Monday AB 5 (Ammiano) Homeless Rights was introduced in the Assembly on swearing-in day in December. It is on NAMI CA's list to look at more closely. This article and the editorial present diverging views of its effectiveness. That is why NAMI CA does its own research before taking a position.
The following changes have been made to the MHSOAC website: Upcoming MHSOAC Committee Meetings
The agenda for the January 17, 2013 Mental Health
Financial Oversight Committee meeting has been posted here. The meeting will take place in Sacramento from 12:30 PM to 3:30 PM.
Tuesday
Governor Jerry Brown will release his proposed 2013-2014 State Budget plan in a press conference scheduled for January 10th. While most Capitol analysts and advocates do not expect massive proposed cuts on the scale of those enacted last year and in previous budgets to close much larger deficits, very few expect the Governor at this point to propose any restorations of previous budget reductions, including those made to health and human services impacting people with disabilities, mental health needs, seniors and low income families.
- The full budget committees in both houses will likely each hold an informational hearing for an overview of the Governor's proposed budget plan later this month. No public testimony or action is taken at these hearings.
- State Senate and Assembly budget subcommittees in hearings will review the Governor's proposed budget plan in hearings that will likely to begin as early as February and continue through late May, where public testimony is taken. Subcommittees can take action during these hearings - though no action is final until both houses approve the final package of bills that make up the 2013-2014 State Budget likely sometime by late June.
Crossworders and readers with great vocabularies will recognize "olio" as a miscellaneous collection of things. Since this column is made up of the daily advocacy postings to the NAMI CA Facebook page, the items' only common thread is advocacy. It is information that you can use to take action now or that you likely want to know now so you can take action in the future. We welcome your comments!

NAMI Executive Director Michael Fitzpatrick to Step Down at End of 2013
| |
The Board of Directors of the National Alliance on Mental Illness (NAMI) announced that Executive Director Michael Fitzpatrick chose not to renew his contract which expired in December.
Fitzpatrick will continue his strong and successful tenure until the end of 2013 in order to ensure a smooth leadership transition.
"When Michael took over as NAMI's chief executive in 2004, he brought tremendous energy and unique professional perspective to address many challenges," said NAMI Board President Keris Myrick. "As a result, NAMI is a stronger organization today, positioned to lead the fight into the future to improve the lives of millions of Americans affected by mental illness."
"During Michael's tenure, he assembled a skilled team and worked with NAMI State Organizations and NAMI Affiliates and our membership base to expand education and support programs and advocacy at every level. He also has provided a steady hand in maintaining financial stability during a period that included a national economic crisis that affected the non-profit community."

CMS Creates New Office for Dual Eligibles
| | |
The Affordable Care Act creates a new office within the Centers for Medicare & Medicaid Services, the Medicare-Medicaid Coordination Office, to coordinate care for individuals who are eligible for both Medicaid and Medicare ("dual eligibles" or Medicare-Medicaid enrollees)
The office is charged with making the two programs work together more effectively to improve care and lower costs. The office is focused on improving quality and access to care for Medicare-Medicaid enrollees, simplifying processes, and eliminating regulatory conflicts and cost-shifting that occur between the Medicare and Medicaid programs, states, and the federal government.
