Director's Message

Human capital is an important element in the economic well-being of our community and the state. As low wage, low education jobs are continuing to be outsourced to emerging nations, the role of California in the world economy must shift to increasingly higher skilled and knowledge based industries. To facilitate this change, it is critical to monitor the current state of human capital and record the progress of our efforts to ensure California and our region are world competitors. Above are two maps that showcase the current levels of human capital by census tract and the trend of human capital from 2000 to 2011 by county.

Broadband News 
Radar USDA recently announced new guidelines for its Community Connect broadband grant programs, now including rural, remote areas rather than excluding them (which is what happened in '09-'10 during the ARRA funding era, and which I believe was inadvertent; it took Dr. Glenda Humiston, CA State Director for USDA, to teach USDA that the old definition of rural, remote excluded a majority of CA's communities, hence CA received only six (6) ARRA Stimulus grants for infrastructure deployment).

Also, I ask you to visit the CA Interactive Broadband Map, and search for service providers in your area. If the map says services are offered where you live, yet you cannot---for whatever reason---get reliable, dependable, (affordable?) high speed Internet service, please contact me, Cathy Emerson @ cmemerson@csuchico.edu; or call 530.898.3862.  I need to know how serious you are about getting broadband to your community, if at all.
California Interactive Broadband Map
Amy Lippus, a research assistant here at the CED, won first place at the California Geographical Society Conference in San Luis Obispo last weekend. Her hand drawn map titled "Penelope's Travels" placed first in the Paper Cartography category. The map was an assignment from an Introductory Cartography course at Chico State University, that required the students to hand draw a map of a fictional island using only a journal description of the island landscape. The assignment required geographic expertise, attention to detail, and a steady hand. The process was intended to develop appreciation for traditional analog cartography. This is Amy's second year in a row placing at the CGS Conference.
