Vons
Listened: It is with great appreciation that I can report that
Vons has listened to the community and reconsidered how they are going to
further develop their property at Figueroa and La Loma. In the April
12th TERA eLetter the following appeal to Vons was included. "The
point of this writing is to encourage Vons, in the process of making this
long empty area productive, to consider doing the small things that make a
big impact; the small things that say, We
care about Eagle Rock. Make this new development the best
it can be, for your company and for our community." See Vons at
Figueroa and La Loma below for more information regarding the new Vons
complex.
Digital
Bill Boards - Not in Eagle Rock: Several months ago TERA wrote a
letter to our councilmember, José Huizar, asking that he support the
efforts to regulate digital billboards so that they are only located in
appropriate locations, commercial areas, places where residents will not
be forced to live in the glare of these billboards. At that time
Eagle Rock was not specifically targeted. However, it was brought to
my attention that in March, a new company - Lamar Advertising, applied for
permits to erect 17 digital billboards on major city thoroughfares.
Of great concern is that the list included plans for a digital billboard
at 3810 Eagle Rock Boulevard. Fortunately, the City refused to issue
the permits. In response Lamar Advertising has filed a lawsuit in
Los Angeles Superior Court alleging that the refusal to issue the permits
is unconstitutional. TERA has asked that the Council Office continue
to support the regulation and restriction of digital billboards, ensuring
that none are located in Eagle Rock.
One Person
Can Make a Difference: The medians on Colorado Boulevard are
close to sacred soil. If there is one thing that Eagle Rockers agree
on, it is that the medians on Colorado Boulevard are an important aspect
of the streetscape. They are landscaped in such a way that they do
not require extensive maintenance. But they do need more than no
maintenance, which is what Eagle Rocker John Goldfarb noticed they were
getting.
John took the initiative to do a little probing in order to find out what
city department and individual might be responsible for the care of the
medians. Soon after he sent an email to a superintendent in the
Urban Forestry Division John received a prompt reply indicating that
contracts for maintaining the median recently migrated to a new service
provider. According to the superintendent "The new landscape
maintenance contracts are scheduled to commence within 5-10 days and all
medians shall be serviced within a two week period after commencement of
contracts."
As a result of John's actions, I have a suspicion the superintendent will
ensure that the Colorado medians are definitely included in initial
efforts by the new firm. Equally important, the superintendent
created a commitment to which he can be held should the medians not
receive the care they deserve in the time frame detailed.
John had two choices. He could continue to be bothered by the sad
state of the medians or he could try to do something about it. Kudos
to John for taking action.
Too Flexible
- Too Inflexible: Over time TERA has been accused of being
too inflexible. There are those who feel that TERA does not have the
ability to see more than one side of an issue. I assure you, TERA's
Board today is composed of individuals who insist on taking the broader
view before we reach conclusions or positions.
We considered two land use projects in the last month. One of the
projects on North Mount Royal easily earned our opposition. An
abundance of worrisome variances, neighbors who didn't want it, and
encroachment on an area we feel should be left undeveloped allowed us to
easily conclude the project deserved our opposition.
The second project, regarding redevelopment of the old Sightwaves building
at the corner of Colorado and Eagle Vista required a more challenging
discussion. The Board did not so easily or unanimously arrive at the
conclusion to support Specific Plan exceptions for that project.
Some board members felt that strict adherence to the Specific Plan was the
only way to go. However, the majority felt that in this specific
case, making reasonable accommodations for limited Specific Plan
exceptions made sense. We reached the conclusion so as to give this
latest developer the greatest incentive to hang in there making this
property better than it has been for too many years. As to the
argument that this creates precedent, the exception process exists to be
applied when it seems warranted. All we have done is conclude, in
this case, the exceptions are warranted. Sometimes it is important
to not let the perfect be the enemy of the good.
I have been warned that TERA will take some heat because of this
decision. For those who accuse TERA of being too inflexible - take
notice. For those who feel we should never ever deviate from the
Specific Plan, I suspect I will hear from you.

