Summertime

George Gershwin's song "Summertime" begins with the words "It's summertime and the living is easy."   I love the song on several levels. There is a simple beauty to the music and lyrics. But when it is performed by an operatically trained singer, as it often is, I am transported to that imaginary place of an everlasting and perfect summer. If you haven't guessed by now, summer is my favorite season.  

 

It's hard to say what I like most about this season. Windows and the patio door open through most of the house is a big plus. Sleeping with the reliable breeze we get virtually every night is a treat. Even though I have lived in the same house for almost thirty years, dining on the deck with friends still feels special, almost like being at a resort. Thanks to the efforts of my partner Mike, our house is surrounded by blooming beds that include petunias, alyssum, impatiens, bougainvillea, begonias, mandevilles, vinca, and an assortment of succulents. Just being treated to the beauty of all these flowers every day is enough to choose summer as the #1 season.

 

Concerts in the Park

 

Concerts in the Park at Eagle Rock Recreation Center are another big reason to celebrate the summer season. Michael Nogueira's leadership and the generosity of many sponsors have kept this important community event alive for sixteen years. There is no event that has a stronger community spirit than the concerts. We attended the recent Tribute to Neil Diamond performance that was sponsored by Bryan Paul and Eagle Rock Plaza. Kudo's to both Michael and Bryan for making this wonderful evening happen.

From the stage to the back of the lawn on Eagle Vista Drive, Eagle Rockers, young, old, and in between, had spread their blankets, set up folding chairs, and enjoyed a great evening of music, picnic treats and camaraderie. It was especially moving to see so many parents not just caring for their children, but dancing with them, playing games with them, and expressing their affection for each other in a very joyous and natural way. I was pleased to be able to say "hi" to so many friends and frankly disappointed at how many Eagle Rockers I know who never go to these concerts. The final concert of the season is on August 25 featuring big band music. Even if you feel it is way before your time, I promise you will enjoy the trip back to an earlier era and may even be moved to join those on the dance floor under the stars over Eagle Rock. Welcome to Eagle Rock

"Welcome to Eagle Rock" is a message that has not been extended as widely as it should be. Recently the TERA Board voted to take on a project to widen our community welcome by working to  install community monuments at all major entry points to Eagle Rock. Many thanks to board member Luis Lopez who accepted the leadership role for this latest initiative.

 

Thanks to the dedication and efforts of Helen and David Gustavson, an extraordinary monument exists at Wiota Circle and Colorado, adjacent to the exit ramp from the 134 freeway. I hope you all enjoy the ever changing color of the blooms that surround this unique and wonderful monument. The plantings and monument continue to look great thanks to Helen and David's on-going maintenance efforts. My understanding is that Vons will include a replica of this monument in the rebirth of their property at Figueroa and La Loma. I think we can assume that this entry point to the community is already well served. However, there are many other avenues that lead into our community where a welcome is nowhere to be found.

We are at the very initial stages of this long-term project. The Council Office reacted enthusiastically to the proposal and has already pledged to help us meet with Department of Transportation and the Bureau of Street Services to get a basic understanding of the guidelines that medians must meet for installation on public property. At the last Concert at the Park, I briefly discussed our new initiative with Julia Salazar, Director of the Center for the Arts, Eagle Rock. She has pledged her assistance in helping us to identify leadership within the Eagle Rock Arts Community who may assist in the creative aspect of the project. TERA has voted to fund the initial costs of the project. It is likely that supplemental fund raising will be necessary in order to build and install the monuments.

I hope you are as excited as I am with the prospect of receiving a warm "Welcome to Eagle Rock" each time you come back home. Look for more information regarding this initiative in future e.letters.

Welcome to the Capri

It is a great pleasure to welcome the Capri to the Member Benefit Program. It's hard to believe but the Capri has been serving fine Italian Cuisine to Eagle Rock for 40 years. Helen and Joe Sams opened the restaurant in 1963. The Sams had strong ties to the Eagle Rock community. Their goal, and the goal of the current owners, Jim and Jeff Thiel, was and is to provide good food in a friendly atmosphere at reasonable prices. Over the years the Capri has often been recognized as serving the best pizzas and pastas in town.

 

I began patronizing this restaurant toward the end of the time when it was owned by the Sams. Eventually the restaurant was purchased by Richard & Caroline Thiel, Jim and Jeff's parents. I got to know Richard and Caroline fairly well since they would join me for conversation, especially when I was dining alone. Initially they may not have understood the unique challenges of the restaurant business. But they learned quickly and were committed to maintaining the high standards for food and service established by the Sams. They worked long and hard hours, often with assistance from Jim and Jeff. With Jim and Jeff now the co-owners of the Capri, it is truly a family business.

