CCAP Annual Awards - Nominations Now Open

 

Each year CCAP recognizes individuals who have made significant contributions to county government and the state association. Nominations may be submitted by any CCAP member or associate member. Awards to be given out are Outstanding Commissioner/Council Member, Outstanding Chief Clerk/County Administrator, Outstanding Solicitor and Friend of County Government. The nomination form and award criteria can be found here. A listing of previous winners is also available for your information.

 

The deadline for nominations is May 15. Please get your nomination(s) in as soon as possible. If you have questions, please contact Terry Cochran, CCAP meeting planner, at tcochran@pacounties.orgor (717) 526-1010 x 3334.

 

The awards will be presented at the Annual Banquet during the 2015 CCAP Annual Conference at the Omni William Penn in Pittsburgh, Allegheny County on Tuesday, August 4.

 

DHS Seeks Proposals for Funding to Address Opioid Crisis

 

As part of Governor Wolf's proposed 2015-16 budget, the Department of Human Services (DHS) announced that it is seeking proposals for two pilot programs to provide additional services to address heroin and opioid addiction.

 

The pilot programs, funded from DHS' proposed $2.5M increase, include "Distributing Naloxone to More First Responders" and "Vivitrol and Medication Assisted Treatment (MAT) Pilot for County Corrections".

 

Distributing Naloxone to More First Responders:

  • DHS will provide naloxone kits to first responders, drug and alcohol treatment programs, criminal justice systems, crisis responders, and other community partners to prevent death from opioid overdose.
  • A portion of these funds will be used to support the development of outreach and engagement strategies/protocols for referral of individuals at risk of opioid overdose for assessment and treatment of substance use disorders
  • Local communities will develop outreach and engagement strategies for individuals who have been treated for overdose to ensure assessment and referral for treatment occurs
  • Engagement strategies can include the use of certified recovery specialists, case management, crisis intervention staff, or other key stakeholders in the local system of care.

Vivitrol and Medication Assisted Treatment (MAT) Pilot for County :

  • The funds may be utilized to initiate MAT and wraparound services prior to release from incarceration to ensure engagement and continuity of care upon release to the community
  • The grants can be used to support a combination of MAT and related behavioral treatment for individuals not currently eligible for Medical Assistance
  • The program may also be utilized in conjunction with county treatment courts
  • Counties can request grant funding up to $300,000 to develop local MAT programs to support offenders transitioning from jail to community or who are sentenced to serve intermediate punishment or restrictive intermediate punishment sentences

 

Funding for each pilot will be up to $1.25M depending on program requirements and available funding. They will be implemented by July 1, 2015. For more information on the pilots, visit www.pccd.pa.gov/Funding.

NACo and Nationwide Offer First Plan Sponsor Aspire Award  

 

NACo and Nationwide Retirement Solutions have announced the first "Aspire Award: Honoring Innovative Leadership in Promoting County Employee Retirement Savings" to recognize two counties that have gone above and beyond in empowering their employees for retirement success. Counties who offer their employees the opportunity to participate in the NACo Deferred Compensation Program, administered by Nationwide Retirement Solutions, are eligible for nomination for the Aspire Award.

 

As an employer, a county serves as plan sponsor to its employees' retirement programs. Some counties have developed and implemented innovative approaches to create opportunities for their employees to be retirement ready. The first annual Aspire Award: Honoring Innovative Leadership in Promoting County Employee Retirement Savings" will be presented during NACo's Annual Conference, July 10-13, 2015 in Mecklenburg County (Charlotte), North Carolina.

 

Two awards will be presented. Consideration

will be given to the plan sponsors who present measurable outcomes that result from unique, unusual, and original efforts to successfully engage county employees in their retirement futures.

County Leader of the Year Awards   

 

American City & County Magazine is accepting nominations for the annual County Official of the Year Award presented during NACo's Annual Conference. Nominations are due May 15. 

 

Elected officials, department heads or employees working for any county government in the United States are eligible. There are no restrictions on who can submit a nomination.

 
Nominees are judged on major accomplishments from the 2014 calendar year to present. The winner will be profiled in the June issue. For more information, please visit the American City & County Magazine Website. 

Online Naloxone Administration Training

 

The Pennsylvania Departments of Health and Drug and Alcohol Programs are pleased to announce the availability of a recently approved online naloxone administration training. This training is specific to the opioid overdose epidemic in Pennsylvania and the requirements as outlined in PA ACT 139 "David's Law." Access to the training is being provided through two platforms:

 

  • First responders not licensed or certified by the Department of Health as well as the general public can access this training here.   
  • Pennsylvania Law Enforcement personnel able to register and log in to The Pennsylvania Virtual Training Network (PAVTN) are required to do so in order access and complete the training. The PAVTN log in page can be found at www.pavtn.net

 

 

This training will provide all individuals a certification upon completion.  Training and other information regarding ACT 139 "David's Law" can be found at www.ddap.pa.govPlease circulate this information to all applicable parties.

 

NACo Annual Conference Registration Now Open 

 

NACo's 80th Annual Conference and Exposition provides an opportunity for all county leaders and staff to learn, network and guide the direction of the association. The Annual Conference, held each July, is hosted by a NACo member county. This year, the conference will be held in Mecklenburg County, (Charlotte) North Carolina. The Annual Conference provides county officials with a great opportunity to vote on NACo's policies related to federal legislation and regulation; elect officers; network with colleagues; learn about innovative county programs; find out about issues impacting counties across the country; and view products and services from participating companies and exhibitors.

