The first edition of the 2013 CSDA Newsletter was slightly delayed this go-around due to the departure of CSDA's Policy and Communications Analyst Natalie Metzger-Smit. For those of you that had the pleasure of working with Natalie during her time at CSDA, you can attest to her knowledge of the program, professionalism and always positive "can do" attitude. Natalie moved to Texas to be with her husband who accepted a position in Austin. She will be greatly missed.

OCSE 1115 Grant Planning Occurring in Stanislaus County Tamara Thomas, Director, Stanislas County DCSS

In July 2012, the Administration for Children and Families (ACF), Office of Child Support Enforcement (OCSE) invited eligible applicants to submit competitive grant applications to develop and implement programs that provide employment services to noncustodial parents in the child support system as part of a national demonstration framework. The Stanislaus County Department of Child Support Services (SCDCSS) received approval from their local Board of Supervisors as well as the State Department of Child Support Services (DCSS) to submit an application for consideration. On October 1, 2012, the SCDCSS was notified that the department had been selected along with seven other agencies nationwide to participate and receive the funding of this grant. This grant is often referred to as the "1115 grant", based on the funding and program authority of Section 1115(a) of the Social Security Act. |

The "secret" to success is having an incredible planning committee. This year's committee has been passionate, dedicated and so on top of things every step of the way. The CSDA employer outreach subcommittee and Contra Costa County strike again with an E-IWO Electronic Income Withholding Order (E-IWO) webinar held on January 23, 2013. The speaker for the webinar was Mr. William (Bill) Stuart He began his work on the e-IW0 process in 2005 and through his perseverance in September 2012 the e-IWO Portal processed its 1,000,000 order! In California an average income withholding order can be over 40 pages of paper when printed; the 1,000,000 orders sent e-IWO saved 80,000 reams of paper which equates to nearly 5,000 trees saved nationally. In addition to being good for the environment income withholding orders processed electronically get payments flowing to families approximately three weeks earlier than if a hard copy withholding order is sent by mail. |
