Congress Passes Spending Deal to Raise Debt Limit, End Government Shutdown
NMMA Update
On Wednesday night, October 16, the U.S. Congress struck a deal to end the 16 day government shutdown. Work affecting recreational boating will resume at agencies including the Department of Interior, EPA, and NOAA. The Senate overwhelmingly ratified the deal, 81 to 18 with more than half of Senate Republicans voting yes. A few hours later, the House followed suit, approving the measure 285 to 144. Obama signed the measure into law shortly after midnight, reopening parks and monuments across the nation, restoring government services and putting furloughed federal employees back on the job. U.S. / Canadian Vessel Transactions
By Mike Burns, CPYB - North South Nautical Group, Inc.
Canada and the United States have the distinction of having the longest border in the world, officially known as the "International Boundary". Of course, much of this boundary runs through water, namely in the Great Lakes region, and many boaters share common waters in many areas not only in this region, but from coast to coast. Cross border transactions of boat sales have been happening for many years, but with the change of economic times recently, there seems to have been a significant increase in cross border deals.

In Memoriam
John 'Jack' Hornor, Naval Architect & Surveyor
John C. "Jack" Hornor, a naval architect and marine surveyor who once inspected the Constellation to ensure the venerable ship was still seaworthy, died Oct. 1 of brain disease at Hospice of Queen Anne's in Centreville. He was 68.
"Jack was an excellent maritime surveyor, whether it was as part of disaster relief or advising someone on whether they should buy a boat," said John Adey, president of the American Boat & Yacht Council, where Mr. Hornor served as chairman. "When you think about it, you're the last guy who is going to look at something that a lot of people are going to take a trip on, and make a decision on whether it's safe or not. ... It's a great responsibility, and Jack had the expertise and the ability to deal with that."

Things You Need to Know Before Contracting to Build a Motor Yacht
Andrew J. High - Hill, Betts & Nash, LLP
Although the current market for yachts appears to be slowly improving, we are still seeing the effects of several years of worldwide economic recession forcing shipyards to reduce prices for new construction in order to compete in an increasingly crowded market place. Oftentimes, prospective purchasers will find it more cost effective to purchase new construction with warranties, as opposed to a comparably priced brokerage boat. As such, purchasing a newly constructed vessel is an attractive option for both experienced boaters and first timers to the world of yachts.
