Senate Set to Vote on Mental Health Legislation - Call Now to Urge Support for the Excellence in Mental Health Act!

This week, the U.S. Senate is scheduled to begin debate on legislation to improve mental health care and to address gun violence/background checks. This Senate floor action comes in the wake of last week's Senate Health, Education, Labor and Pensions (HELP) Committee bringing forward the Mental Illness Awareness and Improvement Act (S 689) to the full Senate. This bill includes a package of mental health provisions that NAMI supports, including: funding for Mental Health First Aid programs, funding for youth suicide prevention programs, and expansion of school mental health services. (View NAMI's letter of support for S 689).

Unfortunately, the Excellence in Mental Health Act (S 264) was not included in that legislation. But now, we understand that a bipartisan group of Senators - including bill authors Senators Debbie Stabenow (D-MI) and Roy Blunt (R-MO)-will offer the Excellence Act as an amendment during Senate debate. We need your assistance to urge your Senators to vote in favor of the Stabenow-Blunt Amendment on the Senate floor.

NAMI CA Position Support SB 585 (Steinberg) Mental Health Services Fund

The MHSA is a long, detailed bill. However, its requirements have been interpreted differently in different counties and it is important that it be applied equally in all 58 counties. SB 585 puts to rest the argument about whether the mental health services associated with implementation of Laura's Law may be included in counties' MHSA Plans. The bill reiterates that such services should meet MHSA criteria by being client directed and employing psychosocial rehabilitation and recovery principles.

Student Mental Health Policy Workgroup's Curriculum Recommendation Endorsed by CalMHSA

At their April 12, 2013 meeting, CalMHSA's Board of Directors endorsed the Student Mental Health Policy Workgroup's recommendation that "the State Superintendent of Public Instruction request that appropriate credentialing programs(starting with multiple/single-subject and administrative services credentials) include mental health and wellness curricula with information about mental health conditions and how they manifest at school."

Policy recommendations made by the Workgroup are intended to help educators identify, reach, and teach students affected by mental health conditions and promote school environments and strategies that improve the learning environment. The CET model views schizophrenia as a neurodevelopmental disorder and works on improving deficits in cognition, increasing social cognition and improving vocational effectiveness. There are now 21 CET program sites across the US with at least four more starting within the next six months. For more information on CET, please visit: www.cetcleveland.org.

Emerging Considerations in Maternal Mental Health to Feature NAMI's Jessica Cruz

"It was dark, probably about 3:30am on a crisp May morning. It was the third time my little man had awakened; this time I was not sure what to do. With tears running down my face, frustration and a lump in my throat I called for my husband who was asleep in the other room. Staggering in, half asleep he asked how he could help. I just handed my sweet boy over to him exclaiming..."I don't know what to do!" This was not true...I knew exactly what to do. I had my daughter 4 years earlier via C-section and did not have the feelings running through my veins as I did that evening. I knew what was hitting me, but I did not want to admit it."

-- Jessica Cruz, MPA, HS and Executive Director of National Alliance for Mental Illness - California.

Client Stakeholder Project

Community Advisory Committee Needs You

Peers Envisioning and Engaging In Recovery Services (PEERS) & California Association of Mental Health Peer Run Organizations (CAMHPRO), have partnered to form the Client Stakeholder Project ("CSP").

Through a contract with the Mental Health Services Oversight and Accountability Commission (MHSOAC), a major goal of the CSP is to obtain a better understanding of current stakeholder processes so that this knowledge can be used for quality improvement purposes.

The composition of the CAC will follow the current MHSA definition of stakeholders: any individual or entity with an interest in mental health services in the State of California, including but not limited to: adults and seniors with serious mental illness; families of children, adults and seniors with serious mental illness; mental health service providers; law enforcement agencies; educational institutions; social service agencies; veterans service organizations; representatives from veterans organizations; providers of alcohol and drug services; health care organizations; and other important interests. Representatives from the National Alliance on Mental Illness (NAMI) of California, United Advocates for Children and Families (UACF) and the California Youth Empowerment Network (CAYEN), and the California Association of Mental Health Boards/Commissions (CALMHB) will be seated on and active members of the CAC.

If you are a stakeholder, please consider filling out an application to join the Community Advisory Committee.
