Rural Opioid Overdose Reversal Grant Program
The Federal Office of Rural Health Policy (FORHP) is pleased to announce the release of the Rural Opioid Overdose Reversal Grant Program (ROOR). The one year program will fund efforts that will focus on preventing opioid overdose in rural areas.
The purpose of the ROOR program is to reduce the incidences of morbidity and mortality related to opioid overdoses in rural communities through the purchase and placement of Naloxone and emergency devices used to rapidly reverse the effects of opioid overdoses. The training of licensed healthcare providers and emergency responders on the use of the device will also be conducted through this program. FORHP plans to award funding to up to 18 rural partnerships for one year for up to $100,000.

Second Chance Act Reentry Demonstration Project
The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA), is seeking applications for Second Chance Act Two-Phase Adult Reentry Demonstration Program: Planning and Implementation. This program furthers the Department's mission by providing services and programs to help facilitate the successful reintegration of individuals returning from incarceration to their communities.
Eligible applicants are limited to state and local government agencies and federally recognized Indian tribes. Existing SCA Adult Reentry Demonstration Program grantees are eligible and may apply to expand or modify an existing program, including adding additional reentry services, a research partner and/or evaluation component. BJA may elect to make awards for applications submitted under this solicitation in future fiscal years, dependent on the merit of the applications and on the availability of appropriations. Applicants should not apply for funding if they cannot track unique identifiers for participants, gain access to recidivism data, and report recidivism data, particularly returns to incarceration during the period 1 year after release.
Applicants must register with Grants.gov prior to submitting an application. All applications are due to be submitted and in receipt of a successful validation message in Grants.gov by 11:59 p.m. on April 29, 2015. For more information on the program and how to apply, follow this link.

Proposed Technical Guidance Documents on Riparian Buffers
The Department of Environmental Protection (DEP), invites written comment on two interim final technical guidance documents that address changes in the requirements to provide equivalency and offsetting for riparian buffers. The technical guidance documents provide information about changes in the requirements for installing riparian buffers when conducting earth disturbance activities, and can be found at this link.
These requirements were altered by Act 162, which was signed into law on October 22, 2014, and which CCAP supported. The public may submit written comments to Jennifer Orr of the Bureau of Waterways Engineering and Wetlands, P.O. Box 8460, Harrisburg, PA 17105-8460. Electronic comments may be submitted via email to ep-102regulations@pa.gov. Deadline for comment is May 20, 2015.

Initiative Focuses on Reducing Mentally Ill in Jails
NACo will partner with the Council of State Governments Justice Center and the American Psychiatric Foundation to lead Stepping Up: A National Initiative to Reduce the Number of People with Mental Illnesses in Jails.
The initiative will kick off May 5 with events in Washington, D.C. and Johnson County, Kansas; May 6 in Miami-Dade County, Florida and May 7 in Sacramento County, California. Those events will be live-streamed. An April 30 webinar from 2:00 - 3:00 p.m. will preview the initiative.

2015 CCAP Annual Conference
The County Commissioners Association of Pennsylvania is pleased to be bringing the 2015 Annual Conference to the beautiful and historic Omni William Penn Hotel in downtown Pittsburgh, Allegheny County this summer. The Annual Conference is CCAP's premiere educational and networking conference. This year's Conference will be held August 2-5 and features many educational sessions, an extensive exhibit hall and great speakers.
The Conference officially kicks off on Sunday evening with the reception in the Exhibit Hall. All registered Conference attendees will have a chance to meet over 80 vendors interested in working with counties. Monday morning's Open General Session features keynote speaker Matt Tenney who works with organizations to develop highly effective leaders. Monday and Wednesday also feature important breakout sessions on timely topics important to county government. Check the CCAP website after April 30 for a complete list of breakout session offerings and an updated schedule.
Other highlights of the Conference include an evening event at the famous Carnegie Science Center and Highmark SportsWorks compliments of C.S. McKee. L.P. After Tuesday's Business Session attendees are invited to participate in the golf tournament hosted by Mazzitti & Sullivan EAP Services, Inc., Cornerstone Advisors Asset Management, Inc. and Scott + Scott Attorneys at Law, LLP, along with a skill contests offered by CGL Companies. The luncheon will be provided by the Washington County Chamber of Commerce. Tuesday will also include an afternoon tour of the Ohio River locks and dams system, the President's Reception, Annual Banquet and Annual Awards ceremony.

