Legislating health: The 2013 results

Health care providers received good budgetary news Thursday, the final day of this year's Georgia General Assembly.
The agreement between the House and the Senate on fiscal 2014 (July 2013 through June 2014) eliminated cuts in payments for Medicaid services to dentists, nursing homes and other medical providers. Gov. Nathan Deal's original budget proposed a 0.74 percent reduction for providers other than hospitals, hospices, primary care physicians, and some clinics.
"We haven't had a pay increase in more than 12 years,'' said Pat Cota, executive director of the Georgia OBGyn Society, praising the budget outcome. "Not to get a cut is a step in the right direction.''
Ominous signs for rural Georgia as hospitals shut their doors

Jimmy Lewis is a man known for dire predictions.
The CEO of HomeTown Health, which represents more than 50 rural Georgia hospitals, he peppers his regular email messages to his clients with urgent warnings to hoard every penny of cash they can get their hands on, and as a lobbyist his testimony has caused the chair of one committee to complain that he always says the sky is falling.
Ominously, his predictions are starting to come true. Lewis forecast at the beginning of the year that five to six rural hospitals might be forced to close in 2013, and already there have been two. Calhoun Memorial Hospital in Arlington closed in February, and Stewart-Webster Hospital in Richland shut its doors last week.
The Office of Rural Health Policy (ORHP) is pleased to announce the release of the FY 2013 Rural Health Information Technology (HIT) Workforce Program (Announcement number: HRSA-13-251). The purpose of this one-time funding opportunity is to support formal rural health networks that focus on activities relating to the recruitment, education, training, and retention of HIT specialists.
