Mahatma Gandhi Statue Unveiled
Since the late 1960s, nearly 125,000 people of Indian origin have moved to Houston. Their cultural influence has greatly impacted Southwest Houston. In fact, District J is home to the India House Cultural Center.
I recently had the privilege of joining our Indian-American friends to commemorate the 69th Anniversary of Indian Independence. Tribute was paid to Mahatma Gandhi with the unveiling of a new monument, privately funded by the community, which will greet visitors to the entrance of the Ghandi/South-Asia District.
Many of you know this area is home to dozens of Indian and South-Asian restaurants, grocery stores, jewelry stores and other businesses. I am proud of our South-Asian neighbors and wish to congratulate them on the unveiling of this new cultural icon.

Commercial Activity in Deed Restricted Communities
One issue your District J office frequently handles is commercial activity in deed restricted neighborhoods. As the City of Houston lacks zoning, deed restrictions become the primary recourse to preserve the residential character of our neighborhoods.
The City of Houston, through the Legal Department, is authorized to enforce certain restrictions relating to commercial activity, but it's a team effort! If residents suspect commercial activity, they are advised to:
- Document what type of activity is occurring (multiple commercial vehicles on the property, foot traffic in and out of the home, visible exchange of goods, etc.) - Document when (date and time) the activity is taking place, to establish a pattern - Take photos of commercial-related activity on the property (this is the most compelling evidence!) - Report to the Legal Department directly ( online or by calling 832-393-6333)
After a case is opened by the Legal Department, they will:
1) Obtain copies of deed restrictions, if any, applicable to the specific property 2) Perform an investigation.
3) Determine if the evidence (or lack thereof) warrants action.
If illicit activity does not stop after a warning notice is sent, an injunction will be considered. Before a lawsuit for an injunction is filed to stop the activity, the case is again reviewed in a staff meeting to ensure that there is sufficient evidence, including witnesses, to support the injunction. As the largest city in the United States without zoning, it can be difficult to safeguard our neighborhoods. But please join the District J office and take advantage of these tools - we cannot protect our neighborhoods unless you report it!

Back-to-School Safety Tips
As summer draws to a close, the National Safety Council has expert safety tips for this back-to-school season!
The use of digital devices while walking or driving, leads to incidents involving injuries and deaths. According to studies, 61 children are hit by cars every day in the United States, frequently during before and after school hours in September. Please remind your children of these safety tips regarding distracted walking: - Be aware of the surroundings - Do not walk with headphones on - If texting, move out of the way of others and make a complete stop on the sidewalk - Cross only at sidewalks - Never cross the street while using an electronic device - Look left, right, then left again before crossing the street - Always walk on the sidewalk, if no sidewalk is available, kids should walk facing oncoming traffic And remember, not only kids get distracted: - Drivers must pay attention to school zones - Cell phones are a major distraction because so many drivers use them for long periods of time - Hands-free is not risk-free, your brain remains distracted by the conversation - There is never an occasion that justifies using a phone while driving Remember to never walk while texting on the phone and take the pledge to drive cell-free. By exercising a little extra care and caution, drivers, pedestrians, and bicyclists can co-exist safely on roads and in school zones!
