Heating Up During a Cold Snap and Other Oxymorons

 

Yep, we finally had enough frost to nip the outer leaves of my tomato plants. The trade-off is that I never get to wake up to the brilliant hush of an overnight snowfall. The legislative match for that cooling off is that no bills of interest to NAMI California were introduced last week. However, Governor Brown's 2013/2014 budget proposal heated things up enough and, finally, mental health emerged unscathed - but not restored.

 

Wednesday

State Controller John Chiang released his monthly report covering California's cash balance, receipts and disbursements in December 2012. "While December's figures were distorted by timing issues, the month's revenues closely match budget projections and offer further evidence that California's economy is slowly mending," said Chiang.

Thursday

  • Assembly Health Committee Informational Hearings
    January 15, 2013: Health Insurance: What policy makers need to know about risk issues and adverse selection. Room 4204, 1:30-4:00 p.m. 
  • January 29, 2013: How coordinated care can deliver outcomes in the medical home. Room 4202, 1:30-4:00 p.m.
  • Both sessions are also streamed live on the CalChannel website at www.calchannel.com.

From the governor's budget proposal:

  • Biggest news is proposed state general fund spending to expand Medi-Cal as part of health care reform!
  • CCI implementation time-table change:
    • Pending federal approval, the duals demonstration would give beneficiaries the opportunity to combine their Medi-Cal and Medicare benefits into one health plan and receive more coordinated and accountable care than available in today's fragmented health care delivery system.
    • Timeline. The proposed budget calls for implementing both parts of the CCI, the duals demonstration and transition to managed care for Long Term Supports and Services, in September 2013.
      • This means that the first notices that any beneficiaries would receive about these transitions would come no earlier than June 2013.
    • Enrollment Phase-in. There are eight counties in the CCI: Alameda, Los Angeles, San Bernardino, San Diego, San Mateo, Santa Clara, Orange and Riverside. According to the budget announcement:
      • In Los Angeles County, enrollment will phase in over 18 months.
      • In San Mateo, enrollment will occur all at once in September 2013.
      • For all other counties in the project, enrollment will phase-in over 12 months.

Michael J. Fitzpatrick , executive director of the National Alliance on Mental Illness (NAMI) met yesterday with Vice President Joseph Biden 's task force on gun control, along with other leaders of the mental health community, urging action to strengthen and expand mental health care services. The meeting was not about guns," Fitzpatrick said. "It was a listening session about fundamental mental health care services. President Obama's leadership and Congressional action are needed to do what's right."

U.S. Sen. Al Franken unveiled legislation in Duluth that supports mental-health services for people in the criminal justice system, and law enforcement training on mental-health issues.

News You Can Use: 23% Of Global Disease Burden Due To Behavioral Disorders. Global disease burden has continued to shift away from communicable to non-communicable diseases and from premature death to years lived with disability. Major depressive disorder increased from 15th to 11th rank (37% increase) between 1990 and 2010.

Expect the number of bills affecting people living with mental illnesses to increase each week right up to the onslaught during the last week of February. Those will be HOT times!

Did You Have Problems Getting Help?

 

Several national media have contacted NAMI recently wanting to interview individuals, parents and others who have had difficulty getting treatment in the mental health care system.

 

They are especially interested in talking with families in cases involving teenagers and young adults in their 20s- but other age ranges will also be considered.

 

Stories can involve past difficulties, current problems and/or obstacles that have been overcome and led toward recovery.

 

If you are interested in sharing your story, please send a short summary to NAMI Media Relations at bobc@nami.org. Please include your name, city or town and telephone number(s).

 

Please also indicate whether you would be willing to use your full name and if necessary, be interviewed on camera (or not). Not everyone will be interviewed, but all stories will be considered. NAMI appreciates your help.
