10 Tips for Finding the Perfect Rental Home

Define your priorities
The moment you have an inkling of an upcoming move, you should start researching your proposed duty station. Talk to friends and search the Internet for information on desired areas to live surrounding the military installation. As we all know, it is dangerous to make any firm plans prior to having orders in hand, butthe legwork can begin long before you have confirmation that you are moving. During your research, it is likely that it will become clear what your priorities are: location to work, desired school districts, safe neighborhood, walking distance to nearby attractions and so on. Your research will afford you the knowledge of the typical rental prices for the area and will help you set your budget. Find out what the current BAH rates are for that military base so that you can make an informed decision about how much money you have to work with and what, if any, amount you are willing to spend out-of-pocket. If you have school age children, utilize websites that grade the various individual schools and districts to get an idea of which district you would like to be located within and find the neighborhoods zoned for those schools. Once you have your priorities set it is time for the next step.
Start early and search often
"The early bird gets the worm", is particularly true when it comes to the rental market. Start searching for a rental home as soon as you are certain of your relocation, which again for military, is typically when you have orders in hand. Search sites such as MilitaryByOwner.com for rental properties near your next duty station. It is important to make a frequent practice of this, as new homes are posted on a constant basis. If you see a new home advertised that you are interested in, do not hesitate to contact the advertiser and open the lines of communication. Depending on the rental market in the area you are relocating to, homes can rent in a matter of hours, so you do not want to wait.

You have a personal relationship with your home; you may not see things as clearly as a potential buyer. Hold up the mirror to these 5 areas to consider, and don't blink.

Stand in front of your home, look at it like you have never seen it before. Use that scrutinizing eye to see if it needs a paint job, trim repaired, perhaps screens or blinds fixed. Walk in the front door; don't look at the decorating, look at the bones of the house. Are there stained carpets? Broken cupboards? Loose railings? Often, we live with things everyday that become invisible to us. Hold up your mirror and look hard. Most new homeowners want a house that is move-in ready. The prospect of having to do repairs on a home they just purchased may turn many of your buyers off. Creating a Colorful Home with White Walls

When you rent an apartment or house, you're often stuck with white walls. Leases often stipulate that the walls can't be painted, or if they are, they must be repainted white before you vacate. When you move around a lot (or in a hurry) due to new orders or a deployment, you barely have time to get packed and to your next destination, much less re-paint the walls of the place you're leaving. But what can you do to make where you're living feel like home if painting the walls isn't an option?
Just because the walls are white doesn't mean you can't have a home that reflects your personality and color preferences. There are ways to "fake it" without painting; if you do it right, you won't even notice the white walls! The first step is to choose a color scheme. An easy way is to create a coordinated color scheme is to find an item (e.g., window treatments, picture, fabric, rug, etc.) that has a pattern with colors you like, and use it as a guide. Pick three colors from it; choose one as the main color (try to use it about 60% of the time) and two others as accent colors (use them 30% and 10% of the time, respectively).
Once you've decided on a color scheme, the key to creating a colorful room with white walls is to make sure the color flows throughout the entire room. This can be accomplished by using your chosen colors in the room's vertical elements (walls, windows, bookshelves), and repeating those colors on the horizontal surfaces (tabletops, seating, floor). Don't try to match the colors of each item exactly; slight variations within the same color family make for a more interesting mix. Here are some basic guidelines to get you started:
Vertical Elements
The vertical elements in the room have the biggest impact when injecting color into a room with white walls. These are the best places to incorporate the colors in your color scheme. Go for patterned, rather than solid, window treatments (curtains, roman shades); and be sure the pattern has some white in it to help it relate to the white walls, so the introduction of color isn't too jarring. Next, add wall art (framed posters or prints, canvases, vintage signs, etc.) that features some of the same colors in your window treatments to reinforce the color scheme. Mirrors and wall sculptures can be used too, and they should contain at least one of the colors from your color scheme. If you have a tall entertainment unit, dresser, or bookcases, add accents (vases, statues, picture frames, candleholders, etc.) to the shelves that feature one or more of the colors in your color scheme. Lamps are another vertical element that can add a pop of color; if the lamp's body is plain, pick a colorful shade, and if the lamp body is colorful, keep the shade neutral.
Horizontal Surfaces
Now that the vertical surfaces are done, start incorporating color into the horizontal ones. An area rug covers a large part of the floor, so it is a great way to continue your color scheme. Either a solid or patterned rug is okay, as long as it relates to your scheme. Try using accent furniture (chests, ottomans, chairs, and tables) in one of your scheme colors or with painted details, decals, or inlays to further distribute color throughout the room. On your sofa and chairs, add pillows and throws to provide the final big pops of color and pattern to the room, and use tabletop accents and floral arrangements to fill in those spots where color may be missing.
By following these guidelines, your rooms can be full of color without applying a drop of paint to those white walls!

Family Matters Blog: Program Eases Voting for Military Families

WASHINGTON, Sept. 12, 2012 - With Election Day just 54 days away, federal voting officials want to ensure that service members and their families are prepared for their votes to be counted.
The Federal Voting Assistance Program has made the voting process easier than ever for Americans serving overseas, Pam Mitchell, the program's acting director, says. The website includes a tab for each state's deadlines for registering to vote and casting absentee ballots. It also has online registration and absentee ballot assistance, and includes a mobile app.
"We firmly believe that voting assistance for our absentee voters is absolutely the best that it's ever been," Mitchell said at a Sept. 5 Pentagon news briefing. "There are a lot of tools in our arsenal to help those voters both register, get an absentee ballot and to exercise their right to vote."
If you prefer to go in person, there are 221 installation voting offices, all of which the program supports. "We've spent a lot of time reaching out to every single one," Mitchell said.
The Military Postal Service Agency provides free, expedited ballot delivery and ballot tracking to your local election office for overseas-based service members and their families. Go to your local post office or postal clerk, use the Label 11 DOD form on your absentee ballot envelope and mail it. Go to www.usps.com to track the status of your ballot, according to the program's website.
If you haven't received your ballot by Oct. 6, use the Federal Write-In Absentee Ballot, available on the website, as back-up. For each office for which you vote, write in either a candidate's name or their party designation, the website says.
For additional help with the absentee voting process, contact FVAP at vote@fvap.gov or call 1-800-438-8683, DSN 425-1584 (CONUS)/312-425-1584 (OCONUS). It also is available on Facebook and you can follow on Twitter at @FVAP.
"Our goal is to make sure that anyone who wants to vote has the resources and tolls they need form anywhere in the world to successfully exercise that right," she said.
