NAMI Can!

Action, Please!

Please Contact Your U.S. Senators and Representatives About the Federal Budget Cuts. There is still time. The March 1st date was not a "now or never" deadline. Action can help us avoid, or at least reduce, the cut's damages at any time -- but sooner is better than later. At risk are: research, HUD housing vouchers, and community mental health services.

U.S. Legislation
NAMI Executive Director Michael Fitzpatrick calls for end of 190-day lifetime limit on inpatient treatment under Medicare.

California Legislation

Special Session and Budget Subcommittee hearings have been taking place in front to the TV cameras. You can see what's up each day on www.calchannel.com. Go to the Live Webcast section of the page. Do not be discouraged by the lack of promptness - "capitol time" is worse than "NAMI time." ABX1 1 (eligibility for expanded Medi-Cal) and ABX1 2 (health care coverage under the Affordable Care Act) have passed through the Assembly and moved on to the Senate. The Senate versions of these bills, SBX1 1 and SBX1 2, have passed through the Senate and moved on to the Assembly.

How have California law enforcement agencies performed in implementing Assembly Bill 109, which called for realignment of Criminal Justice funding? Now you can read or download the experiences of four California counties in a new report from the California Mental Health Planning Council.

Legislators

Senator Jim Beall, well known to many NAMI CA members and the author of several behavioral health insurance parity bills, has been named Chairman of the Senate Select Committee on Mental Health. Other members of the Committee are Senators Anderson, Corbett, deLeon, DeSaulnier, Gaines, Knight, Leno, Monning, Nielsen, Pavley, and Wolk.

California Health and Human Services Budget

The Agency released
details of its budget in mid-January.
The Legislative Analyst's Office now says some things are missing.

Affordable Care Act

This ITUP newsletter is just too meaty with information about ACA legislation, financing, benefits, etc. to truncate. Here it is in its entirety.

Implementing AB 109
Implementing AB 109: How Four California Counties Met the Challenge of the 2011 Public Safety Realignment in Their Communities

In the Spring of 2011, the California Legislature passed Assembly Bill 109 (AB 109) which provided for the realignment of funding and supervision for certain low level offenders, adult parolees, and juvenile offenders from state prisons and institutional facilities to the local jurisdiction i.e., County Probation and Sheriff departments.

The California Mental Health Planning Council (CMHPC) has developed a report on the implementation of AB109 during the first year. It highlights four California Counties and how they met the challenges in their communities.
