2013 Annual Meeting Celebrates District Physicians
The Medical Society of the District of Columbia (MSDC) held its 2013 Annual Meeting and Reception  last Wednesday, October 23rd, at the Whittemore House in Dupont Circle. Guest Speaker and Emmy award winning journalist Lark  McCarthy discussed the impact on District physicians of the Affordable Care Act, changing demographics and the digital media age. Outgoing President Daniel I. Perlin, MD, reflected on the past year and the need for physicians to become more engaged "in this changing world of universal health care...If you're not at the table, you'll end up on the menu!" Dr. Perlin also recognized the incoming and past presidents in attendance. (Presidents pictured to the right are Drs. Laura L. Tosi, MD, Director of the Bone Health Program at Children's National Health System, was installed as the Medical Society's 2013-14 President. She said that while greater specialization in medicine "has brought our patients treatments and results that could not have been imagined 30 years ago, it is commensurately harder to deal with issues affecting medicine as a whole ...Our Medical Society gives us the vehicle in which to come together to understand such issues and contribute to their resolution."

Janis M. Orlowski, MD, Chair of the DC Board of Medicine, received the Medical Society's 2013 Certificate of Meritorious Service. Dr. Perlin presented the award to Dr. Orlowski, expressing the Medical Society's appreciation for her distinguished service to the profession of medicine in DC. Also, Medical Society Alliance Foundation (MSAF) President Roselyn E. Epps, MD, spoke on MSAF's activities in 2013, including hosting a free reception and lecture about patient navigation on November 6th at the Cosmos Club.

MSDC Testifies in Favor of Expedited Partner Therapy Act of 2013
   The Medical Society of the District of Columbia testified before the Committee on Health at a public hearing on B20-0343 "the Expedited Partner Therapy Act of 2013."  MSDC Board Member Dr. Carla C. Sandy, an Obstetrician/Gynecologist with Kaiser Permanente, presented the Medical Society's testimony, pointing out that sexually transmitted infections in the District of Columbia are higher than national norms. The Medical Society supports the use of Expedited Partner Therapy (EPT) as a tool to bring these rates down, citing the strong support for EPT from the American Medical Association, Society for Adolescent Health and Medicine, American Academy of Pediatrics, American College of Obstetricians and Gynecologists and the United States Centers for Disease Control. MSDC Expresses Concerns about Patient Safety and State Restrictions in Sign On Letter
   The Medical Society joined a sign on letter with Federation partners written to the Undersecretary for Health at the Department of Veterans Affairs. The letter raises concerns regarding the draft Veterans Health Affairs (VHA) Handbook, "which would mandate that all advanced practice nurses (APRNs) within the VHA be designated as independent providers, without regard to state practice acts." The letter expressed concern that the proposed changes may undermine the delivery of patient care within the VHA and disregard the role of states in regulating the health and safety of their residents.  For more information, view the sign on letter.  
Joe Baillie Joins MSDC's Physician Health Program
   On October 1st, MSDC welcomed new clinical case manager, Joe Baillie, to the Physician Health Program (PHP). Joe comes from Massachusetts, where he most recently worked in community mental health and substance abuse treatment. He is credentialed in the District of Columbia as a Licensed Professional Counselor (LPC) as well as a Certified Alcohol and Drug Counselor (CADC). Counseling is a second career for Joe, who graduated with an M.Ed. in Counseling-Psychology from Cambridge College in 2008, after working for over twenty-five years in various administrative and program management jobs for GE Aviation in Lynn, MA.  
Further details will be forthcoming as Joe succeeds current case manager Barbara Allen.

   Barbara Allen will be retiring from the MSDC's PHP. Allen will remain with the PHP through year end to ensure a smooth transition. The Medical Society thanks Barbara for her many years of dedicated service to the program.

The History, Principles and Current Status of Patient Navigation
   On  Wednesday, November 6, 2013 at 6:00 pm, the Medical Society and Alliance Foundation (MSAF) will host a reception and lecture at the Cosmos Club in Dupont Circle. Harold P. Freeman, MD, outstanding cancer surgeon, administrator, and patient advocate from New York, will give a presentation entitled "The History, Principles and Current Status of Patient Navigation." 

    The concept of patient navigation was founded and pioneered by Dr. Harold P. Freeman in 1990 for the purpose of eliminating barriers to timely cancer screening, diagnosis, treatment, and supportive care. Currently the patient navigation model has been expanded to include the timely movement of an individual across the entire health care continuum from prevention, detection, diagnosis, treatment, and supportive, to end-of-life care.

Support the Heel-to-Heal 5k on November 16th or Volunteer at the Student Run Clinic
  The GW Healing Clinic would like to invite members of the Medical Society and the medical community to participate in its 5k run to support the student-run clinic at The George Washington University School of Medicine and Health Sciences. The second annual Heel-to-Heal 5K will be held the morning of Saturday, November 16, 2013, at the C & O Canal Path in Georgetown. Information regarding race registration or tax-deductible donations can be found at go.gwu.edu/healing5k. One hundred percent of the proceeds will go directly to supporting the operational expenses of the GW Healing Clinic, allowing its student members and physician volunteers to continue providing medical care and healthy lifestyle support regardless of insurance status or ability to pay.

AMA Interim Meeting Taking Place November 14-16 at National Harbor; New Section for Integrated Practices

CDC recognizes National Latino HIV Awareness Day 2013 
   On October 15, 2013, National Latino AIDS Awareness Day (NLAAD), coordinated by the Latino Commission on AIDS, drew the nation's attention to the impact of HIV in Hispanic and Latino communities where it remains a substantial public health issue.
   Despite Hispanics and Latinos being only 16% of the population in the United States, they accounted for 21% of new infections in 2010, a rate that is three times that of whites. Approximately 1 in 50 Hispanics and Latinos will be diagnosed with HIV in their lifetime. As a nation, we must work to improve the social and economic circumstances, e.g., a higher prevalence of HIV and other sexually transmitted infections, language barriers, limited access to health insurance and medical care, migration, stigma, and discrimination, which place people in certain Hispanic and Latino communities at greater risk for HIV.