 

Steps to transform the Capri from the classic eatery of years ago to an eatery that responds to what today's diners are looking for was begun in May of 2011 when the Capri was featured on one of Gordon Ramsey's reality shows. Gordon set many challenges in front of the twins. A new, less complex menu, a new approach to food preparation with much greater focus on fresh ingredients, and a new look are just some of the changes that are evident today and give this legendary restaurant a breath of fresh air. Gordon returned recently to check up on the twins. He was impressed. The good food at reasonable prices in a friendly atmosphere. I defy you to find a better thin crust pizza anywhere in town.

Land Use Update

Vons

Progress on the redevelopment of Vons on Figueroa at La Loma has come to a standstill. Part of Vons' plan has been to repurpose an alley that runs behind the existing structure. The original city approval for this action had expired, forcing them to halt construction and reapply for the permit. TERA has provided a letter of support, encouraging the city to reissue the "Valley Vacation" so that Vons can resume the project as quickly as possible.

 

2224 & 2228 Yosemite Drive

A new small lot subdivision project is being proposed for the south side of Yosemite Drive, just west of the Yosemite / Eagle Rock Boulevard intersection. Although the new structure will strongly resemble a condominium or apartment building, there are important characteristics that distinguish a small lot subdivision project and make this approach increasingly attractive to developers and to certain homeowners.

 

Since we are likely to see more and more similar projects, it would be good to better understand the rationale for this type of development. In 2005 the City of Los Angeles passed the Small Lot Subdivision (Townhome) Ordinance. The heart of this ordinance is that it allows for individual homes to be built on smaller lots with more modest requirements for setbacks, side yards and other common requirements for individual homes. The rationale behind this ordinance is that by reducing the cost of land to a developer, the homes will be sold for a lower price. A narrow separation between units typically eliminates common walls. Because these units are fee-simple, homeowners acquire ownership of the housing structure, as well as the land on which it's built. This eliminates the need for a homeowner association and the associated fees. The ordinance does encourage developers to build structures that are in scale with the surrounding neighborhood, and to the degree possible, use materials similar to what is found in the existing neighborhood.

 

Frank Lawrence, representing West Coast Housing Partners will present the Yosemite project to the TERA Board at the August meeting. The proposed structure will be located between existing apartment buildings. The fact each unit is individually owned rather than leased would bring additional stability to the neighborhood. TERA will take a final position on this project once we have met with Mr. Lawrence.

 

Mount Royal Housing Development

The developer continues to attempt to advance his proposals to develop the hillside above Mount Royal with 8 new dwellings. Strong opposition to the project by many in the neighborhood has continued. Recognizing the community opposition, but also recognizing the excessive number of waivers required for this project to go forward, TERA has appealed to the Council Office and to the Neighborhood Council to not provide support for the project.

Take Back the Boulevard Update

From the very beginning this initiative was focused on the larger vision of how Colorado Boulevard could be improved. Although many often viewed TBTB as strictly a bike line oriented effort, the goal has always been to improve how Colorado Boulevard serves the community in a large variety of ways. These goals and aspirations are now comprehensively documented in the Colorado Boulevard Vision Plan, a new document that provides a long-term road map, beyond the reduction of travel lanes and the implementation of bike lanes, detailing how the Boulevard can continue to be improved.

On Sunday, September 29 (more information below) the TBTB Team invites the community to join us as we roll-out the Colorado Boulevard Vision Plan, a long-range document that details a broad range of improvements to the Boulevard that were identified by Eagle Rockers in the many community meetings held for the last two years.

Bicycle Safety Classes

Part of the dialogue regarding bike lanes on Colorado was the safety of bikers, and the need for bikers to also be conscious of and courteous to surrounding vehicular traffic. Obeying street signals and providing fair warning when the biker would be turning, requiring movement into a traffic lane, were concerns repeatedly raised. The good news is that several Bicycle Safety Classes are scheduled in the next few weeks. These classes will encourage bikers to share the road responsibly, respectfully, with all travelers, thereby improving the safety of all. Some are 8-hour classes, and some are 3-hour classes. They are offered at various locations in LA County (mostly in the San Gabriel Valley). The complete list for classes city-wide may be found at:

Ride Into the Future at Arroyo Seco Via

Begin at 9am at Hahamongna Watershed Park

 

Get ready to ride on the biggest and funnest Arroyo cycling event ever! On Saturday, September 28 Arroyo Seco Via will link up downtown Los Angeles with Pasadena and the San Gabriel Valley in a fun and festive bike ride to promote the implementation of a protected bike path for commuting and recreational use. Building on the excitement of CicLAvia, riders will depart from Hahamongna Watershed Park, nestled at the foot of the San Gabriel Mountains in Pasadena, and proceed to the Los Angeles State Historic Park at the Cornfields near downtown Los Angeles. It's an eleven mile route each way, perfect for riders of every skill level.

 

At Hahamongna riders will share in the 20th Anniversary of Hahamongna Watershed Park, and at Los Angeles State Historic Park they will join up with a fantastic Los Angele River Rally to support the best restoration plan from the US Army Corps of Engineers LA River Study.
