Transition News and Resources - February 18, 2016
Montana News
Recruitment has begun for the 2016 Montana Youth Leadership Forum (MYLF)! If you know of high school sophomores, juniors, or seniors with disabilities who you think may benefit from this program, please invite them to apply. Those who have previously attended MYLF as delegates and others with an interest in youth with disabilities may volunteer to serve as staff members. MYLF is scheduled for July 18-22 on the Carroll College campus in Helena. The application deadline for both delegates and staff is March 25, 2016.
 
Montana Vocational Rehabilitation has partnered with the University of Montana's Rural Institute for Inclusive Communities to offer Movin' On in Montana, a free summer transition program for high school students. This is a four-day, on-campus experience for any Montana high school student (age 15-19) with a disability who is considering college. Students will stay in a residence hall, attend seminars, take campus tours, experience a college lecture, become familiar with student resources and participate in community activities. Seminar topics include assistive technology, self-advocacy and choosing a college major. This year's session will take place June 27-30, 2016. The registration deadline is May 1, 2016.
Announcements
A new resource is now available for transition services in the state of Montana. Through a contract with Montana Vocational Rehabilitation and Blind Services, the Pre-Employment Transition Services (Pre-ETS) Technical Assistance Center will provide technical assistance to Montana schools, Tribes, and VRBS staff regarding Pre-ETS for high school students. If you would like to learn about Pre-ETS training opportunities, resources, technical assistance availability and more, join the Montana Pre-ETS online mailing list.
 
The Autistic Self Advocacy Network is now accepting applications for the 2016 Autism Campus Inclusion (ACI) Leadership Academy! The ACI summer leadership training prepares Autistic students to create systems change on their college campuses. Applications are due February 21, 2016.
 
Disability Rights Montana has launched a newsletter [PDF] to provide information about Social Security benefits and other transition issues for students ages 14 through 24. The Transition-Age newsletter will be sent to education professionals throughout the state. It will also be available on the DRM website. To receive the newsletter electronically, contact lori@disabilityrightsmt.org to join the mailing list.
Employment
Tapping into the Power of Families: How Families of Youth with Disabilities Can Assist in Job Search and Retention and Understanding the New Vision for Career Development: The Role of Family explore the important role families play in the career planning, job search, and job retention of youth with disabilities.
 
The LEAD Center recently published the Employment First Information Brief: Perspective of Employers on Customized Employment [PDF]. The brief reports the results of employer focus groups conducted in 2015.
 
Staying Employed: Services and Supports for Workers with Disabilities by N. Denny-Brown, B. O'Day, and S. McLeod (Journal of Disability Policy Studies, 26(2), 124-131), explores the supports and accommodations that people with disabilities use to find and maintain competitive employment. The Office of Disability Employment Policy has released Inclusive Internship Programs: A How-to Guide for Employers [PDF]. This resource addresses the benefits of internships to both individuals and employers and important considerations for employers when establishing internship programs.

Youth and Work: Restoring Teen and Young Adult Connections to Opportunity [PDF], a policy report from the Annie E. Casey Foundation, describes the challenges faced in connecting young people to jobs and outlines the steps needed to ensure that they have the knowledge and skills to hold a job and launch a career.
 
Facilitating Employment Opportunities for Adults with Intellectual and Developmental Disability through Parents and Social Networks by J. Petner-Arrey, A. Howell-Moneta, and R. Lysaght (Disability and Rehabilitation, 38(8), 789-795) shares study findings that highlight the importance of parents and other members of social and family networks in connecting individuals with IDD to work options. In Real Life Story: What I Wished I Knew Growing Up, Mallory Cyr, a young adult leader in the maternal and child health community, shares her experience growing up with special health care needs.
 
Healthy Transitions: A Pathway to Employment for Youth with Chronic Health Conditions & Other Disabilities [PDF] reports highlights of a 2012 study designed to better understand the relationship between disability, health and wellness, and transition and employment outcomes for youth with disabilities. The study also examined the role health care providers play in establishing employment expectations.
 
Health Insurance and Medicaid Coverage for Autism Services: A Guide for Individuals and Families [PDF] is designed to help autistic people, their families, service providers, and other advocates to understand and enforce their rights to health coverage for autism-related services.
 
The Impact of the Affordable Care Act on People with Disabilities: A 2015 Status Report from the National Council on Disability explores how ACA's changes to the nation's health care system are affecting Americans with disabilities.
 
The Lucile Packard Foundation for Children's Health has launched its new website. Visit the site to learn about the Foundation's work to improve the system of care for children with special health care needs.
National News
CMS' New HCBS Regulations Opens the Door to Competitive Employment for People with Disabilities, by the Autistic Self Advocacy Network, highlights ways in which the Center for Medicare and Medicaid Services' final regulations on Home and Community-Based Services have the potential to improve employment outcomes for people with disabilities.
 
Supporting Individuals with Intellectual or Developmental Disabilities and Their Families: Status and Trends through 2013 [PDF] describes the age and living arrangements of people with I/DD, and how these factors impact the use of and spending for long-term services and supports.
 
