Third Annual NCSH Meeting
The National Coalition for Sexual Health (NCSH) held its third annual meeting on September 25th, 2015, at the Pew Charitable Trusts Conference Center in Washington, DC. Highlights of the meeting included:
  • Opening remarks by Dr. Gail Bolan, Director, Division of STD Prevention at the Centers for Disease Control and Prevention.
  • An engaging panel, Pushing the envelope: promoting sexual health through media, which featured Laura Sessions Stepp, a Pulitzer Prize-winning journalist, formerly with The Washington Post; Casey Gueren, Senior Health Editor at BuzzFeed Life; and Larry Swiader, Senior Director of Digital Media at The National Campaign to Prevent Teen and Unplanned Pregnancy and Director of Bedsider.
  • A dynamic panel, Beyond a culture of sexual violence: promising prevention and clinical strategies, that explored the intersection between sexual violence prevention and sexual health. The panel featured experts from the National Sexual Violence Resource Center and the California Coalition Against Sexual Assault, along with a provider from the Children's National Health System.
  • An overview of new products and initiatives developed by the Communications Action Group (CAG) and Health Care Action Group (HCAG).
Attendees also participated in CAG and HCAG work sessions. Fifty-six people attended the meeting.
Creation of a National STD Billing Training Center 
The National Sexually Transmitted Disease Related Reproductive Health Training and Technical Assistance Center (STD TAC) provides billing and reimbursement training and technical assistance to state and local STD programs, public health laboratories, and to clinics providing publicly-funded STD services in the US and its territories. Technical assistance is offered in the following areas:
  • Tailor That Tool: Join a small group to help tailor your superbill or policy documents to the needs of your organization.
  • Next Steps Coaching: Sign up for a two-hour coaching session with a billing expert. After the meeting, the coach will send you a summary, including recommended next steps and the option to meet again.
  • Virtual Office Hours: Call the office line (617) 385-3614 on Wednesdays from 1-2 pm ET to talk to a billing expert. No appointment is necessary.
  • Billing Tools from the Billing Toolkit: Learn how to develop billing systems, manage revenue, initiate contracts and enhance ICD-10 coding capacity with the resources in this toolkit.

Study on Partner Services in STD Prevention Programs
In a recent study, published in the journal Sexually Transmitted Diseases, researchers conducted a literature review on partner services programs with the goal of informing STD prevention programs. Researchers identified 9 reviews published between 2005 and 2014, covering 108 studies. By assessing major conclusions and recommendations from these reviews, the study found that value is maximized by balancing a portfolio of patient and provider referral interventions, and by blending partner notification interventions with other STD prevention interventions in overall partner services program structures.
The Role of Behavioral Counseling in STD Prevention Program Settings
A new study, published in the journal Sexually Transmitted Diseases, reviewed analyses of existing behavioral counseling interventions that could be feasible in clinical settings, and found that behavioral counseling would likely benefit clinic patients. Researchers identified 13 analyses representing 11 intervention studies that fit the selection criteria. Of these 13, five returned lower STD rates in the intervention group at follow-up. The study concludes that counseling is likely to benefit some STD clinic attendees. However, the balance of costs and benefits of implementing behavioral counseling in STD programs is unclear. Feasibility would be improved if behavioral counseling were implemented in the context of other prevention efforts.

The Cervical Cancer-Free Coalition is hosting a webinar, "Understanding HPV Vaccination Successes in North Carolina," on October 1, 2015 from 12:00 - 1:00 pm EDT. HPV immunization rates rose significantly in North Carolina in 2014. This webinar will discuss what contributed to this improvement, and what strategies clinics with lower rates can implement to see similar increases. Fewer Women of Reproductive Age Uninsured in 2014
According to Guttmacher Institute, the percentage of women of reproductive age who were uninsured dropped sharply between 2013 and 2014 (from 17.9% to 13.9%), the first full year of implementation of the Affordable Care Act (ACA). This includes steeper drops in the uninsured rate in states that expanded Medicaid under the ACA compared with the rates in those states that did not. In 2014, only 10.6% (down from 15.6%) of women aged 15-44 were uninsured in expansion states, compared with 17.7% (down from 20.5%) in non-expansion states. Gains in insurance coverage among reproductive-age women who live below the poverty line were substantial as well. However, despite these improvements, significant disparities in insurance status remain.

Registration is now open for the 2015 National HIV Prevention Conference (NHPC), which will take place December 6-9, 2015, in Atlanta, GA. The conference is expected to bring together more than 3,000 individuals who are working to stop the spread of HIV in the United States. It will provide an opportunity to continue refining, improving, and strengthening our nation's response to HIV. Conference participants will engage in rigorous scientific, programmatic, and technology information exchange.
