Juvenile Justice and Drug Court Reports - 4/2
At 9 a.m. Tuesday, April 2, the Senate Judiciary Committee will be briefed on the findings of two reports on NH's juvenile justice system and the effectiveness of adult drug courts. The reports were produced by the Rockefeller Center at Dartmouth College.

The juvenile justice report provides an overview of the system with a particular focus on placement options and probation and post-detention services. The study team also analyzed the juvenile recidivism rate and the system's treatment of high-risk groups, including Children in Need of Services (CHINS), youth with special needs, and 17-year-old offenders.

The drug court report analyzed the effectiveness of drug courts in New Hampshire and neighboring states.

The deadline for submitting nominations is April 1, 2013.

Robert E. Kirby Award for Young Lawyers
Highlighted here in a short video, the Robert E. Kirby Award is given annually to a practitioner 35 years old or younger who demonstrates excellent advocacy and civility.

The recipient, like Kirby, should combine the traits of civility, courtesy, perspective, and excellent advocacy that are the inevitable characteristics of our best lawyers. The purpose of the award is to honor Bob's memory and to remind all of us that decency, courtesy and perspective neither inhibit nor defeat excellent advocacy. Kirby Award nomination form.

Frank Rowe Kenison Award for Contributions to Justice
The Frank Rowe Kenison Award is presented annually to an individual (or individuals) who makes substantial contributions to the betterment of New Hampshire citizens through the administration of justice, the legal profession, or the advancement of legal thought. NPR Report Disputed on Disabilities Claims Rise
An NPR report, "Trends with Benefits," linked in Wednesday's e-Bulletin's 'Suggested Reading' has drawn attention and criticism for omissions and misleading information about reasons for the rise over the last decade in the number of recipients of supplemental social security benefits.

Media Matters, a left-leaning media watchdog has published a roundup of that criticism. A December 2012 report by the Center on Budget & Policy Priorities, cited by Media Matters, explains the rise by pointing to the struggling economy and says there have been no findings of widespread abuse of the program.
