Oakland Proceeds With Housing Fee
An Oakland City Council sub-committee has endorsed a new affordable housing impact fee set to go into effect - if the full council endorses it - on Sept. 1, 2016. The proposed new fee ranges from $750 to $7,000 per unit, depending on location - the city is divided into three zones. Fees are proposed to increase again in July 2017 and July 2018, eventually reaching a range of $13,000 per unit to $24,000 per unit. Full Story
Union City Okays Profit-Sharing Option
The Union City Council has formalized its innovative option under which developers may satisfy the city's 15 percent affordable housing requirement through a profit-sharing agreement. Rather than build the units on-site, applicants may agree to pay the city half of the sales profits on the requisite number of affordable units.  But after considering testimony from BIA|Bay Area, the council clarified that it retains the ability to negotiate the final details including the staff recommended per-unit fee minimum of $160,000.  Full Story
Alameda County Pursues Housing Bond
Alameda County has launched a series of workshops and community meetings intended to produce a countywide housing bond measure for the November 2016 election. BIA|Bay Area will participate as a stakeholder and work to ensure that any new taxpayer-approved housing dollars will help fund the production of new affordable housing units. Full Story
San Jose Inclusionary Zoning
The City of San Jose will take its first step toward implementation of a City wide inclusionary zoning ordinance that has been delayed from taking effect for the last 3 years while CBIA's historic challenge wound through the legal system. At the March 29th meeting the City Council will weigh Staff recommendation to implement a grace period in the Inclusionary Housing Guidelines for projects subject to the Ordinance, providing an exemption from its requirements if all Planning Permits needed for the project are obtained by June 30, 2016. Full Story
