President's Message
Eagle Rock City Hall
The renowned horror film director, Wes Craven, recently passed away. One of his most enduring characters was Freddy Kreuger from the A Nightmare on Elm Street series. And, the reason they were able to have such a successful series of movies was that Freddy never died (actually he was already dead, and it was his spirit that haunted people, but I digress). Well, there is a proposed project in our community that appears to be Kruegeresque.

The project I'm referring to is located at 5370 Mt. Royal Drive, just below the 134 Freeway. The developer proposes to subdivide the property into 8
lots, and building a gated community of 8 homes accessible by a new private street. If this sounds familiar, it is because the TERA and the community strongly opposed this project when it was first proposed in 2013.

To make this project work, the developer is also requesting variances
to allow for smaller front yard setbacks, higher side yard walls than permitted, and numerous retaining walls that would exceed the permitted maximum height. And, because this project is on a hillside, the developer is asking to grade nearly 30,000 cubic yards and export over 21,000 cubic yards of hillside earth. The City's Baseline Hillside Ordinance permits a maximum of 1,000 cubic yards of grading and 750 cubic yards of export. So, the developer is asking for a massive exception.



Back in 2013, TERA strongly opposed this project and we continue to strongly oppose it today for the same reasons. We oppose this project because of the excessive number of variances that would be needed relating to the number and height of the retaining walls, the front yard setbacks, the side yard walls, and the magnitude of the grading. We also believe that this property serves as an unofficial wildlife habitat and that development may damage the ecosystem of the flora and fauna located there. In addition, this area serves as a buffer should a brush fire jump the freeway (You may recall the August 7th brush fires that occurred below the freeway at the top of Mt. Royal).

And, finally, the neighbors and the council office do not support this project. When I reached out to the Council District 14 office for the Councilmember Jose Huizar's position on the project, they voiced their agreement with TERA's position and provided the following statement from the councilmember:

"The request for hillside grading, variances and a subdivision to allow 8 homes at the top of Mt Royal concerns me. The project asks for gross deviations from the Hillside Ordinance, a law I championed to preserve the iconic hillside of Northeast Los Angeles. I cannot support this. The hearing will take place on Sept. 24th at 10 a.m. in City Hall. I encourage those with concerns to attend the hearing or submit an email to kevin.golden@lacity.org" ~ Councilman Jose Huizar

The hearing that the councilmember is referring to is being held by the City Planning Department to consider the developer's application. Take Back the Boulevard Update

The Take Back the Boulevard Initiative (TBTB) continues it work on securing monies to further the improvement of Colorado Boulevard. While there is not a concrete update that we can share with you right now, I am hopeful that we will have good news to share with you in the near future.

I covered the details of this development in my earlier message, but I really want to reiterate the need for you to voice your opposition to this project. This is not the only open space property that is available beneath the 134 Freeway. If this project is approved, it may embolden other developers to seek similar projects. So, please be sure to make your voice heard.


2455 Colorado Boulevard (Colorado Terrace)

At the previously-mentioned special meeting of the Eagle Rock Neighborhood Council being held tomorrow (September 15), the ERNC will also consider the application of Verizon Wireless for a conditional use permit to place a cellular tower atop of the Colorado Terrace building (otherwise known as the Big Orange building). Currently, the Big Orange building is 60.5 feet tall, taller than the Colorado Boulevard Specific plan maximum of 55 feet. Adding an approximately 15 foot tall tower would increase the height of the building to 75 feet (buildings are measured from their base to the top of their highest structure) which would require a costly Specific Plan Exception. The Planning Department has made a ruling that Colorado Terrace already has a weather vane on top of it that should count as the top of the building, therefore making the current building height 88 feet as opposed to 60.5. This Planning Department determination means that the applicant no longer needs a Specific Plan Exception for building height (because height is not being added) and instead only needs a conditional use permit for permitting the use of a cellular antenna tower. The conditional use process is less expensive and has a lower barrier to approval. TERA has not had an opportunity to take a position on this project because we were given no notice of the proposal's existence. However, we will be meeting soon to discuss this issue. In the meantime, please be sure to attend the ERNC's meeting tomorrow at 8:30 at Eagle Rock City Hall.
Eagle Rock Monuments
Eagle Rock Community Monument - Coming soon to Eagle Rock Blvd!

We are proud to announce that TERA is working in partnership with CD 14 and local organizations and community stakeholders to bring a new community monument to Eagle Rock! While Eagle Rockers are universally familiar with the beautiful stone community monument at Wiota St. welcoming passersby at the eastern end of Colorado Boulevard - and now also the newest monument at Vons on Figueroa - TERA recognized that the community lacks such monuments welcoming folks at other entry points into Eagle Rock.

TERA assessed various placement options: at the western stretch of Colorado Boulevard (across from Eagle Rock Plaza); at the southern stretch of Figueroa (at Tipton); and on south Eagle Rock Boulevard (just north of York). The TERA board determined that the south Eagle Rock Boulevard option is the most feasible and cost-effective option given the existing median. No such 
median exists at Figueroa at Tipton. And while a 
median exists on Colorado Boulevard across Eagle Rock Plaza, it would need to be widened and significantly 
reconfigured at considerable expense. (However, it is our hope that future public works dollars for Colorado Boulevard may make this a viable option down the road). 

A community monument at south Eagle Rock Boulevard- consistent in design and aesthetics with the existing Eagle Rock monuments - establishes an important community marker, beautifies the median, and contributes to a sense of neighborhood and civic pride.

 

A priority project for TERA, the board recently voted to allocate $2,500 for this project to jumpstart fundraising efforts that will be required to cover the estimated $25,000 budget to complete the project. We would like to thank CD 14 staff for assisting with coordination with the Bureau of Street Services on preliminary scoping to determine project specifications and requirements. We look forward to CD 14's continued support to make this monument a reality.

We welcome your input on this project. Over the coming months, TERA will be reaching out to community organizations, businesses, and residents for feedback and to solicit financial support. Should you be interested in supporting this monument project with a contribution, please feel free to be in touch. We welcome contributions at all levels.
