NACo Study Addresses Mental Illness in County Jails

The National Association of Counties (NACo) has released Addressing Mental Illness and Medical Conditions in County Jails that explores the complex challenges counties face in addressing the comprehensive health needs of jail populations.  Three case studies examining the strategies counties use to address the health needs of incarcerated individuals accompany the study.

Accompanying the research brief are case studies that describe efforts in three large counties.
  • Montgomery County, Md. illustrates collaborative approaches and partnerships between county health and justice agencies.
Earlier this year, NACo, the Council of State Governments Justice Center and the American Psychiatric Association Foundation launched Stepping Up: A National Initiative to Reduce the Number of People with Mental Illnesses in Jails.  Since then, more than 125 counties have passed resolutions in support of the initiative and pledged to take action.  For more information about Stepping Up, visit www.naco.org/stepping-initiative.

This publication was released in conjunction with NACo's Large Urban County Caucus Safe and Secure Counties Symposium in King County, Wash.  To read the full research brief, Addressing Mental Illness and Medical Conditions in County Jails and the accompanying case studies, visit www.naco.org/jailhealthservices.

Only those projects involving municipalities that have a mandatory trash collection program or projects seeking support for a residential recycling program that have a corresponding commercial recycling program will be considered for funding, up to 90 percent of approved recycling costs.

Deadline for applications is November 20, 2015, and more information is available by contacting Mark Vottero, Recycling Grants Coordinator for DEP, at mvottero@pa.gov, or by contacting the DEP regional planning and recycling coordinators.
DCNR to Host Natural Connections  Webinars

With Pennsylvania's new five-year Outdoor Recreation Plan seeking to connect citizens to healthy outdoor recreation now released, a series of webinars this fall aims to inform Pennsylvanians of how "natural connections" can be made. Each of the four webinars will focus on a priority outlined in the plan, and cover challenges and opportunities facing Pennsylvania communities, research findings and best practices.

The Pennsylvania Comprehensive Outdoor Recreation Plan, Natural Connections, lays out a vision to create healthy and liveable communities throughout the state that support jobs that pay and successfully serves the recreation needs of those who live, work, and play in them.

Participants in the webinars will learn how to use the plan to support Pennsylvania's community planning needs as well as funding requests. All webinars will run from 1:00 - 2:00 p.m.:
  • October 14: Local Parks and Recreation: Enhancing Close-to-Home Outdoor Recreation. Kids are now playing at one of Pennsylvania's new nature play areas in Scranton. Hear about what makes it unique, how it was built, what it cost and the fund raising needed to build it.
  • October 21: Tourism and Economic Development: Creating Opportunities for Community Prosperity. What is Nature-Based Placemaking and how can communities of all sizes embrace their natural assets and recreational resources for economic benefits?
  • October 28: Resource Management: Sustaining Natural Resources and Public Investments and PA's new five-year plan for Trails. Pennsylvania is celebrating the 20th anniversary of its historic Land Recycling Acts. Since its inception in 1995, more than 5,000 Pennsylvania brownfield sites have been remediated. Learn about brownfield projects across the state that opened up riverfronts and created more recreational opportunities for communities. With over 11,000 miles of trails, Pennsylvania's vision to create a statewide network of trails is well underway. Note: this webinar will extend to 2:15 p.m..
The webinars are free, but advance registration is requested. Those interested can register here. A follow-up email will be sent with more information. If unable to participate, the webinars will be posted here.

Multimodal Transportation Funding Opportunity

PennDOT announced today it will begin accepting applications on October 3, 2015, for funding transportation improvement projects under the Multimodal Transportation Fund.

PennDOT will evaluate the applications and make selections based on such criteria as safety benefits, regional economic conditions, the technical and financial feasibility, job creation, energy efficiency, and operational sustainability.

The Multimodal Fund was created by Act 89, enacted in November 2013, Pennsylvania's far-reaching transportation funding plan. The fund addresses road and bridge projects. Also through the fund, transit, aviation, rail freight and pedestrian and bicycle modes obtained dedicated sources of funds for the first time, putting the modes on a firmer footing for future initiatives.

PennDOT has $40 million in grants available for fiscal year 2016-17. Applications are due by December 18, 2015. PennDOT expects to announce grant recipients early next year for the funding that becomes available in July 2016.

For more information about the program, visit www.penndot.gov and click on Multimodal Program under the "Projects & Programs" button.

CVS to Provide Naloxone

On September 23, 2015, CVS pharmacy announced that it is expanding the availability of the opioid overdose antidote, naloxone, in its Pennsylvania locations.  The company has obtained a standing order prescription that has been issued to its pharmacies and is kept on file in each location.  This allows them to dispense the medication using that order, rather than a separate prescription written out to each individual by his/her personal physician for the medication.

While many of the CVS locations may have naloxone currently in stock, press information indicates those stores that do not have the medication on hand will typically have it on order within 24 - 48 hours.  Whether or not the cost of the medication is covered by an individual's insurance prescription benefits is dependent upon the particular coverage/plan.

State Forest Management Plan

The draft State Forest Management Plan is out for public comment and public meetings are scheduled around the state to receive input. Stakeholders in the PA Wilds and Lumber Heritage Region might be very interested in this given the amount of public forest land in the landscape.  For more information on the plan and meetings, follow this link.

There are 3 meetings planned in the region: October 21 in Renovo, October 22 at the Lumber Museum in Potter County and November 12 in Williamsport.
2014 National Survey on Drug Use Released

The Substance Abuse and Mental Health Services Administration (SAMHSA) released the latest National Survey on Drug Use and Health (NSDUH) report, which shows progress in reducing some forms of substance use - especially among adolescents.  Substance use levels in many areas, however, have remained relatively constant.

The 2014 NSDUH report on mental and substance use disorders helps kick off for the 26th annual observance of National Recovery Month.  Recovery Month broadens public awareness to the fact that behavioral health is essential to health, prevention works, treatment for substance use and mental disorders is effective, and people can and do recover from these disorders.
