We have put aside our summary of the last seven days' Facebook postings this week to bring you the following important information about Proposition 30:
Why Mental Health Interests support Proposition 30
and oppose Proposition 38
Proposition 30 and 38 are both tax increases primarily to increase education funding.
Proposition 30 not only funds education but also provides some funds to the state general fund to support MediCal and other health programs. Even more importantly, it provides constitutional protection to county funds for mental health, alcohol and drug, child welfare, and public safety programs so that the state cannot divert those funds to other purposes. This protection affects over $2 Billion in community mental health funds. (More than all of Proposition 63, the Mental Health Services Act.)
Major education interests, public safety and health interests and many business, labor, and other interests concerned about the state balancing its budget are united in supporting Proposition 30 and opposing Proposition 38.
Moreover even education interests who would benefit more from Proposition 38 are supporting Proposition 30 instead because of its much broader support and polling -- giving it a good chance of passage compared to Proposition 38 which trails badly in all polls.
For these reasons, California's leading mental health organizations including NAMI California, the California Council of Community Mental Health Agencies, Mental Health Association of California (also known as Mental Health America of California) and United Advocates for Children and Families are all supporting Proposition 30 and not Proposition 38.
We urge that you vote Yes on Prop. 30 AND No on Prop. 38.

Medi-Cal ICC and IHBS Manual Posted for Public Comment Period

The draft Medi-Cal Documentation and Claiming Manual for Intensive Care Coordination (ICC) and Intensive Home-Based Mental Health Services (IHBS) is now posted and available for public review and comment. This manual is being developed using a multi-stakeholder process and can be accessed at:

The 30-Day Public Comment Period will end at 5:00 PM, on November 18, 2012.
