"There's Always A Solution" : Interview With Lt. General
Robert Ruark

In his current position, Lieutenant General Robert R. Ruark, USMC, must be able to see over the horizon. Lt. Gen. Ruark is the director of logistics for the Joint Chiefs of Staff and works directly for the Chairman of the Joint Chiefs of Staff (CJCS). It's his job to figure out what we need to be doing in terms of military logistics capability, logistics flexibility, where we need to have assets deployed, and what sort of network we'll need to support what's going to happen in three to five years. And he has to ensure that our forces are ready and maintain the combatant commanders' freedom of action, delivering logistics advice to the CJCS.

Watch Your (Supply) Tail

"My logisticians are a humorless lot," Alexander the Great once commented. "They know if my campaign fails, they are the first ones I will slay."

Wow. Here I thought I had worked for some tough bosses in my day, but yikes.

His point about logistics is quite valid, however. Logistics in warfare can easily make the difference between victory and defeat. In World War II, the allied landings in North Africa were so badly planned from a logistical perspective that the battle was nearly lost as soon as it began. Poorly loaded supply ships resulted in a plethora of useless goods like tent pegs and typewriters while ammunition and vehicles were hopelessly misplaced.

Marines Emphasize Advantage of Sea
Basing

Marine Corps' officials told reporters they are very focused on sea basing, particularly as a means of dealing with the "anti-access, area denial" problem.

"With the issues not only in the Pacific, but Africa and the Middle East, access is always an issue, and even with countries that are willing, they are hesitant to allow forces to be stationed on land, so this scratches that itch," said Maj. Gen. Andrew O'Donnell, deputy commanding general, Marine Corps Combat Development Command (MCCDC).
