Council to Consider 5-Year Capital Improvement Plan
City Staff outlines proposed purchases
Pursuant to Sikeston's City Charter, the City's proposed plan for capital purchases over the coming five years is presented for Council acceptance in January of each year. It details the planned purchase and/or replacement of vehicles and equipment from both the Transportation Sales Tax and Capital Improvement Funds.
The 5-Year Capital Plan is a tool used in both short and long-term budget preparation. It is updated annually to address the City's anticipated capital needs. Actual appropriation of monies for the purchase of capital items is made in June of each year during the City Council's annual budget approval process.
During their January 7, 2013 meeting, the City Council will be asked to accept the plan that summarizes proposed capital purchases for all five of the City's departments. Estimated expenditures are as follows: FY-14 - $2,030,300; FY-15 - $1,037,850; FY-16 - $1,045,650; FY-17 - $920,400; and FY-18 - $7,164,100. Of these amounts 73% has been earmarked for Sikeston Public Safety, 22% for Sikeston Public Works, 5% for General Government and less than 1% for Economic Development and Administrative Services purposes.

City Council to Meet January 7
Meeting Convenes at 5:00 PM
The Sikeston City Council will conduct its regular monthly meeting Monday, January 7, 2013 at 5 PM in Council Chambers of Sikeston City Hall, 105 E. Center Street. During this meeting the Employees of the Quarter will be introduced. Business items include: Discussion on recommended storm water management improvements associated with the AMEC Floodplain Study. Earlier this year the professional engineering firm of AMEC was engaged by the City to determine if the City's existing stormwater management facilities had been considered by FEMA during the creation of new flood plain designations. During this review AMEC identified underground stormwater management structures along East Salcedo Road had not been used in the evaluation process. AMEC engineers estimate, that upon appeal to FEMA, this additional information could reduce the size of Sikeston's new floodplain designations by up to 30%.
AMEC engineers, City Manager Doug Friend and Sikeston City Engineer John Chittenden will evaluate the benefit of undertaking additional stormwater run-off management measures to further reduce the size of Sikeston's flood plain. These recommendations will be submitted to Council at the January 7 meeting. Should Council direct Staff to proceed with engineering studies and possible construction, these projects would be added to the City's 2013 Street and Stormwater Management Improvement Program. Action on the City's 2013 Street and Stormwater Management Improvement Program was tabled on December 17 in anticipation of AMEC's recommendations. Staff will be seeking Council's authorization to proceed with the 2013 Street Program, as it may be amended, during this Council meeting.
Also on the agenda is acceptance of the City's 5-Year Capital Improvement Plan; consideration of a request to rezone a tract in Boyer's Subdivision from R-5 (multiple family residential) to R-7 (condominium residential district); consideration of a request to approve Villa at Arbor Walk Subdivision; and consideration of a request to approve Collins Lakeside Estates Subdivision, 1st Addition. Council will conduct the first reading on two bills addressing traffic issues. Bill 5904 will prohibit parking on the west side of Taylor Avenue. Bill 5905 will replace existing yield signs on Williams Street at Coleman with stop signs. Council will also be briefed on the resignation of Mike Marsh from the Tourism Advisory Board. They will be asked to make an interim appointment to this Board in late January. Executive sessions will be convened to discuss personnel and litigation issues.

Live Christmas Tree Recycling Program Available

For those of you who decorate with real Christmas trees, did you know you have a valuable conservation asset that can have a positive impact well beyond the holiday?
Sikeston's Park Division, with the assistance of Pullen Brothers, Inc., is collecting real Christmas trees again this year for use as fish shelters in the City's two public fishing lakes and at Lake Wappapello.
Beginning Wednesday, December 26 and continuing through Wednesday, January 9, local residents may take their real Christmas trees to the designated collection site on Airport Drive behind the former Sikeston Area Chamber of Commerce building. On January 10, Park Division employees will load the trees for transport by Pullen Brothers, Inc. to Lake Wappapello. If enough trees are collected, a portion will be taken to the City's lakes at the Recreation Complex and R.S. Matthews Park where they will be bundled and submerged as fish shelters.
Public response over the past four years has declined, resulting in fewer shelters being created. Shelters created by the bundled, submerged trees provide fish with breeding areas and resting places. These protective environments give fish a better chance to grow to maturity and provide a good fishing experience for area anglers.

City Recognizes Outstanding Employees Penrod, Warren, Walton and Nance Named Employees of the Year
During the Annual Employee Appreciation Dinner Council honored the City's Employees of the Year. These individuals, nominated by their supervisors, have exhibited outstanding performance in each of their respective areas of responsibiity. FTO Bobby Penrod was honored as Public Safety Employee of the Year. Network Administrator Dave Warren was recognized as the Administrative/Supervisory Employee of the Year. City Collector Account Clerk Marie Walton was honored as the Governmental Services Employee of the Year, and Park Division Leadman Bill Nance was recognized as the Public Works Employee of the Year.
Several employees were recognized for their years of service to the City. They include 5-Years of Service honorees Charles Bolen, Marty Godwin, Dale Graham, Earl Hawkins, Anthony Odum, Bobby Penrod and Angela Rodgers. James Ash was honored for his 10-years of service. Employees recognized for 15-years of service were Tommy Conn, Flint Dees and Marie Walton. Keith Lawson was honored for his 20 years of service to the City. Carroll Couch and Linda Lowes were recognized for 25 years of service, and Bill Nance was honored for 35 years of service. Back to top |
