Daniels Training Services
April/May 2016

Once again two months have slipped by while I worked and travelled without me providing you with my monthly newsletter.  It might just be time for me to accept the fact that it is now a bi-monthly newsletter.  Maybe someday quarterly?  I enjoy writing these articles and putting the newsletter together but I've been so busy with Onsite Training, Webinar Training, and Consulting - not to mention the family that keeps pestering me - that I wind up spending time on other things.
I'll try once again to get back on a monthly schedule and continue to deliver you the high-quality information to which you've become accustomed.
And, as always, let me know what you want to learn more about.  Maybe I'll write an article and post it here!
Documenting the Days a Universal Waste has Accumulated On-Site Universal Waste Label

A Handler of universal waste is allowed one year for its on-site accumulation.  And more if a need for an extension can be demonstrated.  But how can one demonstrate the number of days universal waste has been on-site?  This article identifies and explains the options.

Unknown Solid Waste The 2015 Definition of Solid Waste Rule

Scroll all the way to the end of this block and you'll see the last article I intend to write on this subject.  the 2015 DSW has made significant changes to the definition of solid waste and related recycling exclusions.  Over the next several years its impact will be more broadly felt as it is adopted by states with authorized hazardous waste programs.  Read my articles and then contact me with any questions.

Conditional exclusions created or revised by the 2015 DSW:

New regulations created by the 2015 DSW for the above conditional exclusions:

And one more.  I think the last article I'll write on this topic:

Revisions to Non-Waste Determinations and Variances from Classification as a Solid Waste

How to Determine Authorized Packaging for the Transport of HazMat Hazardous material packagings

In an earlier article I explained what PHMSA/USDOT requires for an authorized packaging (you must remember it.  It included a cargo tank truck exploding!)  This article will explain in more detail how a shipper of HazMat must determine its authorized packaging.  More...
Are State-Certified Labs Required for the Hazardous Waste Determination? - Recently Updated!

Let's all pitch in to build a nationwide list of the state environmental agencies and their requirement - or lack of a requirement - to use a state certified lab for the hazardous waste determination.  Contact me to add your state to the database:   State-certified labs for the hazardous waste determination.

YouTube is something I am looking to use more.  Especially since I got a Galaxy Samsung 5.  Wow!  It's so easy to shoot videos and even do a little editing.  Now I have no excuse for not posting more videos of HazMat and Hazardous Waste issues.

What's Coming Down the Pipeline for March? April? May? Beyond?

The Regulatory Pipeline

I'm sorry but this is one casualty of my busy schedule.  I will no longer take the time to review and highlight the Federal Register publications of PHMSA, FAA, FRA, or FMCSA each month.  The need to be aware of upcoming regulations hasn't ended, and I'll continue to review them for my own awareness but I won't be able to provide the information to you.  Please refer to my article in the Check This Out! section of this Newsletter that describes where you can find this information for yourself.

Units of Measure Used in the Hazardous Material Regulations

Pounds?  Kilograms?  Stones?  Hogsheads?  PHMSA/USDOT specifies the units of measure and conversion factors to use when determining compliance.  Read this short article to ensure you are using the right ones.

Label Class 9 Hazard Class 9 Miscellaneous of the USDOT.  What is it?

Common.  Miscellaneous.  Simple to explain.  Yet difficult to understand.  In writing this article I learned something I'd missed about the definition of a Class 9.  Don't you miss it!  More...

Do you have a question?

Man with Question Mark

I receive a lot of questions.  Some come from past customers.  Some from - I hope! - future customers.  And some come from others who are in the business of transporting HazMat or managing hazardous waste and just need a little help.  Here's a sample of some of those questions with my answers:
