With the New Year comes the Third Annual Economic Scorecard, first released at CED's Economic Forecast Conference in January. For this edition of the CED newsletter we are excited to share some of the updated findings and analysis, inform you about scoring trends in your community, and encourage you to check out the free online publication.

2013 Economic Scorecard

The Economic Scorecard looks at how nine regions, Metropolitan Statistical Areas (MSA) unless otherwise noted, compared to one another and the national average in the five indices that often make up the overall health of a community, the index is based on a national average of 100 and of the nine regions examined, only three scored higher than the national average (Reno MSA, Portland MSA, and Boise MSA). Unfortunately, all five of the California regions examined scored below the national average with the Redding MSA (Shasta County) scoring 23 percent below the national average and the lowest of the nine regions.

The Entrepreneurial Environment indicator represents a region's aptitude for supporting its entrepreneurs through business services and the likelihood of a region's citizens to become entrepreneurs. Similar to the Innovative Activity indicator, Boise MSA scored the highest on the indicator with the Tri-County Region (Butte, Glenn, and Tehama Counties) coming in second at four percent above the national average.

Quality of Place was determined by averaging the following indicators: violent crime rate, property crime rate, healthcare access, culture and recreation, climate, commute time, cost of living, and air quality. As many of these indicators appear to be subjective, CED set out to create an objective way to compare the regions. For example, people's climate preferences often differ but it is generally extreme temperatures that make an area undesirable. It is assumed that temperatures below freezing and above 90 degrees are considered undesirable, therefore the regions with the fewest average days reaching these extremes have the most attractive climates. Using this methodology, Portland MSA and Sacramento MSA have the most desirable climates, with Portland MSA having over 50 percent more "good days."
