October 2015

October seemed to go by in a flash and before you know it we are here in November with many calendar days - but few business days - left until the end of the year.  Factor in vacations and illness and their might not be time to get your training done in 2015.  What to do?  Contact me to schedule Onsite Training while there's still time.  Or, a Webinar is quicker, less expensive, and easier to schedule.
If training isn't possible for you in 2015, then contact me to schedule your training for as early as possible in 2016!

State Specific Regulations

This Month: Indiana! (again) Indiana

If Abandoned, it is a Solid Waste The 2015 Definition of Solid Waste Rule

NEW FOR OCTOBER:  40 CFR 261.4(a)(27) The Spent Solvent Remanufacturing Exclusion.  This exclusion is limited to specific sources of spent solvents within certain identified industries.  But if you are able to comply with the conditions of this new exclusion, then your spent solvents are not a solid waste and therefore can't be a hazardous waste.

What's Coming Down the Pipeline for October?

The Regulatory Pipeline

The Federal agencies were busy in October, publishing notices, proposed rules, and final rules regarding the transportation of hazardous materials and the management of hazardous waste.  Be sure to check out my summary of the publications for October and see if any of them may impact your operations.  Federal Register Publications for October 2015.

Unknown Solid Waste USEPA Proposed Rule: Hazardous Waste Generator Improvements Rule

Held over from last month's newsletter.  Why? Because if this Proposed Rule becomes a Final Rule as written it will have a significant impact - mostly positive - on the community of hazardous waste generators.  There's a lot in this Proposed Rule, so I've created this short summary for you.

You have until 12.24.15 - just extended by EPA - to comment on the proposed changes.

UN1263 Paint Packing Instructions for Paint, Paint-Related Material, Adhesives, Inks, & Resins

Deceptively simple and easily overlooked, but section 173 of part 173 in Title 49 of the CFR contains instructions on how to classify a paint or paint-related material as well as provide options for its packaging, including an exception from specification packaging requirements if certain conditions are met.  More...

Do you have a question?

"Excellent presenter! Though the content has a tendency to be rather dry, Dan did a wonderful job of making the training interesting. Much better than self-explanation through reading the regs."
