elected and appointed county officials from across the country to focus on legislative issues facing county government. Attendees hear from key administration officials and members of Congress and are offered a myriad of additional educational opportunities addressing current and hot topic issues. Featured speakers include Chris Wallace, host of Fox News Sunday, and political analyst Ron Brownstein. A day of lobbying on Capitol Hill the last day rounds out an information-packed conference.
