Tuesday, December 4

Senate President Pro Tem Darrell Steinberg (Democrat - Sacramento, 6th State Senate District) strongly urged the Brown Administration to delay the first phase implementation, scheduled to begin January 1, 2013, of the transition of tens of thousands of children in the

Healthy Families program to the Medi-Cal program, saying that the State was not ready.

 

Wednesday, December 5

The operating costs of California's Health Benefit Exchange, Covered California: 

  • are covered by a federal grant through December, 2014 
  • will be covered by participating plan fees as of January, 2015 
  • do not come out of the state's general fund.

Thursday, December 6

The new health law makes federally subsidized private health insurance available to individuals and small employers. The law also requires plans to cover ten categories of care, known as Essential Health Benefits (EHB). The recently released federal proposed rules

for EHB will affect how individual and small group plans in every state will cover health, mental health and addictions care. Some of the proposed rules are helpful; others are not.

State Controller John Chiang released his monthly report covering California's cash balance, receipts and disbursements in November 2012, showing total revenues were $806.8 million below (-10.8 percent) projections contained in the 2012-13 State budget.

Chiang said, "This serves as a sobering reminder that, while the economy is expanding, it is doing so at a slow and uneven pace that will require the State to exercise care and discipline in how its fiscal affairs are managed in the coming year." Support Effort to Protect Funding for Mental Illness Research and Services and Housing Programs
This coming January, funding for mental illness research and services, as well as housing and veterans' programs are at risk of being subject to an across-the-board cut of as much as 8.4 percent.

Family Programs News

We just recently completed a Training of Trainers for Support Groups workshop. We had the pleasure of hosting two NAMI National Trainers, Kate Farinholt and Gertrude Wilson who led the 2½-day training.

We had 16 trainees at this event. We are looking forward to advancing the program this year with the new cadre of trainers.

 

NAMI Los Angeles (the LACCC) is sponsoring a teacher training in Malibu, CA on January 11-13, 2013. Affiliates outside of LA County are also invited. The cost to outside affiliates is now $250.00. Please contact Sharon Dunas at ssdunas@aol.com for details, or to receive an application.

Health Care Law 101 Webinars and Civil Rights Webinar in December

The HHS Partnership Center continues to host a series of webinars for faith and community leaders. All webinars are open to the public and include a question and answer session where you can ask HHS staff any questions you may have. We also encourage you to submit questions you would like to have answered on the webinars to ACA101@hhs.gov.

Office of Health Equity Seeks Applicants for Advisory Committee

The newly created Office of Health Equity (OHE) at the California Department of Public Health (CDPH) is seeking applicants to serve on an advisory committee that will advise CDPH on the important issues of health and mental health disparities related to underserved and underrepresented communities.

 

OHE is looking for individuals for this diverse committee who represent relevant state agencies and departments, local health departments, community-based organizations, vulnerable communities and service providers. The advisory committee will offer varied perspectives from across California that will be included in policies, strategic plans, recommendations and implementation activities. A priority of this groundbreaking office is to establish partnerships between the public and private sectors.

 

All members serve at the discretion of the California Department of Public Health and must agree to consistent and active participation in the Advisory Committee. *The terms and requirements are listed on the application.

 

Interested individuals should fill-out the online application. Completed applications must be received or postmarked by December 26, 2012. Once received, applications will be reviewed and appointments will be made by OHE and CDPH leadership.
