President's Message
Eagle Rock City Hall
Candidate Forum
Every four years we get a chance to choose who will represent Eagle Rock's interests (along with the rest of Council District 14) on the Los Angeles City Council. This year is one of those years. We have an upcoming election on Tuesday March 3rd and there a several candidates for Council on the ballot. And, like any election, the candidates have diverse positions on different issues, sometimes making it difficult to choose which candidate to vote for. This issue is not unique to our council district. As the Los Angeles Times recently noted, there is a dearth of candidate debates/forums throughout the city, with Council District 14 being one of the exceptions.

By the time this election is held, the voters of CD 14 (which stretches from downtown to Boyle Heights to Eagle Rock) will have had the opportunity to attend at least five candidate forums/debates. I believe that these type of events give voters the opportunity to hear (and possibly interact) with the candidates directly and to glean important information. TERA believes that you should be given the opportunity to make a more informed decision and, to that end, I am glad to announce that we are sponsoring a candidate forum right here in Eagle Rock. The details:

Council District 14 Candidate Forum
Wednesday, February 25, 2015, 7 p.m. - 9 p.m.
Center for the Arts Eagle Rock
2225 East Colorado Boulevard

Please save the date and plan on attending. It is a great opportunity to see how familiar the candidates are with the issues and challenges that are particular to our Eagle Rock community and how they plan to address them.

Please Join TERA or Renew Your Membership

Each month we include a brief blurb about renewing your membership. But it occurs to me that there are a number of people on our mailing list that are not necessarily TERA members. The question for you is, why don't you join TERA? I assume you value the information that we provide and/or the issues that we work on. To do that it takes financial resources. Most of the resources come from membership dues. For as little as $25, you can become a TERA member and support our cause and receive great membership benefits

And for those of you who have not renewed your membership, why not? You know the work that we do and have supported us in the past. Why don't you do it now? If you have simply forgotten, take a moment now to renew that membership

If you want more information about TERA membership or want to receive a membership packet, please send an email to Marina Rimer, our membership coordinator at membership@tera90041.org.

Take Bake the Boulvard

Phase II

Take Back the Boulevard (TBTB) is researching and preparing the application to the Active Transportation Program (ATP). The ATP is a potential source of funding that could enable Phase II of the Take Back the Boulevard to become a reality.

In addition, we are awaiting notification regarding the success of TBTB submission to the Metro Call for projects (MCP). MCP is another potential source of funding for Phase II. We hope to have a response from MCP by the end of August, 2015.

As mentioned in last month's newsletter, the goals for Phase II of TBTB include the following:

  • New medians between Eagle Rock Boulevard and Sierra Villa.
  • Turn pockets in new and existing medians.
  • Additional crosswalks and pedestrian refuge areas.
  • Bump outs/curb extensions, especially in the areas of bus stops.
  • Better pedestrian lighting.
  • Enhanced bus stop amenities (furniture, shade, trash cans, etc.).
  • "Way finding" signage that may include a "Welcome to Eagle Rock" monument.
Securing funding is the next step in making these goals a reality. Stay tuned as TBTB moves forward in efforts to optimize the c Periodic updates to the Initiative may be found at TakeBacktheBlvd.org

Colorado Boulevard Specific Plan
The proposed amendment to the Colorado Boulevard Specific Plan to allow longer hours of business operation continues to progress. A brief recap: in November City Planning Department held a public hearing regarding the amendment of the Specific Plan.

Subsequent to the hearing, the hearing officer issued a report recommending the elimination of the hours restrictions. The City Planning Commission was scheduled to hold a hearing on the recommendation report in December, 2014. However, that meeting was postponed to allow a review of the proposed amendment California Environmental Quality Act (CEQA) review prior to the hearing.

Last week, the City Planning Department released a Negative Declaration for the proposed amendment, meaning that it has been determined that the amendment will not cause the Specific Plan to have an significant changes in terms of environmental impact. The publication date for the Negative Declaration was February 5, 2015. From that date, there is a 30-day public comment period, and the public comment period ends on March 9, 2015.

The City Planning Department  will accept emails and faxes dated on or before March 9, 2015, and/or mail that is postmarked on or before March 9, 2015.
