EFC HOSTS STORMWATER FINANCING EAST COAST/WEST COAST KNOWLEDGE EXCHANGES ACROSS CALIFORNIA

The EFC, in partnership with EFC West and EPA Region 9, held three knowledge exchange sessions in Orange County, Los Angeles County, and San Francisco during the week of February 8 that focused on sharing effective and innovative stormwater financing strategies and EFC UMD's lessons learned throughout the Mid-Atlantic region, as well as the local context in California surrounding stormwater financing. Attendees included municipal staff, regional and state water board representatives, EPA staff, engineers, consultants, and nongovernmental agencies. Each session proved a huge success due to the great turnout of attendees and the dialogue that ensued. EFC is pleased to begin collaborating more formally across coasts as a way of sharing knowledge of the challenges and successes surrounding local and regional stormwater financing efforts.

PARTNERSHIP BETWEEN EFC AND LID CENTER WILL LAUNCH MUNICIPAL ONLINE STORMWATER TRAINING (MOST) CENTER
|
Based on the expressed need from many communities in the Chesapeake Bay that are faced with the challenges of limited capacity and resources for meeting their stormwater management obligations, the EFC, in partnership with t he Low Impact Development Center (LIDC), will establish a Municipal Online Stormwater Training (MOST) Center. The project was made possible by a grant from the National Fish and Wildlife Foundation (NFWF), who will provide $350,000 a year for the next five years to launch and operate the Center. The MOST Center will help communities bridge the gap in needed technical and financial resources through a comprehensive training program to help municipalities within the Chesapeake Bay Watershed access and implement innovative stormwater management techniques to improve water quality in the Bay. This will be accomplished through an innovative web based training program that will allow elected officials, program managers, procurement and financial officials, stormwater management staff, and stakeholders to gain the necessary skill sets and information that can be used to create and enhance effective programs. The training program will include incentives for participation and completion, such as continuing education hours, professional development hours, certificates of completion, and recognition for completing the on-line modules and for the effective use of the information. EFC LAUNCHES "DELAWARE RIVER WATERSHED INNOVATIVE FINANCING STRATEGY" PROJECT

EFC, through the support of the William Penn Foundation in Philadelphia, PA, recently launched the Delaware River Watershed Innovative Financing Strategy Project. The EFC and its project partners will convene an expert environmental financing panel charged with identifying innovative and scalable options for financing Delaware River watershed restoration and protection efforts. The panel's work will result in a financing strategy that will enable the William Penn Foundation and its funding partners to allocate capital and funding in a way that is catalytic and ultimately successful in protecting water resources across the region. MARYLAND COUNTIES LEADING THE WAY ON ENERGY ISSUES - SMART ENERGY COMMUNITIES AWARDS AT MACO CONFERENCE

On January 7, seven Maryland counties plus Baltimore City received awards for their leadership in energy issues at the Maryland Association of Counties (MACo) Winter Conference in Cambridge. Recipients include Anne Arundel, Prince George's, Talbot, Garrett, Montgomery, Harford and Frederick Counties plus Baltimore City. Each of the awardees is a participant in the Maryland Smart Energy Communities (MSEC) program, a policy and grant driven program run by the Maryland Energy Administration. EFC is pleased to assist Maryland counties and municipalities as they work towards their energy goals. Congratulations to all the awardees!

EFC EXAMINES ECONOMIC IMPACTS OF STORMWATER BMPS IN NORTHERN SHEANDOAH VALLEY (VA)

The EFC recently wrapped us work with communities in Virginia's Northern Shenandoah Valley. With support from the National Fish and Wildlife Foundations, we examined the potential economic impact associated with stormwater best management practices (BMPs) with the goal of providing an analysis that would enable localities to make evidence-based decisions on where and how to invest limited stormwater resources. Economic modeling was used to determine how and where stormwater investments might generate greater benefits when implemented under a more coordinated, regional approach. Interactive dashboards created as a part of this work allow localities in the region to consider how state stormwater requirements and various BMP scenarios could impact staffing and budgeting needs.
