February 21, 2013 - Senate Budget committee, Room 4203, Overview of the Governors' Budget for Health Care. 9:30 or upon adjournment of session March 12, 2013 - Joint Hearing of the Human Services Committees, 1:30 pm, Room 3191, Informational hearing: The Real Face of the CA Poor: Interpreting the New Federal Poverty Level. Governor Edmund G. Brown Jr. Thursday issued a proclamation convening an extraordinary session of the California State Legislature on January 28, 2013 to continue the work of implementing the federal Patient Protection and Affordable Care Act. Legislation passed during a special session may be implemented as soon as the governor signs it. Saturday More than anything, mental illness services must be brought out of the shadows, Health and Human Services Secretary Kathleen Sebelius told the nation's mayors this month. She said that a delayed final rule on equal insurance coverage for mental health services will be issued this year, and she stressed that officials are working to ensure that the regulation is integrated with the health care law.