Occidental College, CERB and Boulevard
Merchants Say Yes to a New Colorado Boulevard: Take Back the
Boulevard is focused on the broad agenda of making Colorado Boulevard work
better for everyone including businesses. A more equitable sharing
of the Boulevard by motorists, pedestrians and bicyclists is an important
goal. Making the Boulevard feel and function more like a small-town
main street is an aspiration that benefits everyone. Improving the
safety of the street, which currently has a concerning safety record, is
something that virtually all of the community wants to see
accomplished. Promoting an attractive business environment is
definitely part of the plan.
Recently letters of support for the reduction of travel lanes and the
introduction of bike lanes were received from Occidental College,
Collaborative Eagle Rock Beautiful and over 40 supportive Colorado
Boulevard merchants. More support is still coming in.
Supportive merchants understand the advantages of traffic moving more
slowly by their establishments rather than whizzing by with no awareness
of the businesses located on the Boulevard. Naturally, there are
merchants who want no changes to be made to the Boulevard, they like it
just the way it is.
Some business benefits have already been implemented. Improved
signage was installed making the availability of the Caspar / Merton
municipal lot more visible. Many under-utilized parking meters on
the north side of the Boulevard have been changed to allow two hour
parking, enough time for a haircut or a lunch. Once the traffic
lanes have been reduced to two lanes in each direction, it will be easier
to cross the boulevard, further facilitating the use of parking on both
sides of the boulevard. It will also be much easier and safer to
back into a parking space on Colorado through a bike lane rather than a
traffic lane. Too often today, honking horns begin the minute a
driver stops to back into a space, encouraging the driver to abandon the
space. Because of the greater distance between the sidewalk and the
traffic lanes, the pedestrian experience and sidewalk dining will be more
pleasant. Many Occidental College students rely on the bike-share
program at the college. We can expect them to be more present as
customers as a result of the new bike lanes.
A natural concern is what will happen to traffic? Colorado currently
experiences less traffic than the six lanes were supposed to
support. This fact will moderate the traffic impact. An
important safety goal is to reduce the speed on the Boulevard - we do want
it to move slower. But fears that block long traffic jams throughout
the day are unfounded. Making a left turn is another concern that
has been voiced. The good news is that, although early in the design
process, the Department of Transportation indicates, because bike lanes
are not as wide as a traffic lane, the center turn lane will be made wider
to making it easier for a turning vehicle to exit the traffic lane as it
waits to make the turn.
The support for the initiative at the recent Department of Transportation
and the Eagle Rock Neighborhood Council meetings provided further proof
that there is considerable backing for transforming the Boulevard.
Kudos to all those in Eagle Rock who have the vision and are looking to
the future, ready to help prepare our great community for the next
generations of Eagle Rockers.

Land Use Update

Vons at Figueroa and La Loma:
At the initial meeting that the Council Office arranged with various
community leadership and Vons, the attitude of the Company was very much it
is what it is don't expect any changes. There was strong agreement
amongst those of us representing the Community in how the development could
be improved, and the obligation of Vons to do so.
It was a new Vons team at the community meeting; a team that seemed
interested in what Eagle Rockers had to say. Vons has now agreed to
many enhancements such as expanded and improved landscaping, architectural
refinements that give the new building more character, replacing a blank
street-facing wall with windows, adding bike lanes, and many other features
that will give the property a more community-centric feeling. Traffic
concerns on La Loma were a primary community concern. Vons presented
alternative approaches that may mitigate the traffic issues. Most key
was their acknowledgement of the La Loma traffic issue and their commitment
to fixing it.
A big thank you to Vons for understanding the win - win aspect of doing the
right thing for Eagle Rock and for the business success of this expanding
shopping destination.



