Drowning in Alphabet Soup?

Here is a brief refresher course on some of the acronyms and initialisms commonly used in the mental health community as well as in this column.

 

MHSA: Mental Health Services Act, passed by the voters as Proposition 63 in 2004, provides funding to expand and develop public mental health programs in California.

 

MHSOAC: Mental Health Services Oversight and Accountability Commission refers to both the entity that provides oversight and support for the use of the funds and the appointed governing body.

 

CSS: Community Services and Supports was the first component of the MHSA to be implemented by the counties and refers to system of care services for all ages of individuals.

 

FSP: Full Service Partnership is a multi-disciplinary wrap-around team that does whatever it takes to assist individuals with the highest needs. FSP's make up 51% of CSS funds.

 

PEI: Prevention and Early Intervention services are evidence-based or emerging practices that intervene at pre- or early clinical symptom stages of mental health conditions and include stigma and discrimination activities.

 

INN: Innovations services were the last component developed by the counties and are expected to be learning or demonstration time-limited projects. If they prove valuable, funding other than Innovations funds must be found to sustain the services.

 

CalMHSA: California Mental Health Services Authority is a joint powers authority formed by most of the California counties to manage the statewide PEI funds and projects Stigma and Discrimination Reduction, Suicide Prevention, and Student Mental Health.

 

This column is not long enough to be all-inclusive, so please let us know about other parts of the soup that you would like to see explained in the future.

 

PEI and INN Draft Regulations Have Been Published

The MHSOAC has just published draft regulations for state PEI and INN regulations. Since the MHSA Audit report, these regulations have been eagerly anticipated. Both will be discussed at the September 26th MHSOAC meeting in Long Beach.

Reminder: OAC in Long Beach Thursday, Sept. 26

The MHSOAC Commission meeting in Long Beach just released the agenda. On it, topics include long-awaited PEI and INN concepts and principles, a roundtable on an integrated Health Safety Net, and a presentation on employment opportunities for people with lived experience.
