Welcome!

Welcome to the latest edition of WoodPoles.org e-News. Our goal is to keep you informed on the wood utility pole industry.

The NAWPC is an independent council representing the producers and suppliers of wood poles and crossarms in North America. A primary focus of the council is to provide information to the designers, specifiers and users of the products. The members of the council are Western Wood Preservers Institute, Wood Preservation Canada and  Southern Pressure Treaters' Association.

Wind Farm Raptor Deaths

The following are some key points from Dina Cappiello's Associated Press article titled "AP IMPACT: Wind farms get pass on eagle deaths".

The 30-story wind farm turbines, with spinning rotors appear to move slowly, however, they can reach speeds of up to 170 mph at the tips, creating tornado-like vortexes. More than 573,000 birds are killed by the country's wind farms each year, including 83,000 hunting birds such as hawks, falcons and eagles, according to an estimate published in March in the peer-reviewed Wildlife Society Bulletin.

Killing eagles is not just an irreplaceable loss for a vulnerable species. It's also a federal crime, a charge that the Obama administration has used to prosecute power companies when birds are electrocuted by their power lines. PacifiCorp, in Wyoming, paid more than $10.5 million in 2009 for electrocuting 232 eagles along power lines and at its substations.  [An average of about $45,000/eagle.]

ERF and PG&E Lawsuit Update

In October 2011 NAWPC became a co-amici in an amicus brief in support of Pacific Gas and Electric's position in the Ecological Rights Foundation (ERF) v. Pacific Gas and Electric Co (PG&E) appeal.

On April 3, 2013 the US Court of Appeals for the Ninth Circuit ruled in favor of PG&E.

On May 1, 2013 ERF filed with the California Court of Appeals seeking en banc rehearing of the court's April 3, 2013 decision.

In the original lawsuit the plaintiffs alleged that use of penta-treated wood utility poles without a National Pollutant Discharge Elimination System (NPDES) permit violated the federal Clean Water Act (CWA), as well as waste disposal under the Resource Conservation and Recovery Act (RCRA). The federal court dismissed the suit and ERF appealed to the US Court of Appeals for the Ninth Circuit where it sat until the recent ruling. The court, in their review of ERF's appeal, held that they had failed to state a claim under the CWA because discharges of stormwater from the utility poles were neither a "point source discharge" nor "associated with industrial activity." ERF failed to state a claim under RCRA because wood preservative that escaped from the utility poles was not a "solid waste." Judge Hurwitz wrote that he concurred in the majority opinion except insofar as it held that utility poles cannot be point sources for purposes of the CWA under circumstances not presented by this case. He wrote that resolution of this issue was unnecessary given the conclusion, which he joined, that "the defendants' utility poles were not associated with industrial activity."

WEBINAR!

Pole Top Assemblies

May 30, 2013 ~ 2:30 to 4:00 PM EST

OVERVIEW

Pole top assemblies are used to support conductors on wooden poles. This webinar will discuss the different types of assemblies (tangent, angle, and deadend) along with the framing options. Each component of the assemblies will be discussed in terms of its strength and proper application based on the conductor size. The focus will be on wooden crossarms with discussions on fiberglass arms. Calculations will be shown for maximum line angles within load limits of the pin and insulators. Strength of dead crossarms will include methods for selection of crossarms based on conductor tension.

WHO SHOULD ATTEND

~ Engineers                    ~ Power line workers

~ Staking technicians     ~ Contractors            ~ Consultants

LEARNING OUTCOMES

~ Explain different types of pole top assemblies

~ Explain the strength of components of pole top assemblies

~ Define the limits for maximum line angles on pole top assemblies

~ Calculate maximum line angles for pole top assemblies

~ Select appropriate deadend crossarm assemblies based on conductor tension

INSTRUCTOR

Kevin Mara, P.E., a Vice President of GDS Associates, and the Principal Engineer of Hi-Line Engineering
