Coastal Impact Assistance Program
A Summary of Successes
The Coastal Impact Assistance Program (CIAP) was authorized by Section 384 of the Energy Policy Act of 2005. The Secretary of the Department of the Interior was authorized to administer and distribute $1 billion appropriated in Fiscal Years 2007-2010 ($250 million annually) to offshore oil and gas producing states and Coastal Political Subdivisions (CPS), which are affected coastal county, parish and borough governments. The annual funds were allocated by the formula prescribed by Congress to Alabama, Alaska, California, Louisiana, Mississippi, Texas, and 67 eligible CPSs.

White Paper: Recommendations to Address Flaring Issues, Solutions, and Technologies
The EFD Program, managed by HARC, teamed up with the PTTC and initiated a research effort to address the issue of gas flaring and stranded gas by utilizing existing novel technologies aimed at monetizing gas at the wellhead.

Water Management: Utica and Marcellus Shale
June 10, 2015
Operators and service provider companies will be discussing water management strategies such as Water on Demand, Use of Mining Waters for Production, Chemical Interactions of Mixed Waters, Reducing Freshwater Footprint, and Water Sourcing. A Panel on New Technologies will also be held with open discussion to follow on opportunities, challenges, and lessons learned.

The EFD program, funded by federal, state and foreign government agencies, industry and environmental organizations, provides unbiased science to policy makers and identifies, develops and tests new technologies, processes and systems to reduce the environmental footprint associated with oil and gas activities, from well site selection through natural gas compression. The program, approximately $4 million per year, is engaged in research and technology transfer activities from the Western Slope of the Rockies to the Ukraine, and from the North Slope of Alaska to Columbia (South America). Research includes land, air and water issues, as well as public perception investigations. The program was honored with the Chairman's Stewards Award for Environmental Partnership at the 2009 Annual Meeting of the Interstate Oil and Gas Compact Commission.
