Founded in 2009, Working to Institutionalize Sex Education in the public schools is the brain child of the Grove, Ford, Hewlett and Packard Foundations. Their goal is to "maximize the effectiveness of progressive sexuality education policies".
These foundations began their quest of sexualizing public school children by focusing on seven states that, in their words, "where there was a favorable policy climate to sustainably improve sex education programming in K-12 public schools". In other words, where they would get the most bang for their sex ed buck.
It should come as no surprise that Oregon was selected, along with Colorado, California, Georgia, Iowa, Washington and the Rochester School District in New York. These states would begin receiving grant funding to implement a progressive sex education. North Carolina and West Virginia have since been added.
Conveniently, at the same time, HB2509 was working its way through the Oregon legislature. The house bill would require all K-12 public school districts "to provide students with medically-accurate, age-appropriate sexuality education".
At the same time in 2009, the Working to Institutionalize Sex Education Team was meeting to apply for a WISE grant from the Grove Foundation. Team members were hyperventilating at the possibility of receiving additional funds to propagandize to five year olds.
The WISE team successfully wrote a proposal to "promote the health of Oregon youth through improved sex ed". The grant money would then be dispersed to the school districts who sign up for WISE. In 2009 the Oregon Department of Education received $175,000 from the Grove Foundation.
Since 2009 a total of 16 school districts have signed up for WISE. Some of those districts are:

Woodburn

School Districts receiving grant money are required to send a representative to the Adolescent Sexuality Conference in Seaside.

In 2009, the Grove Foundation, along with giving the Oregon Department of Education $175,000, also gave $625,000 to Planned Parenthood. In the years 2010, 2011 and 2012, the Grove Foundation gave ODE a total of $350,000. It should be noted that during these same years Planned Parenthood received $1,509,500. One might wonder why the Grove, Packard, Ford and Hewlett foundations are zeroing in on pushing their ideas of sexual morality down the unsuspecting throats of Oregon's children. What's the goal? Progressive sex education? Progressing to exactly what or where? Is this what Oregon students should be spending valuable class time learning when Oregon schools rank close to dead last among the 50 states? One has to wonder?
