My fist newsletter of 2016 for the last month of 2015!  December 2015 was a very busy month for me and not just because of the Holidays.  Several customers had regularly scheduled training while a few others had near-emergency, must-finish-before-2016 training.  In one instance of tight scheduling I got off a plane at O'Hare in Chicago, grabbed my bags, crossed the street to the Hilton, checked in to a room, and an hour later began a HazMat Employee Training Webinar.  The upshot is that my customer got the training they needed in time to maintain their compliance.  And I got to enjoy some pre-Christmas time with my family in Chicago!

Significant Changes to the IMDG Code for 2016

You may not be aware that the Dangerous Goods Code of the International Maritime Organization is updated on a two year cycle.  As of January 1, 2016 the 2012 Edition of the IMDG Code is obsolete and must be replaced with the 2014 Edition.  While there are many changes of which you must be aware, the significant ones are summarized in this article.

Unknown Solid Waste The 2015 Definition of Solid Waste Rule

 

New for December in this series is the  Verified Recycler Exclusion at 40 CFR 261.4(a)(24).  Revised by the 2015 DSW, it excludes from regulation as a solid waste a hazardous secondary material if it is sent to a verified reclamation facility.  Of course there is more to it than that.  This presentation/article - along with all the information hyperlinked to it (see above for direct links to those articles) - explains what is required for compliance by a generator, intermediate facility, or reclamation facility.

What's Coming Down the Pipeline for December?

EPA has a Notice for labs, another for non-hazardous secondary material, and more.  FAA has a Notice about non-rechargeable lithium batteries.  FMCSA announces a withdrawal of a Proposed Rule.  FRA announces the monetary thresholds for reporting rail accidents/incidents in 2016.  And PHMSA announces a final rule for the transportation of bulk quantities of explosives.  It's all here and more!  Federal Register Publications for December 2015.

The Dangerous Goods Regulations of the International Air Transport Association - based on the ICAO Technical Instructions - are updated every year.  Calendar year 2016 means out with the 56th Edition of the IATA DGR and in with the 57th.  This article of mine summarizes the significant changes to the 57th Edition from the 56th.  A quick review of this short article will let you know of any changes to your compliance in the new year.