The US Department of Labor's Office of Federal Contract Compliance Programs has created a Requesting a Reasonable Accommodation pocket card [PDF] to help applicants, employees, and other interested parties understand the process for requesting a reasonable accommodation.

Post-Secondary Education
Effect of Transition Planning on Postsecondary Support Receipt by Students with Disabilities by L.A. Newman, J.W. Madaus, and H.S. Javitz (Exceptional Children, 2016) reports data analysis findings that receiving transition planning education and having a transition plan specifying needed postsecondary accommodations significantly increased the odds that students with disabilities would receive supports at two-year and career and technical education schools. Self-Advocacy and Advocacy
The American Bar Association Commission on Disability Rights offers a variety of resources on supported decision-making.
 
YO! Disabled & Proud wants to understand where youth with disabilities are when it comes to voting. They have created a short survey for young adults (ages 18 - 28) to help them organize and plan youth-friendly voting activities/events.
 
Effects of the Self-Directed Individualized Education Program on Self-Determination and Transition of Adolescents with Disabilities by Y. Seong, M.L. Wehmeyer, S.B. Palmer, and T.D. Little (Career Development and Transition for Exceptional Individuals, 38(3), 132-141), reports findings of a study examining the impact of the Self-Directed Individualized Education Program on the self-determination and transition empowerment of youth with disabilities. Five Steps to Raising a Child with a Disability - Step 2: Promote Self-Determination offers tips for parents on how to promote their children's self-determination.
 
The Autistic Self Advocacy Network has released The Right to Make Choices: International Laws and Decision-Making by People with Disabilities [PDF]. The guide was created to help people with disabilities understand decision-making laws and learn about different kinds of support that can be used to help make choices.
Social Security
Disability Rights Montana recently published a Transition Newsletter [PDF] that provides an overview of Social Security disability programs and the Student Earned Income Exclusion.

The Social Security Administration is asking for comments on how the Ticket to Work program can be improved. One of the issues around which SSA is specifically seeking input is: How can TTW encourage youth with disabilities to pursue apprenticeships, career development programs, post-secondary education, and other work-related opportunities? Comments are due by April 11, 2016.
 
PASS Online offers basic information about the Plan to Achieve Self-Support, an SSI work incentive. The site also houses a tool to assist in developing an online PASS application, which can then be printed and sent to the Social Security Administration.

Technology
The Montana Assistive Technology Loans program offers Montana Access Loans, which provide Montanans with disabilities or their family members the ability to purchase assistive technology for a variety of needs.
 
The CAP App, released by the Computer/Electronic Accommodations Program (CAP), features an "accommodometer" that determines solutions to common accessibility issues. 
Transition
Bridging the Gap: A Comparative Assessment of Vocational Rehabilitation Agency Practices with Transition-Age Youth by T. Honeycutt, M. Bardos, and S. McLeod (Journal of Vocational Rehabilitation, 43(3)), examines similarities and differences in how eight vocational rehabilitation agencies identified youth with disabilities and provided services to them.
 
Hitting the Open Road after High School: How to Choose Your Own Adventure to Success!, a publication released by NCWD/Youth, helps youth think about their options and plan ahead for pursuits after high school.
 
The February 9, 2016 issue of the Wrightslaw Special Ed Advocate online newsletter focuses on transition topics such as Transition Planning: Setting Life Long Goals; Legal Requirements for Transition Services; and OSEP Guidance on Secondary Transition.
 
Three-Year Impacts of Services and Work Incentives on Youth with Disabilities by T. Fraker, A. Mamun, and L. Timmins, reports findings of Mathematica's evaluation of the Youth Transition Demonstration projects. YTD, an initiative of the Social Security Administration, provided employment services and enhanced work incentives to young people with severe disabilities in ten research sites across the country.
 
Connecting the Dots: Provider Networks of Youth Receiving Supplemental Security Income examines data from the one-year follow-up survey of youth in the Social Security Administration's Youth Transition Demonstration. Small Business & Disability Employment: Steps to Success outlines effective strategies for recruiting and retaining qualified people with disabilities as well as ways business associations can help their members understand the value disability diversity adds to their workplaces and communities.
 
The Student Inventory for Technology Supports is a tool to assist school teams in matching a student's needs with assistive technology features.
 
The Arc's Tech Toolbox offers a peer- reviewed directory of technology products that are effective for people with I/DD.
 
Transition Truths is an online tool describing systems that may affect young people with and without disabilities as they transition from youth to adulthood. The tool is designed to be used by both youth and the professionals who serve them.
 
The National Resource Center for Supported Decision-Making website houses a variety of resources, including state-by-state information, a library, stories of supported decision-making, and more.
Learning Opportunities - Montana and Online
Registration is now open for the Job Accommodation Network's monthly webcast series, which provides free training for individuals or groups on a range of topics related to accommodations and the Americans with Disabilities Act.

To support these students and young adults, and the professionals who serve them, the Montana Youth in Transition Project has developed a youth-oriented soft skills curriculum. This training is appropriate for anyone supporting youth in preparing to be or currently employed. The MYT Soft Skills Curriculum also demonstrates techniques for teaching students with a wide variety of learning styles and abilities.
