As previously discussed in this forum, the new American Society of Testing Materials (ASTM) E1527-13 was released in November of 2013 and ratified by the Federal Environmental Protection Agency (EPA) on December 31, 2013. The EPA preamble issued at that time noted that it would also recognize the previous ASTM E1527-05 as meeting the definition of the All Appropriate Inquiry (AAI) rule. This has caused confusion amongst consultants and users of a phase one report as the new standard provided clarifications and new sections to help enhance the quality of phase one reports across the industry.
On June 18, 2014, the EPA announced it is proposing an amendment to the standard in which it would remove the reference of the E1527-05 standard meeting the AAI rule. Written comments to this proposed amendment must be submitted by July 17, 2014 with a final determination expected later this year. I will continue to follow this development and advise our clients on these changes.

MECC recently assisted a client buying an active gas station on Long Island for additional parking to support his growing business located nearby. MECC conducted a Phase I and Phase II at the property to determine if any sub-surface impacts were present. Upon completion of the investigation which included sampling the soil, groundwater and on-site drywells, the buyer was equipped with additional data (laboratory analysis) as part of their due diligence. The quick turnaround time provided by MECC allowed the client to negotiate a better deal and move forward. The closing is scheduled for later this summer.

On Tuesday July 29th, MECC will join the ever growing number of businesses that participate in The Marcum Workplace Challenge, a 3.5 mile run/walk event to benefit local charities. With over 8,000 participants, the event has grown annually into the largest corporate party on Long Island.

MECC attended the Mortgage Bankers Association (MBA) of Greater Philadelphia Golf Outing as we represent several lenders in that region. This was a good opportunity to spend the day with some good friends that we work with.

MECC recently attended the "Quality Services for the Autism Community" (QSAC) Gala, which was held at The Lighthouse at Chelsea Piers in NYC. Mr. Monte Redman, CEO of Astoria Bank, was one of the honorees. MECC was proud to be in the audience to sponsor the event and support Mr. Redman.

Recently, the employees of MECC gathered together at Bethpage Ballpark to enjoy a Long Island Ducks game. The evening was a great way to get our staff out to socialize with colleagues in an informal setting.
