TECH Topic: Wet Hosing at your Bulk Plants
With the New NFPA 58 Regulations on Facility Hoses it Might Make ECONOMIC Sense to INVEST in SMART-HOSE Facility Hoses from GEC

 

We have observed recently that in some states a large number of marketers do not utilize facility hoses at their bulk plants for the unloading of transports into their storage tanks.  One of our customers who recently purchased a new Smart-Hose facility hose in preparation of complying with the New NFPA 58 Regulations in the 2014 edition (Section 6.19.2.6(3)) explained to our representative that due to the higher costs of propane, he had calculated it will save him money to invest in a facility hose.

 

He explained the following economic justification: 

  • A 2" diameter x 19' hose will contain 716.57 cubic inches of propane liquid.
  • 716.57 cubic inches = 3.10 gallons
  • 3.1 gallons X 150 loads per year = 465 gallons per year.
  • 465 gallons per year @  $1.20344 (BPN posting on 4/17/2014) = $466.20 is LOST per year, when not wet-hosing at a stationary bulk storage plant where you receive product from a transport.

He stated, based on his annual volume, he will see a full payback for his hose in less than a year.

 

IMPORTANT REGULATORY NOTICE: NFPA 58 (2014 edition) has added New FACILITY HOSE regulations. Section 6.19.2.6(3)* requires a bulk plant to be equipped with an emergency discharge control system that provides a means to shut down the flow of LP-Gas caused by the complete separation of the facility hose within 20 seconds and SH Logowithout the need for human intervention. The Smart-Hose facility hose meets this regulatory requirement.

AUTOGAS Installations

1)  Installation of Mechanical Veeder Root Pulsers on Model 600 Registers Inside Dispenser Cabinets
2)  Excess flow valves in Dispenser piping 
1)  Recently we had an installation of a traditional cabinet style dispenser being installed that included a 1" Red Seal Measurement Installed Pulser(Actaris/Itron/Neptune) meter that incorporated a Veeder Root Electronic Digital Pulse Transmitter (pulser) mounted on a Neptune Model 600 register.

The electrician did not provide any provision for allowing the Pulser to be removed from the register for calibration of the Meter & Register.  He installed rigid conduit to the Pulser mounted on top of the meter register without any flexible connectors or unions to allow for easy removal of the pulser for access to the "R" & "S" change gears in the register to facilitate calibration of the meter.
  
It is our recommendation to remind electricians of the need for accessibility on these types of installations.  GEC will be providing SPECIAL NOTICES with all Pulsers sold as a courtesy reminder for installers to be aware of the need for access and removal of the pulser to the meter register.
  
  
2)  Another recent installation challenge that has popped up, is the use of 15 GPM & 20 GPM excess flow valves in dispenser piping on Autogas installations that may occastionally close due to high flow rates. 
  
Blackmer and Corken, both, manufacture three sizes of Autogas pumps that have three different flow rates.  Those flow rates can range from 8 GPM to near 40 GPM.  But when your distribution system incorporates smaller piping, small flow rate meters, and reduced size pipe away plumbing and other system restrictions; we normally see actual flow or fill rates of Autogas tanks in the 8-20 GPM range. 
  
NFPA 58 Code and some Authorities Having Jurisdiction (AHJ's) have required additional excess flow valves in dispenser piping that is adding to the experience of excess flow valves doing what they are designed to do; and that is prevent excess flow downstream of the valve.  So when the flow rated exceeds the rating or has abrubt burst of flow it may shut the excess flow seat.
  
With various installation conditions contributing to high differential pressures we normally see the flow rates operate below the excess flow valve ratings, thus not causing any issues.  But, occasionally when the conditions are such that you experience reduced differential pressures or excessive flow rates, the excess flow valves can be caused to close during the filling process.  Some conditions that contribute to these conditions can be; recirculating product back to the supply tank, filling a vehicle first thing in the morning when the target tank pressure is low, or having a leak in your plumbing and slugging the piping when the pump is activated.
  
In most cases this condition can be corrected by installing a higher rated excess flow valve in the piping.  GEC sells a 28 GPM rated 3/4" excess flow valve for this type of installation.  It is part number ME880-6-28 and is a brass 3/4" Female NPT X 3/4" Male NPT
excess flow valve with a closing flow rate of 28 GPM liquid propane.