The early bird conference registration deadline is June 30 and the room reservation deadline is July 6.

Chesapeake Bay Management Strategies
The Chesapeake Bay Program has announced the opening of a public comment period on the draft Management Strategies developed from the 2014 Chesapeake Bay Watershed Agreement. Details on the announcement and links to the Management Strategy drafts can be found by following this link.
The Department of Environmental Protection (DEP) and the Chesapeake Bay Program value stakeholder input: individual citizens, private businesses, watershed groups, civic organizations and local governments are key partners in the attainment of restoration goals. Comments are welcome on these draft strategies through April 30, 2015. Interested parties can offer input by either submitting an online comment or sending an email to agreement@chesapeakebay.net.

Certified Stormwater Inspector Training
The National Stormwater Center is offering Certified Stormwater Inspector (municipal) training in the following locations:
- Philadelphia, PA
May 11-12, 2015 - Pittsburgh, PA
May 14-15, 2015
Designed specifically for municipal personnel, the course offers training and certification to demonstrate, for the record, that inspectors are qualified. Inspectors who take our course learn: how to inspect construction, commercial, and industrial, and municipal activities; what to inspect; the limits of their authority; appropriate demeanor; appropriate discretion.
They also learn about the Clean Water Act, the National Pollutant Discharge Elimination System, the six Minimum Control Measures, and how to better implement and support their MS4 stormwater program.
Graduates of the Certified Stormwater Inspector course receive certification for 5 years and continuing education units, and ongoing, unlimited support of the National Stormwater Center. All instructors have stormwater enforcement experience at the Federal or State level.

Drug Court Services, Coordination and Treatment Grants
The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA) and the U.S. Department of Health and Human Services (HHS), Substance Abuse and Mental Health Services Administration (SAMHSA) are seeking applications for funding to enhance drug court services, coordination, and substance abuse treatment and recovery support services. This program furthers the missions of DOJ and HHS by providing resources to state, local, and tribal governments and state, local, and tribal courts to enhance drug court programs and systems for nonviolent substance-abusing offenders.
Applicants are limited to states or state courts applying on behalf of a single jurisdiction, local courts, counties, other units of local government, or federally recognized Indian tribal governments (as determined by the Secretary of the Interior). Eligible jurisdictions must have a fully operational (at least 1 year as of September 30, 2015) adult drug court. "Operational" is defined as a judge being designated as a "drug court" judge with a drug court docket of cases and seeing defendants in drug court on a regular and recurring basis.

2015 County Health Rankings
The 2015 County Health rankings, a collaborative project of the Robert Wood Johnson Foundation and the University of Wisconsin Population Health Institute, have been released and are available online at www.countyhealthrankings.org. The rankings allow each state to see how its counties rank on 30 factors including smoking, high school graduation rates, income inequality, employment, physical inactivity, access to healthy foods and much more.
The County Health Rankings & Roadmaps program also offers data, tools and resources to help communities throughout their journey to build a culture of health. Also part of the program is the RWJF Culture of Health Prize which honors communities that are working together to build a healthier, more vibrant community. |

Offender Reentry Program Grants
The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT) is accepting applications for fiscal year (FY) 2015 Offender Reentry Program (ORP) grants. The purpose of this program is to expand and/or enhance substance use disorder treatment and related recovery and reentry services to sentenced substance-abusing adult offenders and ex-offenders who are returning to their families and community from incarceration in state and local facilities. Both state and local governments are eligible to apply, and the anticipated award amount is up to $400,000 per year.

Local Government Training Opportunities
The Pennsylvania Local Government Training Partnership is a training initiative between the Governor's Center for Local Government Services and Pennsylvania's statewide associations, including CCAP. There are many options for upcoming training sessions, as well as sessions that can be downloaded and viewed at your convenience. PACourses offered through the partnership are designed to keep municipal officials current on new laws and legislative requirements and enhance their ability to govern more effectively. Year-round, statewide training is provided in the areas of local government administration, finance, community and economic development, public safety, land use and planning, public works, recreation, environmental, and tax collectors.
