ORGANIZATIONAL SUMMARY:
For nearly half a century, Florida's coastline and marine life has been protected and monitored by the Florida Institute of Oceanography providing a shared resource across the State University System (SUS).  The Florida Institute of Oceanography (FIO) is a state-wide Academic Infrastructure Support Organization (AISO) established in 2009 by the Chancellor and Board of Governors (BOG) of the State University System (SUS).  Hosted by the University of South Florida and housed at the College of Marine Science located in St. Petersburg, Florida. The FIO operates under a Memorandum of Understanding with 27 institutions and agencies engaged in marine research, education and resources management, including all 11 public universities. FIO provides collaborating opportunities across academia, government, and private sector for educational, training, research and public outreach opportunities for students and scientists across Florida.

On July 10, 2012, the Florida Institute of Oceanography (FIO) was named the Center of Excellence in Florida under the RESTORE Act of 2012.  Under the terms of the Act, a percentage of funds will be allocated to FIO CoE that will be used and be available for programs, projects and activities that restores and protect the environment and economy of the Gulf Coast region.  As the CoE's Program Director, this position will report directly to the FIO Director and will work closely with the FIO's fiscal officer to ensure all aspects of the daily management activities are monitored and fulfilling the CoE's mission as defined under the RESTORE Act of 2012.

POSITION SUMMARY:
The primary purpose of this position is to be responsible for the day to day management and monitoring all resources/ activities (policies, procedures and etc.) to fulfill the mission in accordance with the requirements as applicable to the Center of Excellence (CoE) established by the RESTORE Act of 2012.  This position will work closely with the Florida Institute of Oceanography (FIO), an Academic Infrastructure Supporting Organization (AISO) supporting Florida's marine research and education through its facilities to promote research, education, economic development, and environmental sustainability of Florida's coastal ocean.   This position is expected to work closely with FIO's fiscal officer and will coordinate activities with other CoE's in the Gulf (AL, LA, MS, TX).  The position will report directly and serves at the pleasure of the Director of the Florida Institute of Oceanography.

RESPONSIBILITIES:
Incumbent will work with the FIO Director to provide leadership, develop strategies and implement goals and objectives for the overall Center of Excellence (CoE), projects and initiatives to carry out the objectives as defined in section 1605 Center of Excellence in the RESTORE Act of 2012.

Incumbent is expected to formulate, develop and execute meaningful measures for program performance, program reporting, compliance, annual reports of the overall program. Review applications for research projects to ensure that protocols are met as defined under the RESTORE Act.  Disseminate the necessary publications/reports to grantees.

Incumbent will ensure CoE's day-to day tasks and activities are in alignment with the service mission of the FIO. CoE Program Director will engage in opportunities to serve on state and federal commissions, committees and panels relevant to the FIO mission in order to coordinate with the CoE activities.  Incumbent is expected to interact and coordinate with a diversified group of constituents in the Gulf, including but not limited to partners such as: NOAA, State and Federal agencies, academic institutions, not-for-profit groups, and other entities (i.e. GOMURC program that's hosted by FIO) focused on Gulf of Mexico to ensure COE grant/activities are focus on science, technology, and monitoring in five disciplines described in the RESTORE Act.  Ability to work independently to assure the various fiduciary and reporting requirements of the CoE are met. Ability to interact with and provide direction to all CoE stakeholders and constituents.

Incumbent will work closely with FIO's business officer to coordinate budget requests for the amount proposed CoE activities/objectives. Conduct performance audits, monitors and reviews activities of the grantees funded by the CoE to ensure grantee meets compliance procedures at all levels (Federal, State, University). Provide FIO Director with pertinent information on performance and fiscal status of grantee projects.

Incumbent will develop and maintain communication products and procedures that allow efficient and effective collaboration among CoE partners. Prepare required reports, budget statements and research synopses for work plan projections.  Identify collaborative opportunities within the CoE and foster communications with other CoE Program Directors.  Perform other duties as assigned by FIO Director.

MINIMUM QUALIFICATIONS:
This position requires a Master's degree in oceanography, marine science or related discipline and five years of professional managerial/administrative experience that includes successful research, research administration, financial grant management and program building pertinent to the position or a Bachelor's degree in the disciplines mentioned above and seven years of related professional experience.  Demonstrated progressive responsibility overseeing complex research projects involving funding institutions and multiple investigators at different institutions. Content knowledge in the fields of applied marine science. Professional experience in administering large-scale research and monitoring projects.  Experience and knowledge of the scientific/applied work in the Gulf of Mexico ecosystem and marine science.

PREFERRED QUALIFICATIONS:
Doctorate degree in oceanography or appropriate related discipline plus three years of experience demonstrating broad and diverse understanding in oceanography, advanced financial management, auditing and reporting knowledge of the State/Federal grant law and policies. Prefer incumbent with Program Management Professional (PgMP) certification.
