City Suffers Setback in Effort to Recoup Provider Payments from DC Chartered; File Claims Now!

   The City's plan to help District providers receive a fair settlement from DC Chartered hit a roadblock this week. Washington Business Journal's Ben Fischer reports that Daniel Watkins, the receiver running Chartered's wind-down, has rejected the City's offer to settle part of a $60 million disagreement over rates paid to the company from 2010 to 2012.

   The City's plan included giving Chartered $18 million to distribute to hospitals and doctors - about a third of the disputed total - by recalculating certain rates that were paid to the company from 2010-2012, according to Fischer. Under that plan, the federal government would chip in its standard 70 percent share, and Medicaid contractor UnitedHealthcare Community Plan would also benefit.     
   According to the Washington Post,
the amounts that District health care providers are owed is staggering. As of May 31, 2013, the top providers and their claims were:

●Children's National Medical Center, $8,355,320

●George Washington University Hospital, $6,175,576

●MedStar Washington Hospital Center, $2,936,966

●George Washington Medical Faculty Associates (MFA), $2,559,645

●United Medical Center, $2,169,570

●Howard University Hospital, $2,139,818

●Providence Hospital, $1,780,232

●MedStar Georgetown University Hospital, $1,069,724

    Chartered also owes money in Maryland and Virginia

Providers Urged to File Claims Now!
   A resounding message from Department of Health Care Finance (DHCF) and from Dan Watkins, Special Deputy to the Receiver, is that physicians should get all claims as quickly as possible into AmeriHealth. See this recent news release for information on how to file claims.
DC Health Benefit Exchange Update: DC Council Passes Emergency Legislation and Insurers Release Proposed Rates   
DC Council Passes Emergency Health Exchange Bill
    The DC Council voted unanimously on June 4 to approve emergency legislation that will require small-business owners to purchase employee health insurance through a local exchange beginning in 2015.
  The District's Health Benefit Exchange, in accordance with the Affordable Care Act (ACA), will open in October, offering policies that will go into effect January 1. The small-business mandate will close the private marketplace beginning in 2015 for both individuals and small businesses with up to 50 employees. 
    American Society of Association Executives (ASAE) and many other organizations had urged the Council to allow for a longer transition period to better gauge the effectiveness of the Exchange before closing the private market. The amendment was passed both as an emergency measure and a temporary measure, meaning that a final version must still be passed.
    The legislation passed this week will expire in October 2014. The Council could begin the process of drafting a permanent bill as soon as this summer.

...And Health Insurers File Almost 300 Health Plans for Sale on the DC Exchange 

Online Insurance Marketplace to be Named "DC Health Link"

  Four major insurance companies have submitted proposed rates for approval for nearly 300 health-insurance plans for sale on the DC Health Benefit Exchange (HBX), providing residents and small businesses with a broad range of choices and prices when the exchange opens October 1.

   The insurers - Aetna, CareFirst BlueCross BlueShield, Kaiser Permanente, and United HealthCare - have proposed rates for individuals, families, and small businesses. These rates are largely in line with current premiums for policies in the market today, according to the DC Department of Insurance, Securities and Banking.

   Here are some of the proposed rates for each of the four tiers of coverage, starting with bronze, the level with lowest premiums and highest out of pocket costs, through silver, gold and platinum:

  • A 27-year-old can buy a bronze plan for as little as $124 and a platinum plan for as little as $249 a month
  • For a 40-year-old, the lowest bronze premium would be $166 and platinum $333 a month;
  • For a 55-year-old, the lowest rates would be $296 to $591 a month;  
  • Small businesses in the District could buy a bronze plan for a 27-year-old employee for as little as $144 a month and a platinum plan for a 55-year-old for as little as $572 a month.

The DC Department of Insurance, Securities and Banking (DISB) will review rates to ensure they are justified. Once the department approves final rates, consumers and employers will know the exact range of prices available in October. For more rates and information, visit this link.
  The DC HBX Executive Board has voted to adopt "DC Health Link" as the name of the new online marketplace that will offer individuals, families, and small businesses the ability to shop for health insurance and choose the coverage that best meets their needs and budgets.
DC Health Link will open for enrollment on October 1 and offer health insurance policies that cover a set of essential health benefits ranging from doctor visits to prescription drugs and preventive screenings and tests. People who enroll will have benefits effective January 1, 2014. The web tool will determine if residents are eligible for help in paying their premiums or for coverage through the District's Medicaid program. DC Health Link will also have trained experts available online, on the phone, and in person to answer questions and assist with enrollment.

Reduce Administrative Complexity With Help From AMA's Administrative Burden Index
   AMA's National Health Insurer Report Card (NHIRC), to be released on June 17, 2013, provides an annual check-up for the nation's largest health insurers and diagnoses the strengths and weaknesses of the systems they use to manage, process and pay medical claims. As part of the 2013 NHIRC, the first-ever Administrative Burden Index (ABI) was created to encourage increased physician and payer engagement. Using this index, your practice can identify ways to reduce current administrative burdens being experienced in your claims revenue cycle.    Also, AMA recently shared an announcement of the development of a national coordination of benefits (COB) solution by CAQH, an alliance of insurers and trade associations.

  The MSDC Board voted to transition to electronic voting for the 2013-14 Leadership Election. By taking advantage of widely used technology, MSDC will conserve resources and reduce paper consumption.
