Residents and Actively Practicing MCMS Members: Do you want to be TOPS with kids that need your help?
Volunteer to supervise medical students who will perform physicals and screenings at the TOPS health event on April 25th.

About TOPS

Team of Physicians for Students or TOPS was founded in 1998 by MCMS Member and sports medicine specialist and family physician, Paul Steingard, DO. From his many years in private practice, he identified a tremendous need for young athletes to be screened and provided free physicals, including cardiac tests and consultations.

Since its inception, over 18,000 youths from eighth grade to community college have received the FREE screenings. The program is made possible by the volunteer efforts of nearly 500 local physicians, physical therapists, nurses, nursing assistants, osteopathic medical students from Midwestern University (Glendale) and A.T. Still University (Mesa) and medical assistants. They donate their Saturday to promote screenings to the student athletes, who are required by Arizona state law to obtain medical clearances prior to being activated in a school program.

How You Can Help

The next TOPS event will be held on Saturday, April 25 at Youngker High School in Buckeye, AZ. Residents and actively practicing physicians are needed to volunteer their time to supervise the medical students.

The details:

  • Saturday, April 25th, 7:30 am to 1 pm

  • Supplies needed: bring your stethoscope.

  • Breakfast, snacks and soft drinks, and lunch will be provided for volunteers.

  • Directions and parking: I-10 west towards LA and then south on Watson Rd. South on Watson Rd to Lower Buckeye Rd, which is a light (not too far), and then go west to the HS. Go to the far west end of the HS and park in the western most lot. Look for signs leading you to the TOPS entrance (northeast corner of that far west lot).

The event covers general liability for the facility, but not for the physicians. However, there is new legislation that helps protect physicians who volunteer for events such as a health fair.

To volunteer, please contact Ross J. Kosinski, PhD, Dean of Students, Midwestern University by calling 623-764-0511 or email.

Scottsdale Lincoln Health Network Launched New Name and Brand: HonorHealth
Scottsdale Healthcare and John C. Lincoln Health Network joined forces 18 months ago, but on Monday, March 30th the combined health system announced a new name: HonorHealth.

The five-hospital organization has been known as the Scottsdale Lincoln Health Network since the two health systems agreed to merge in October 2013. That name will be wiped away and replaced by HonorHealth. The name change of the parent organization won't affect its five hospitals, all of which will keep a version of their previous names.

The hospitals announced the merger in October 2013, but the deal was not completed until last December. It will take three years to combine all operations, including the adoption of a single electronic health records system. The Scottsdale hospitals will use the digital systems now used by the two John C. Lincoln hospitals.

Texas Medical Board Adopts Tougher Stance on Telemedicine
By Ken Terry, Medscape Medical News

In a closely watched decision, the Texas Medical Board (TMB) on April 10 voted to accept proposed rule changes that would prohibit physicians licensed in Texas from prescribing medications over the telephone to a patient they had never met before. The new policy, which does not apply to mental health services, will go into effect June 3.

The ruling will affect telehealth companies that enable patients to consult telephonically with hired physicians and get prescriptions from them for a fee. One of those services, Teladoc, sued the TMB after the board sent the firm a letter that claimed that its physicians were violating the TMB's existing policy.

Teladoc, based in Dallas, lost its case in a lower court but won on appeal, forcing TMB to revise the language of its rule to pass legal muster. In February, the board voted in favor of the proposed language it ratified this week.

The policy's new language says physicians cannot prescribe a medication without first establishing a "defined physician-patient relationship." That includes establishing a diagnosis through an examination performed during a face-to-face encounter.

Coverage to Care Initiative

More than 14 million Americans, many for the first time, now have quality health insurance through the Affordable Care Act. It's important for the newly insured to fully understand when, where, and how to use their new coverage to get the right care, at the right time, in the right place to stay healthy.

To assist these consumers, CMS launched a new nationwide initiative called Coverage to Care (C2C). This initiative designed to help consumers understand their new coverage and help them get primary care and the preventive services that are right for them so they can live long, healthy lives.

The C2C website provides patients, healthcare providers, and stakeholders with information and resources regarding the program. Millions of Americans now have the security and peace of mind that comes from having quality health insurance. However, to fully enjoy its benefits, they need to understand their new coverage, and how to use it appropriately to get the care and preventive services that are right for them.

New Valley Fever Reference Booklet for Physicians and Healthcare Professionals
The Valley Fever Center for Excellence has produced a new reference booklet for physicians and healthcare professionals. Valley Fever which is endemic to the southwestern United States and northwestern Mexico results in an estimated 150,000 infections annually.

The first printing of the booklet was enough to give a copy to every medical student and medical resident in Arizona. The booklet is also available through the Maricopa County Medical Society. Please email us at mcms@mcmsonline.com with your full name, practice/facility name, and mailing address and we will mail you a complimentary copy.

Updated Information Regarding the 2015 Medicare Physician Fee Schedule

4/13/2015 CMS E-news Blast:

On April 1, 2015, the Medicare Physician Fee Schedule (MPFS) was updated using the Sustainable Growth Rate (SGR) methodology as required by current law. The SGR methodology required a 21% decrease in all MPFS payments beginning April 1.

The Centers for Medicare & Medicaid Services (CMS) took steps to limit the impact on Medicare providers and beneficiaries by holding claims paid under the MPFS with dates of service on and after April 1, 2015. Additionally, Medicare is also holding all therapy claims that would no longer qualify for the therapy cap exceptions (those therapy claims with the 'KX' modifier), due to the expiration of the therapy cap exceptions process on April 1, 2015.  In the absence of additional legislation to avert the negative update, CMS must update payment systems to comply with the law, and implement the negative update.
