We expect to send issues about twice a month throughout construction, with additional issues as needed to share breaking news.
Project Overview

As part of ongoing efforts to update the City's sewer infrastructure, A-DEL Construction Company under contract to the City of Wilmington Water Division will construct drainage improvements along and near Kentmere Parkway. This project will install a separate stormwater sewer to reduce Combined Sewer Overflows (CSOs) and improve drainage in the area. Construction will require closing portions of Kentmere Parkway, Kentmere Drive, Grant Avenue, and Union Street. 

 

Why is this project needed?

 

The Kentmere and Union CSO Mitigation Project will improve water quality in the Brandywine Creek by reducing Combined Sewer Overflows (CSOs). Reducing CSOs will reduce bacteria levels in the creek. The project will also improve drainage in the area by installing additional drainage inlets and restoring the curb east of Union Street.

 

What can we expect to see during construction?

 

A trench will be dug into the road, and a new stormwater sewer made up of 15-30 inch diameter pipes will be placed 5-10 feet deep. The existing sewer will be left in place and will continue operations as a sanitary sewer. Existing stormwater inlets will be connected to the new stormwater sewer.


Schedule

Actual construction time is expected to take about six months, beginning in mid-February 2015. Total duration of the project will depend in part on the weather.


Traffic & Parking
How will the project impact traffic?

 

While a block is under construction, there will be no through traffic or parking allowed on that block. Blocks will only be fully closed one block at a time to reduce the impact of construction activities. Streets that will have closures include portions of Kentmere Parkway, Kentmere Drive, Grant Avenue, and Union Street. Each block closure will last several weeks.

 

Where will the detour routes go?

 

The project is broken into three different phases, and each phase has a different detour route. Streets signed for detour routes include portions of Woodlawn Avenue, Rockford Road, Delaware Avenue, Union Street, Lovering Avenue, and Scott Street.

 

How will the project impact driveway access?

 

The contractor will be required to maintain driveway access, even on the block that is closed to through traffic. There may be short periods of time when driveway access cannot be maintained, and in those cases, the contractor will coordinate with the homeowner at least 48 hours prior to blocking access to the driveway.

 

How will the road be restored? When will restoration occur?

 

The project will repair curbs damaged by the construction, install new or reset existing curbs in certain locations, and restore the affected roadway with curb-to-curb mill and overlay at the end of the project after the pipe is finished. 

 

Construction Issues

What are the construction hours? Will there be any night or weekend work?

 

Normal construction hours are 8AM - 5PM weekdays. Night or weekend work is not anticipated but emergency conditions may require night or weekend work. 

 

What kind of noise is expected?

 

During construction hours, typical noise generated from backhoes, jack hammering, saw cutting, compacting, and unloading pipes can be expected.

 

Where will construction materials be stored?

 

Construction materials will be stored within the block that is under construction and closed to traffic.

 

Where will construction employees park?

 

Construction employees will use public, on-street parking.
