Energy Financing Webinars
The Pennsylvania Treasury Department recently announced the creation of a new investment program that will deliver legal assistance, technical expertise, and low cost bond financing for entities in the municipal, school, university, hospital, and nonprofit sectors to make energy efficiency improvements to their facilities. This initiative, called the Pennsylvania Sustainable Energy Financing Program (PennSEF), is being created in partnership with the Foundation for Renewable Energy and Environment (FREE), a nonprofit organization that is internationally recognized for its technical expertise in the area of energy efficiency and sustainable energy.
Treasury and its partners will be hosting webinars to describe the details of the program at 9:30 a.m. on Thursday, December 4. Dial in and other information regarding these webinars will be finalized and distributed in the near future. FREE has created a website that offers significant information about PennSEF, including descriptions of eligible applicants and measures, a discussion of how the program is designed to operate, and a list of its benefits. The website is at www.freefutures.org/pennsef.

CCAP Gubernatorial Materials Available
In order to familiarize the next administration and the transition teams with important county issues, CCAP has developed a number of backgrounders and other resources covering core county government and human services functions. We encourage members who have a connection with Gov.-Elect Wolf's team to reach out to those individuals share this information, and to let them know you are available to serve as a resource and to answer any questions they may have.
The backgrounders and resources can be obtained in several ways:

We will have copies of the CD available at the CCAP Fall Conference, Nov. 23-25, and members can also request to have copies mailed to them by contacting Government Relations staff at 717-526-1010 or PACountiesGR@pacounties.org.

Register Now - NACo 2015 Legislative Conference
The NACo Legislative Conference will take place February 21-25, 2015 at the Marriott Wardman Park Hotel in Washington, D.C. Confirmed speakers include Jason Grumet, founder and president of the Bipartisan Policy Center, and David Gregory, journalist and former moderator of Meet the Press. Grumet is respected on both sides of the aisle for his innovative approach to improving government effectiveness. His first book City of Rivals: Restoring the Glorious Mess of American Democracy - just released in September 2014 - will be his focus. Gregory will reflect and share a look at the Obama Administration, Congress and politics in America.

2015 PA Brownfields Conference
The Pennsylvania Department of Environmental Protection (PA DEP) and the Engineers' Society of Western Pennsylvania (ESWP) are pleased to announce the 2015 PA Brownfields Conference, May 13-15, 2015 at the Erie Bayfront Convention Center in Erie, PA. The conference will celebrate the 20th anniversary of Pennsylvania's Land Recycling Act and the 1,000s of projects it has made possible.
The call for proposals is also now open for the conference. If you have an interesting story regarding brownfields development, please consider submitting it for committee review, now through December 12, 2014. National Disaster Resilience Competition Grant Available
The U.S. Department of Housing and Urban Development (HUD), in collaboration with the Rockefeller Foundation (Rockefeller), is providing significant resources and support to communities to help them become more resilient. The National Disaster Resilience Competition (NDRC) is a two-phase process that will competitively award nearly $1 billion in HUD Disaster Recovery funds to eligible communities. A resilient community is able to resist and rapidly recover from disasters or other shocks with minimal outside assistance.
In Pennsylvania there are three eligible applicants: the Commonwealth, Dauphin County and Luzerne County. DCED, on behalf of the Commonwealth, is organizing an application. Information about this competition can be found on the NDRC main page. The point-of-contact at DCED is Larry Belmont, labelmont@pa.gov. There will be a breakout session on DCED's Recovery Resources Team, which will discuss this competition at the 2014 CCAP Fall Conference.

CCAP's 2014 Fall Conference will be held from November 23 - 25, 2014 at the Hotel Hershey. Registration is now open online, and the registration deadline is November 14, at 4:00 p.m.

Governor's Awards for Local Government Excellence
Nominations for the Governor's Awards for Local Government Excellence are now being accepted online. The Governor's Awards for Local Government Excellence are a celebration of successful local government initiatives in many areas. In total, eight local government leaders and eight communities across the state receive awards that are presented at the annual local Government Day Ceremony.
Nominations can be submitted through December 4 by following this link.

2014 PA Statistical Abstract
The Pennsylvania State Data Center has announced the publication of the Pennsylvania Abstract, A Statistical Fact Book: 2014.
The Abstract, which is published annually, is compiled from a wide variety of state and federal sources. Over 200 tables in the Abstract contain data for Pennsylvania and its 67 counties. The Abstract also contains a wealth of data including: population, vital statistics, industrial development, banking, employment, education, social services, taxes, government, crime, infrastructure, and much more. There is also includes a user-friendly, topic driven organization for easier table location.

Grants Available to Assist Veterans
The Department of Military and Veterans Affairs (DMVA) is announcing the availability of up to $500,000 in competitive grants from the Veterans' Trust Fund (VTF). Grant applications will be accepted for programs and projects to support Pennsylvania Veterans and their families. Organizations eligible to apply for grants include the Pennsylvania Veterans Foundation, Veterans' service organizations and statewide 501(c)(3) charitable organizations that serve Pennsylvania Veterans. Competitive grant applications may also be submitted by any of Pennsylvania's County Directors of Veterans' Affairs, a combination of Pennsylvania County Directors of Veterans Affairs, or by the Pennsylvania Association of County Directors of Veterans' Affairs.
Applications must be received by 4:00 p.m. Eastern Standard Time on Monday, November 24, 2014 and application templates can be found online.

Healthy PA Update
The Healthy PA website, www.healthypa.com, has been updated with training materials and other resources that may be useful for community members, providers and other stakeholders. By clicking on "Training and Resources" you will find a 12 minute video called Healthy PA 101 that gives a basic overview of Healthy PA. Check back to this website regularly for updated information and other trainings. You can also sign up for email updates by using the link at the bottom of the page. CCAP will also partner with the Department over the next few months to share information and address member
concerns.

2014 Fall DCNR Workshops
The Department of Conservation and Natural Resources' (DCNR) Bureau of Recreation and Conservation grant program application period will open on January 14, 2015 and close on April 16, 2015. DCNR provides grants to communities (and other approved organizations) to support a variety of park and recreation and land and river conservation projects. In partnership with the Pennsylvania Recreation and Park Society, DCNR is offering free, in-person grant workshops at six locations across Pennsylvania in November of 2014.
Each year DCNR travels across the state to provide grant workshops to potential applicants that provide them with more detailed information about the grant application process and technical assistance for their specific project as necessary. Typically these workshops are held in February, but this year they are being moved to November.
These workshops will provide information to potential applicants on DCNR grants available for recreation, conservation, and community based projects. A complete list of workshops and dates can be found online.

PA Local Government Training Opportunities
The Pennsylvania Local Government Training Partnership is a training initiative between the Governor's Center for Local Government Services and Pennsylvania's statewide associations, including CCAP. Courses offered through the partnership are designed to keep municipal officials current on new laws and legislative requirements and enhance their ability to govern more effectively. Year-round, statewide training is provided in the areas of local government administration, finance, community and economic development, public safety, land use and planning, public works, recreation, environmental, and tax collectors.
There are many options for upcoming training sessions, as well as sessions that can be downloaded and viewed at your convenience.
