Second Reading and Consideration of Bill 5963, Establishing No Parking Zone on North Ingram Road, Smith Street to Kennedy: Final Council action is anticipated on a bill that establishes a no parking zone on North Ingram Road from its intersection with Kennedy Drive south to the Smith Street intersection. The Traffic Committee submitted a recommendation to adopt this bill following a review of the request and safety issues.
Briefing: Proposed BMU Electric Rate Increase. BMU staff reports the Sikeston Electric System did not meet its required Debt Service Coverage for FY-14. BMU General Manager Ed Throop will brief Council on the proposed rate increase that will be applied in increments. The first increase of 7.1% would be applied September 1, 2014, and the second increase of 7.2% would be effective April 1, 2015.
First Reading of Bill 5960, Amending City Code to Change the City's Statement of Candidacy. This is an administrative measure, which upon passage, will remove the Personal Financial Disclosure Notice from the City's Statement of Candidacy. The State Ethics Commission requirement to execute this notice when Council or Mayor candidacy is declared, is superseded by measures previously adopted by the City Council with the passage of Ordinance 5888.
First Reading of Bill 5962, Re-Adoption of Ethics Ordinance. Several years ago the City Council adopted a measure, approved by the Missouri Ethics Commission, which defines "conflict of interest", how it is reported, and which City officials (elected or appointed) must submit a financial disclosure report. Council is required by the State to re-adopt this measure every two years.
Council Consideration of Appointments to Liquor License Review Board: Action on this measure was tabled during Council's July 7 meeting. During Monday's meeting they will be asked to make an appointment to a three-member Liquor License Review Board created with the passage of Bill 5959.
Authorization to Purchase Used Truck: In 2013 a truck driven by Code Enforcement staff became inoperative, and a surplus Public Safety vehicle was used until funds could be appropriated for a replacement truck. With the adoption of the FY-15 budget, staff is requesting authorization to purchase a used pick-up truck for $10,000.
Briefing: Boards & Commission Appointments. On September 8, Council will be asked to make 32 appointments on 16 of the City's boards and commissions. During the July 28 meeting, Council will be briefed on the appointments to be made, and receive the names of citizens who have expressed interest in serving in an appointed capacity.

Briefing: DPS Fire Apparatus Replacement. Public Safety is requesting authorization to seek bids for the replacement a 1989 fire engine and 1993 75 foot emergency long-ladder truck. The 1989 unit is at end-of-life with parts no longer available. The 1993 unit has now surpassed the National Fire Protection Association's criteria for first-line firefighting apparatus. Staff estimates it will take just under $1 million to replace the two units. Payoff would be made over a period of 10 years.
Following the business session, Council will convene an executive session to discuss property issues.
