Big Dreams
There is both risk and reward in dreaming big, but with the latest Take Back the Boulevard news, the courage of the TBTB Team to dream big has been totally rewarded. Through the life of the initiative the naysayers repeatedly predicted failure because we would never find the money. However, I am happy to report that they were wrong. Based on grants from the City and the State, we will soon have $12 million to further invest in Colorado Boulevard.
 
This awesome accomplishment would not have been possible without the efforts of the many who served on the TBTB Steering Committee, the incredible support of Councilmember Jose Huizar and his staff, the financial support provided by TERA members and the Eagle Rock Neighborhood Council. Thank you all! More on the details of how that funding may be used is provided below in Take Back the Boulevard - Phase II.
 
State of the Town
On February 3, TERA will host the annual State of the Town meeting. This meeting provides a unique opportunity for the community to gather with our Councilmember, Jose Huizar. There will be a comprehensive presentation depicting the good things that have happened to Eagle Rock over the last year as well as the issues that give us all concern. There will be an opportunity to pose questions to the Councilmember. Put it on your calendar and be there. More details on the flyer below.


 
Century 21 First Found Us a Home
Century 21 First found us a home and they could find you one also. Thanks to the generous hospitality of Lorelei Young, broker/owner of Century 21 First, located on the corner of Colorado Boulevard and Casper Avenue, the TERA Board has a new meeting space. Plenty of parking and a meeting room that is the perfect size for our Board make this space ideal.  Thank you, Lorelei, for your long-term TERA support, and now by sharing your meeting space with us.

Take Back the Boulevard - Phase II












TBTB was successful in applying and securing the follow grants: 
 
            Metro Call for Projects (City)                       $  2.195M
            Active Transportation Program (State)        $  9.74 M
 
            Total Funding                                               $ 11.935M
 
Below is a high-level description of possible further enhancements to the Boulevard. The proposals should be understood with the following caveats:
 
1. Budget: The extent of enhancements to the Boulevard will be scoped based on the available funding  ($11.935M).

2. Colorado Boulevard Vision Plan: This document, which reflects community feedback over two years, was utilized as the basis for completing the Grant applications in the areas requiring a description of proposed changes.

3. Grant Criteria: Each Grant defines specific criteria that must be met in order for the request for funding to be approved. Therefore, the enhancements included in TBTB's request for funding included those aspects of the Colorado Boulevard Vision Plan that met the Grant criteria. There are some aspects of the Vision Plan that are not included since they did not comply with the Grant criteria. The TBTB Team will attempt, as far as possible, to include some of those goals as a subset of a larger compliant goal.
 
Based on the success of acquiring the Grants, at a high level the following changes may be anticipated. Many, but not all of the enhancements, will be located on the stretch of Colorado between Eagle Rock Boulevard and Eagle Rock Plaza.
 
* Reduce pedestrian crossing distances at key intersections.
* New mid-block crossing(s).
* Improved pedestrian lighting.
* New median safety islands.
* New / improved landscaping
* New medians
* Special emphasis on routes to school.
* Existing traffic signals - improve synchronization
* New traffic signals
* New left turn pockets
 
Community meetings will be held and more information will be provided in the latter part of 2016 as the detailed planning progresses.
Scholl Canyon Response
Many thanks to all who heeded the call to action in the last e-Letter. Glendale leadership heard you and many others. You made a difference. Based on action taken, or perhaps more accurately "action not taken" at a recent Glendale City Council meeting, there does seem to be a greater understanding of community concerns and opposition to any expansion of the Scholl Canyon Dump. Although no statements have been made that give us comfort that an expansion will never happen, it does appear that none will be pursued in the immediate future. Below is a response sent to many who communicated with Glendale City leadership.

Hello,
 
On behalf of the Mayor and City Council, thank you for your email. To give you an idea of our current position and where we will go from here, please allow me to provide some information. 
 
The City of Glendale (City), acting as the Lead Agency, had determined that an Environmental Impact Report (EIR) was required to address potential impacts of an expansion to the landfill should there be a need for one. The Sanitation Districts of Los Angeles County, acting on behalf of the City, are serving as the primary contact during the review of the Draft EIR pursuant to the California Environmental Quality Act (CEQA).  We are currently reviewing the comments to the Draft EIR, and we are also analyzing the feasibility of using anaerobic digestion and waste to energy technology that many in the community have encouraged. 
 
We understand that you may have been told that the City Council will vote on the Environmental Impact Report as early as January 26, 2016.  That is incorrect. The City has yet to complete reviewing the responses to public and agency comments on the EIR, and has not agendized the EIR for City Council review.  Last year, the City had hoped to bring the EIR forward sometime in early 2016, but has not set a hearing date pending review of the comments and responses to comments.  The earliest that we may see the EIR come forward is in the Spring or Summer of 2016 and, then again, only after the City completes its review.
 
The draft EIR is an informational document that analyzes the environmental impact(s) that may stem from an expansion project - should an expansion be considered.  The expansion project analyzed in the draft EIR is designed with the flexibility to transition the landfill into a conversion facility with a landfill component.  The draft EIR discusses options such as an expansion, however, the City Council has no plans in place for an expansion.  In its current state of operation, if no action were taken, the landfill has a life expectancy of 20+ years.  Of all of the conversion technologies that folks want to move toward, only anaerobic digestion is proven and permitted in California - and Glendale is moving there now.  The City of Glendale may get to more advanced alternative technologies in the next twenty years, but real-world and practical solutions that bridge today to the future are needed, and so in preparation for the future, the City has set about to analyze the potential environmental impacts of an expansion option in an EIR.
 
Again, there is no expansion of the landfill being considered by the City Council.  The specific objectives are: 
 
-Continue to provide a waste disposal option that has been proven to be environmentally sound and cost effective at the currently permitted rate of 3,400 tons per day.
-Continue waste diversion programs that are critically important for landfill users to achieve state-mandated diversion requirements.
-Allow the City to maximize the use of a local resource for waste disposal, thus minimizing hauling distances and related environmental impacts.
-Allow for further development of disposal and diversion options, such as alternative technologies, for landfill users.

Eagle Rock Boulevard
One of the questions frequently asked as the TBTB progressed was "What about Eagle Rock Boulevard?" Although it has a different focus, in many ways Eagle Rock Boulevard is just as important to the Eagle Rock Community. The Colorado Boulevard Specific Plan provides guidance for how that Boulevard may be developed. The healthy concentration of businesses on much of the Boulevard and preservation of the small town feeling can largely be attributed to the visionary Eagle Rockers who joined in the effort to build the Plan. In comparison, beyond general zoning guidelines, there is no comparable plan for Eagle Rock Boulevard. It is populated with a broad assortment of businesses located somewhat haphazardly. Some are little recognized treasures and others may not delight the eye, but they provide essential services to the community. Finally, Eagle Rock Boulevard is a major thoroughfare for public transportation. It is natural that the Boulevard and the surrounding area has developed with more moderately priced housing alternatives.
 
Eagle Rock Boulevard can certainly be a better boulevard, but how that is done is open for speculation. How do you think it could be better? What should that initiative be called?  Send your thoughts to President@TERA90041.org.