North Mount Royal Drive - TERA Opposes
Development: The proposed development would be located on the
hillside between Mount Royal Drive and the 134 freeway. The proposal
is to build eight single-family homes in an area of approximately 1.59
acres. The development would include a private street and be
gated. Many Mount Royal residents have signed a petition objecting to
the proposed development. Following is the TERA motion regarding our
opposition to this project.
The Eagle Rock Association opposes the proposed development at 5370 and 5382
North Mount Royal Drive for the following reasons. An excessive number
of variances are required for this project to go forward. The most
significant variances include zoning variances relating to the number and
height of retaining walls, grading, increase in residential square footage
per lot size, and the reduced size of front and side yards. It is also
our opinion that this area is an undeclared wild life habitat and needs to
remain as such. This area also serves as a buffer should a fire jump
the freeway. TERA is also aware of the strong opposition voiced by
stakeholders living in the area. Based on the numerous negatives with
this proposal, TERA strongly opposes the project.
1351 - 1355 Colorado Boulevard (Eagle
Vista and Colorado) - Project Supported
This property is the
location of Sightwaves, a company that specialized in installing audio
systems in automobiles. The property has been an eyesore for years,
even before Sightwaves relocated. A succession of developers have
been involved with the property, each committed presenting a plan to
redevelop the property that never came to fruition. The latest
developer, Specialized Properties, LLC seems to have the resources and
commitment to finally follow through on a development plan.
This property is located just inside the border of where the Colorado
Boulevard Specific Plan ends. The Specific Plan mandates that
parking be located in the rear of commercial buildings, the buildings be
built at the sidewalk, and that no further mini malls be built on Colorado
Boulevard. It is fair to assume that prior developers may have
abandoned the property due to funding issues or the inability to make the
project "pencil out", another way of saying making it profitable. We
don't want that to happen again!
TERA made the decision to agree to the Specific Plan variances as detailed
in the motion below in consideration of several factors.
- The property is located on the far eastern border of the specific
plan, well away from the core commercial center of Eagle Rock.
- The developer has found the existing building to be stable and
adequate as the basis for a remodeled structure. Expecting a
developer to demolish the existing building and begin from ground up
significantly changes the economics of the project - perhaps once again
putting the project in jeopardy.
- The developer has committed to the incorporation of high quality
upgrades throughout the building renovations.
- The renderings provided by the developer depict a remodeled
structure, that although technically a mini shopping center, because of
quality renovation and abundant landscaping, the street presence will be
more attractive than it has been for years.
With the factors detailed above in mind, TERA has adopted the following
motion:
"This motion pertains to the redevelopment
of the property at 1351 - 1355 Colorado Boulevard, formerly the location
of Sightwaves Auto Sound which, will be accomplished by Specialized
Properties, LLC.
The Eagle Rock Association supports an exception from the Colorado
Boulevard Specific Plan to provide relief from its limitations on 1)
mini-shopping centers and 2) the requirement that no parking be permitted
on that portion of a lot located between the front lot line and any
portion of the building that faces Colorado Boulevard. This motion
is conditional based on the understanding that the project proceeds
significantly in compliance with the renderings and other project plans
presented by Artak Dovlatyan and Nareq Khodadadi to the TERA Board on
April 17. This motion does not support any other Specific Plan
requirement exception beyond the two defined."

and especially Eagle Rock voters typically participate in elections to a
higher percentage than the rest of the city. All Eagle Rockers are
encouraged to help us preserve that point of civic pride by voting on May
21, or by absentee earlier. The office for mayor is a hotly
contested race with Gruel and Garcetti running very close in the
polls. Every vote will count. Be sure that yours is one of
them.
Another key vote will be selecting which measure pertaining to the
regulation of marijuana should be adopted. Proposition D is crafted
by the Los Angeles City Attorney?s office. The remaining measures (E
&F) have been written by various groups supporting the
dispensaries. Make your choice carefully.
