A Sneak Peak at Some of the 

Speakers for the California Regulatory Session 

 

  

 

Jim Aguila Jim Aguila is the manager of the Substance Evaluation Section within the Stationary Source Division of the California Air Resources Board (ARB). Jim's group is primarily responsible for various aspects of ARB's motor vehicle fuels program, including promulgating regulations to establish fuel quality standards, preparation of multimedia assessments, implementing regulations for verified diesel emission control strategies, and contributing to programs that comply with State mandates like the Global Warming Solutions Act.

 

Jim graduated from California State University, Sacramento with a degree in Mechanical Engineering. Over his 24 year career, Jim has led rulemaking efforts in the area of toxic air contaminants, as well as, establishing and implementing regulations affecting motor vehicle fuel specifications for gasoline, diesel and alternative fuels. In March of 2014, Jim and his staff will propose to the Air Resources Board for their consideration a new regulation governing the commercialization of alternative fuels, including requirements for biodiesel and renewable diesel.


Dayne Delahoussaye currently serves as the legal counsel and regulatory affairs manager for Neste Oil's North American business groups supporting both petroleum and renewable product lines. In addition to traditional in-house counsel commercial responsibilities, Dayne oversees the company's US and Canadian regulatory compliance programs and manages the company's North American governmental affairs efforts. Dayne is a currently member of several ASTM subcommittees relating to Neste Oil's product offerings and serves on the Advanced Biofuels Association's Regulatory Affairs committee and its Governmental Affairs committee. Prior to joining Neste Oil, Dayne was in private law practice.


Tim Olson Tim Olson has held several management and policy positions at the California Energy Commission and previously served as a policy advisor to Commissioners James Boyd and Carla Peterman on transportation, climate change, energy research and development and international affairs topics.

  

He currently directs staff to forecast transportation demand and evaluate the growth of alternative fuels, including transportation options using biofuels, natural gas, electricity and hydrogen in addition to analysis of petroleum fuels. This work is published as part of the annual Integrated Energy Policy Report to the Governor and Legislature to influence new policy initiatives and annual investments of $100 million in the AB 118 fund.  

  

He previously co-managed the initial $176 million investment program authorized under AB 118 to stimulate alternative fuels and vehicle technology growth in California and developed the state Alternative Fuels Plan adopted by the Energy Commission and California Air Resources Board in 2007.

  

Mr. Olson received degrees in Biology and Environmental Studies from UC Santa Barbara and serves as an appointed member of the Sacramento Metropolitan Air Quality Management District Hearing Board.

   

 

Janea A. Scott, Commissioner, CEC, was appointed by Governor Jerry Brown in February 2013. She fills the Public Member position on the five-member Commission where four of the five members by law are required to have professional training in specific areas - engineering or physical science, environmental protection, economics, and law. Prior to her appointment, Ms. Scott worked at the Department of the Interior in the Office of the Secretary as the Deputy Counselor for Renewable Energy and as the Special Assistant to the Counselor to the Secretary. In that role, Ms. Scott worked on facilitating and implementing Secretary Ken Salazar's priorities for the Department, including establishing an enduring program for renewable energy on our nation's public lands.

 

Before joining the Interior team in April of 2009, Ms. Scott worked on clean air issues as a senior attorney at Environmental Defense Fund - a non-profit organization that partners with businesses, governments, and communities to find practical environmental solutions - in both the New York and Los Angeles offices. Ms. Scott was an AmeriCorps member working at the San Francisco Urban Service Project from 1996 until 1997. Ms. Scott received her Juris Doctorate degree from the University of Colorado Law School and her Masters and Bachelors of Science in Earth Systems from Stanford University.  
 

Virgil Welch serves as Special Counsel to Chairman Mary D. Nichols at the California Air Resources Board. Prior to joining ARB, he was an attorney at Environmental Defense Fund in Sacramento, California where he focused on the organization's legal and policy efforts related to the implementation of Assembly Bill 32, the California Global Warming Solutions Act of 2006.

  

He is a graduate of the University of Texas School of Law and the Lyndon B. Johnson School of Public Policy in Austin, Texas.