Rural Opioid Overdose Reversal Grant Program  

 

The Federal Office of Rural Health Policy (FORHP) is pleased to announce the release of the Rural Opioid Overdose Reversal Grant Program (ROOR). The one year program will fund efforts that will focus on preventing opioid overdose in rural areas.

 

The purpose of the ROOR program is to reduce the incidences of morbidity and mortality related to opioid overdoses in rural communities through the purchase and placement of Naloxone and emergency devices used to rapidly reverse the effects of opioid overdoses. The training of licensed healthcare providers and emergency responders on the use of the device will also be conducted through this program. FORHP plans to award funding to up to 18 rural partnerships for one year for up to $100,000.

Proposed Technical Guidance Documents on Riparian Buffers

 

The Department of Environmental Protection (DEP), invites written comment on two interim final technical guidance documents that address changes in the requirements to provide equivalency and offsetting for riparian buffers. The technical guidance documents provide information about changes in the requirements for installing riparian buffers when conducting earth disturbance activities, and can be found at this link.

 
These requirements were altered by Act 162, which was signed into law on October 22, 2014, and which CCAP supported. The public may submit written comments to Jennifer Orr of the Bureau of Waterways Engineering and Wetlands, P.O. Box 8460, Harrisburg, PA 17105-8460. Electronic comments may be submitted via email to
ep-102regulations@pa.gov. Deadline for comment is May 20, 2015.

 

2015 CCAP Annual Conference

 

The County Commissioners Association of Pennsylvania is pleased to be bringing the 2015 Annual Conference to the beautiful and historic Omni William Penn Hotel in downtown Pittsburgh, Allegheny County this summer. The Annual Conference is CCAP's premiere educational and networking conference. This year's Conference will be held August 2-5 and features many educational sessions, an extensive exhibit hall and great speakers.

 

The Conference officially kicks off on Sunday evening with the reception in the Exhibit Hall. All registered Conference attendees will have a chance to meet over 80 vendors interested in working with counties. Monday morning's Open General Session features keynote speaker Matt Tenney who works with organizations to develop highly effective leaders. Monday and Wednesday also feature important breakout sessions on timely topics important to county government. Check the CCAP website after April 30 for a complete list of breakout session offerings and an updated schedule.

 

Other highlights of the Conference include an evening event at the famous Carnegie Science Center and Highmark SportsWorks compliments of C.S. McKee. L.P. After Tuesday's Business Session attendees are invited to participate in the golf tournament hosted by Mazzitti & Sullivan EAP Services, Inc., Cornerstone Advisors Asset Management, Inc. and Scott + Scott Attorneys at Law, LLP, along with a skill contests offered by CGL Companies. The luncheon will be provided by the Washington County Chamber of Commerce. Tuesday will also include an afternoon tour of the Ohio River locks and dams system, the President's Reception, Annual Banquet and Annual Awards ceremony.

Members can register for the Conference and make their room reservations at the Omni William Penn Hotel by following the instructions on the website. The early bird conference registration deadline is June 30 and the room reservation deadline is July 6.

 

Drug Court Services, Coordination and Treatment Grants  

 

The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA) and the U.S. Department of Health and Human Services (HHS), Substance Abuse and Mental Health Services Administration (SAMHSA) are seeking applications for funding to enhance drug court services, coordination, and substance abuse treatment and recovery support services. This program furthers the missions of DOJ and HHS by providing resources to state, local, and tribal governments and state, local, and tribal courts to enhance drug court programs and systems for nonviolent substance-abusing offenders.

 

Applicants are limited to states or state courts applying on behalf of a single jurisdiction, local courts, counties, other units of local government, or federally recognized Indian tribal governments (as determined by the Secretary of the Interior). Eligible jurisdictions must have a fully operational (at least 1 year as of September 30, 2015) adult drug court. "Operational" is defined as a judge being designated as a "drug court" judge with a drug court docket of cases and seeing defendants in drug court on a regular and recurring basis.

 

Applicants must register with Grants.gov prior to submitting an application. All applications are due to be submitted and in receipt of a successful validation message by 11:59 p.m. eastern time on June 1, 2015. For more information, follow this link to the SAMHSA website.

Offender Reentry Program Grants

 

The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT) is accepting applications for fiscal year (FY) 2015 Offender Reentry Program (ORP) grants. The purpose of this program is to expand and/or enhance substance use disorder treatment and related recovery and reentry services to sentenced substance-abusing adult offenders and ex-offenders who are returning to their families and community from incarceration in state and local facilities. Both state and local governments are eligible to apply, and the anticipated award amount is up to $400,000 per year.

Local Government Training Opportunities 

 

The Pennsylvania Local Government Training Partnership is a training initiative between the Governor's Center for Local Government Services and Pennsylvania's statewide associations, including CCAP. There are many options for upcoming training sessions, as well as sessions that can be downloaded and viewed at your convenience. PACourses offered through the partnership are designed to keep municipal officials current on new laws and legislative requirements and enhance their ability to govern more effectively. Year-round, statewide training is provided in the areas of local government administration, finance, community and economic development, public safety, land use and planning, public works, recreation, environmental, and tax collectors.
