Village Urges Release of State-Owed Funds to Local Governments
While a bill intended to release state funding owed to local governments passed the Illinois House November 10, it has not yet passed the Senate nor been signed by the Governor, further delaying critical funds that are owed to Illinois' cities and villages.
The Illinois House of Representatives passed a bill to authorize the payment of almost $2 billion in non-general fund revenues to be disbursed to the intended recipients, which includes a variety of state funds that are owed to the Village of Schaumburg. The state has been operating without a Fiscal Year 2016 state budget since July 1, 2015, and is currently withholding funds because it does not have authorization to appropriate them.
House Bill 4305 allows state-collected revenues to be distributed to local governments, which includes the local share of the Use Tax, Motor Fuel Tax (MFT), gaming, Wireless 9-1-1 Surcharge and federal transportation funding. Cities and villages rely on these revenues to provide essential services to the public, including, but not limited to, 9-1-1 emergency response, road maintenance and construction, snow removal, and road salt purchases.
If the revenues that are owed to local governments are not released, municipalities will be forced to consider alternatives to offset the lost revenue streams, which could include cutting services, raising property taxes, and laying off critical staff - all of which will negatively impact residents and businesses that have paid the taxes and fees which are being withheld by the state.
The village adopted a resolution at its November 10 Village Board meeting urging Illinois state leaders to release non-general fund revenues. At this time, the state owes approximately $400,000 in Motor Fuel Tax revenues needed to maintain and construct roadways; $137,000 in Local Use Tax revenues to fund capital projects such as streets, sidewalks and other infrastructure; and $300,000 per month in Wireless Phone 911 Surcharge revenues for the Northwest Central Dispatch System to run the 911 Center that serves Schaumburg as well as 10 neighboring communities.
Residents are encouraged to contact their state legislators and the Governor and urge them to support the immediate release of all state-collected revenues that are owed to local governments. Contact information can be found by clicking on the following links:
