New Broadband Availability Data Continues to Show Remote Rural Areas are Underserved

Data released last month by the California Public Utilities Commission (CPUC) show broadband Internet availability, as claimed by broadband providers (June 30, 2013). The data includes mobile and satellite coverage, although the map just shows fixed broadband availability where a subscription can be bought for the home. Technologies shown include DSL, cable, fiber optic, and fixed wireless.  Mobile wireless and satellite, if they are the only option to connect to the Internet at home, are considered too expensive to be a viable solution for most households.

The new data shows that many areas, especially rural and remote areas, continue to remain underserved or unserved by fixed broadband. This makes sense because more remote areas require a greater investment in infrastructure among broadband providers, while accessing fewer customers, hence lack a return on investment (ROI)  Yet, without adequate broadband access, community development in these areas will remain limited as businesses and increasingly, higher-income residents seek areas to live where they have access to fast and reliable Internet access. Most of these communities  already are less wealthy than the state average, and they will fall further behind without improvements in Internet speeds.

Some may be surprised by the Internet speed claimed to be available by Internet providers in their area. The data released by the CPUC includes the provider name. Users with GIS experience can download the data set themselves and look up information, or they can use the soon-to-be-updated interactive California Broadband Map. Feedback and public ground-truth efforts are highly encouraged by the CPUC, and information on the various ways to test connectivity and provide feedback are available: Click Here.

The Center for Economic Development is working with the CPUC and various regional broadband planning consortia throughout the state to help them understand incoming broadband availability data and where the gaps in access among populated areas are located. This information is being used to plan and implement grant applications for infrastructure investment through the California Advanced Services Fund (CASF) to help get these more remote communities connected! In November 2011, I joined the CED team to assist with data collection for the annual Economic Scorecard. Two short years later I am graduating with a BA in Economics from CSU, Chico and a job already lined up after graduation. I will be leaving Chico and the CED on December 30th to begin my new journey at the Sacramento branch of State Street Bank. The time that I spent doing market research at the CED has complemented my education well. The knowledge and skills I acquired at the CED have certainly prepared me for my new position.

Since joining the CED I have had the opportunity to work with and learn from many bright student research assistants and the Business and Industry Assistance Program manager, Michael Suplita. I have assisted Michael with the completion of several projects such as the Economic Scorecard, Durham Housing Study, Glenn Microenterprise Program, and the Montague Airport Financial Analysis. I have also had the opportunity to provide market research to numerous start up companies, gaining valuable experience in understanding the necessary data to make revenue projections and financial decisions.

My time at the CED and CSU, Chico has been a pleasure. I have learned valuable skills and made lifelong connections and as a result am better prepared for my next adventure. I would like to thank all of my co-workers and bosses, as well as all of the CED clients I have done research for over the past two years. You will all be missed.
Director of Small Business Development Center Position Available

Description of Basic Functions and Responsibilities:
Organize, direct, coordinate, and supervise the activities and operations of the regional Small Business Development Center (SBDC). Employees in this classification receive minimal supervision within a framework of standard policies and procedures. This job class exercises responsibility for directing and administering the project, including supervising project personnel, which requires organizational, problem solving, decision making, and budgetary skills. This job class functions at a full supervisory level of classification, and is overtime exempt.

CED staff have spent the past four months working with one Glenn County microenterprise and four potential start-ups. The business owners have significant ranges in their experience levels and the CED can tailor its services to fit the specific business needs. Over the next two years, through a contract with the Glenn County Human Resource Agency, CED will continue to work with both existing and start-up companies to provide loan preparation, competitive intelligence, marketing services, financial services, website services and social media utilization.

To receive these services an existing business or start-up must qualify as a microenterprise and be headquartered in Glenn County. A microenterprise is defined as having five or fewer employees and the owner must meet certain income qualifications.
